Over the past five years, she has led citywide transportation plans for over 20 communities in the Pacific Northwest. She has also led downtown mobility plans and safe streets studies for numerous suburban communities. Kendra has a Masters in Urban Planning from UCLA. 2

3 TODAY'S WEBINAR PRESENTERS Sarah Saviskas, AICP, Fehr & Peers Sarah Saviskas, AICP, is a Transportation Planner at Fehr & Peers and has experience working on a variety of transportation projects, including corridor plans, active transportation plans, citywide transportation plans, and transit plans. She is passionate about meaningfully involving communities in decision-making processes and offers expertise in public involvement and facilitation, which enables her to build consensus in communities around complex multimodal transportation solutions. Sarah has a Masters in City Planning from Berkeley. TODAY'S WEBINAR PRESENTERS Emil King, City of Bellevue Emil King leads the strategic planning group at the City of Bellevue. Emil joined the City s Community Development Department in Prior to that, he worked in the private sector for 7 years, consulting cities and counties across Washington State on growth management and planning issues. Emil s responsibilities at Bellevue include focused work on integrating land use and transportation planning throughout the City, developing urban design solutions for the built environment and transportation projects, demographic and economic trends analysis, and strategic development initiatives. Emil is a certified planner with the American Institute of Certified Planners and holds a master s in urban planning from the University of Washington and bachelor s degree in economics from the University of Hawaii. TODAY'S WEBINAR PRESENTERS Kevin McDonald, City of Bellevue Kevin McDonald is the Principal Transportation Planner for the City of Bellevue. In his 20 years with the City of Bellevue, Kevin has been central to Bellevue s evolution from suburb to boomburb. Since 2003 he has lead many projects from the Transportation Department and is currently managing implementing Downtown Transportation Plan pedestrian and bicycle improvement projects, and implementing Multimodal Level-of Service strategies. Prior to 2003, Kevin was with the Planning and Community Development Department working on land use and environmental policy and planning. Prior to the City of Bellevue, Kevin spent 10 years with Boise Cascade Corporation in forest management in Kettle Falls, Washington and Corvallis, Oregon. 3

4 TODAY'S WEBINAR PRESENTERS Thara Johnson, City of Burien Thara Johnson is now a Senior Planner with the City of Burien but is the former Interim Planning Director at the City of Newcastle and led the Downtown Strategic Plan. Thara has 14 years of experience in a variety of roles within the public sector planning profession. Her experience ranges from lead environmental planner, to project management, leading, and implementing Comprehensive Plan and policy amendments. Thara has a Masters in Environmental Planning from Arizona State University. 4

6 Trends: Desire for Walkability and Transit Options Advent of the Shared Economy Death of the Suburb ResiliantCities.org has reported on some of major ailment of the suburbs: Heavy dependence on automobiles Lack of a pedestrian scale Lack of places to walk to, for people to meet and congregate Lack of social capital and thus lack of social cohesion in many suburban communities Commercial private spaces as only reasonable semi-public spaces 6

7 NETWORK Provides choices in mode and routes of travel USAGE Encourage non-auto travel LAND USE Mix of uses and densities consistent with Wedges and Corridors FUNCTION/ QUALITY Reduce delays without eroding quality of life SAFETY Maximize safety There have been entire books published on this topic Meanwhile in the Puget Sound 7

8 Background Mixed Use developments in 2014 resulted in significant public discussion 2015: Assessment of the CBC Master Plan City should take a more proactive role in amending the plan and funding key capital improvements Potential multi-family development would be inconsistent with the two year process the City had undertaken to assess and update the City s vision Moratorium on development in Downtown - July 2016 Challenges Coal Creek Parkway intersects the Downtown core in half Integrating downtown with surrounding neighborhoods Pedestrian connectivity is a concern What changes are needed along other streets in the downtown Types of investments to support envisioned growth 8

Develop a realistic vision for downtown and a plan that results in action Community Outreach: Overview Interviews Drop-in Storefront Studio Walking Tours 2 Workshops Questionnaire Active online presence Community Outreach: Storefront Studio Hosted at a local bank in shopping center 3 days Homebase for lunchtime walking tours Opportunity to learn about project and provide input conversations 9

10 Community Outreach: Walking Tours 3 in total - different areas of downtown Project team listened to challenges, concerns, and community desires ~40 participants Several new project ideas emerged Community Outreach: Workshops Workshop 1: Visioning ~30 attendees Workshop 2: Public Realm Improvements ~25 attendees Community Outreach: What We Heard We need another crosswalk on Coal Creek Parkway. I have safety concerns because of cars speeding and a lack of sidewalks, crosswalks, and lighting. We want more restaurants! Newcastle needs more date night spots. TRAFFIC is a huge concern! We need more frequent transit service that serves more locations. We want more places to congregate and linger (outdoor seating, plazas, community center). 10
