Council Agenda Report SUBJECT: BRIDGE TO BEACH MULTI-USE PATHWAY PROJECT SIGNAGE, KIOSKS AND MAP DESIGN APPROVAL MEETING DATE: JUNE 21, 2012 RECOMMENDATION Staff recommends that the City Council of the City of Rio Vista adopt Resolution No , Approving the Design of Signage, Kiosks and Self-Guided Walking Tour Map for the Bridge to Beach Multi-Use Pathway Project and Authorizing Completion of Working Drawings, Fabrication, Installation and Printing. BACKGROUND In 2006, the City conducted a workshop and prepared the Bridge to Beach a path with a view report that proposed a very innovative multi-use pathway design study. This unique analysis developed a community vision for promoting walking to work, school and play by establishing a comprehensive pathway/trail system linking the Rio Vista Bridge with City Hall, historic downtown Rio Vista, Riverview Elementary School, the Point Restaurant, the Rio Vista Army Base and the Solano County Sandy Beach Regional Park. In addition, the City completed the Waterfront Specific Plan in 2007 that proposed a dynamic new mixed-use waterfront community containing a high quality mix of retail, residential, community and visitor-oriented uses, and a multi-use promenade (a portion of the Bridge to Beach Pathway) as a focal point and major draw to this revitalized area. Approximately 180 new housing units are envisioned, along with new retail and tourist oriented commercial uses in this planning area. Also, the City Council has recently adopted the Army Base District Design Guidelines with the goal of creating a significant new employment center for the Department of Water Resources (DWR) Rio Vista Estuarine Research Station, including laboratories, offices, USFWS Fish Technology Center, an interpretive center, Children s Delta Discovery Park, and a portion of the Bridge to Beach Multi-Use Pathway. Finally Solano County has adopted a long-term Master Plan vision to expand and enhance the Sandy Beach Regional Park, resulting in the southern terminus of the Bridge to Beach Pathway.

2 Page 2 Linking all of these connected land uses by a multi-use pathway using promenades, trails, sidewalks and identifying them with a comprehensive signage program, kiosks and users guide/map would make Rio Vista a premier walkable community, and would reduce traffic and air quality impacts, and promote local tourism as a direct result. Funding for the project is being funded from the $60,000 YSAQMD grant Clean Air Grant that the City secured in 2011, and from City in-kind services of up to $15,000 (for City crews to install the signs). On January 5, 2012, the City Council approved a resolution authorizing an agreement between the City and Foothill Associates to identify an interim pathway alignment and design pedestrianoriented directional signage, kiosks and user maps for the Bridge to Beach Multi-Use Pathway Project. REVIEW AND ANALYSIS Since January, the consultant has held meetings with staff, conducted research on the history and key landmarks located near the pathway in downtown Rio Vista, held a joint workshop with the Recreation and Planning Commissions, held a second input meeting with the Planning Commission, identified an interim pathway route, presented various concepts, developed preliminary cost estimates and made various revisions to the signs, kiosks and map designs. Based on the input received, the consultant has completed the attached designs for four different types of directional signs, three different visitor kiosks and an 11 x 17 Self-Guided Walking Tour map and brochure (see Exhibit A). The proposed kiosks are intended to be installed at locations that could include the City of Rio Vista Fishing Pier/Waterfront Park, the boat dock at end of Main Street and at Sandy Beach Regional Park. After the designs are approved, the consultant will be converting them into working drawings for fabrication and construction purposes, probably using a portion of the contingency. Staff is hoping that the sign construction and map/brochure will be completed before this year s Bass Festival. However, for that to occur the designs would need to be approved this evening so that implementation could move forward very quickly. Actual signage would be fabricated either as a contract amendment with the contractor already selected for the City s street sign program, or through a separate informal bid process The kiosk funding and construction would be provided either by the City (if there are any remaining funds in this grant) and/or from private contributions from local service groups. The user map production would also probably be conducted through an informal bid process. The Chamber of Commerce had initially hoped to have contributed funds to construct at least one of the visitor kiosks but they have recently had to withdraw their initial offer because of funding limitations. But a representative of the Lion s Club has recently indicated that they may have a potential interest in helping to participate in funding one or more of the kiosks, if possible.

3 Page 3 FINANCIAL CONSIDERATION: This consultant work will be completed within the maximum contract price of $20,000 (which includes a $5,000 contingency). The fabrication and installation of the signs and the printing of approximately 2,500-5,000 user maps will be paid from the remaining approximately $40,000 of the grant. If there are any remaining funds, the City will contribute its share (along with any service group contribution(s)) for the construction of one or two visitor kiosks. ALTERNATIVES Do not approve the consultant work and/or request additional revisions to the work products before the consultant contract is deemed complete and working drawings are authorized. This is not recommended since it would delay the project and the signs would not be installed before the Bass Festival. 4 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIO VISTA APPROVING THE DESIGN OF SIGNAGE, KIOSKS AND SELF-GUIDED TOUR MAP AND BROCHURE FOR THE BRIDGE TO BEACH MULTI-USE PATHWAY PROJECT AND AUTHORIZING COMPLETION OF WORKING DRAWINGS, FABRICATION, INSTALLATION AND PRINTING WHEREAS, in 2006, the City conducted a workshop and prepared the Bridge to Beach a path with a view report that proposed a very innovative multi-use pathway design study; and WHEREAS, the Yolo-Solano Air Quality District has awarded the City a Clean Air Grant of $60,000 for design services, construction and user map for this project; and WHEREAS, Foothill Associates has substantially completed their consulting agreement scope of work for the identification of an interim route, design of signage, kiosks, and user map at a cost not exceeding $20,000 (including a $5,000 contingency); and WHEREAS, the project is entirely funded with non-general Fund monies obtained from a Yolo Solano Air Quality District Clean Air Grant. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIO VISTA THAT THE CITY COUNCIL OF RIO VISTA does hereby approve the designs of signage, kiosks and self-guided tour map and brochure for the Bridge to Beach Multi-Use Pathway project (Exhibit A) and authorize completion of working drawings, fabrication, installation and printing..
