1 01 ITRODUCTIO Introduction Gladman Developments Ltd have successfully invested in communities throughout the UK over the past 20 years, developing high quality and sustainable residential, commercial and industrial schemes. Here, Gladman Developments Ltd present to the local community the emerging development proposals for land east of Finchampstead Road to the south of Eastheath, in Finchampstead orth, Wokingham, which includes a new residential development of approximately 250 homes and a Suitable Alternative atural Greenspace (SAG). The purpose of this consultation process is to outline the details of the draft scheme and seek comments from the local community, which will be considered before planning applications are lodged with Wokingham Borough Council. The Application Gladman Developments Ltd intend to submit an outline planning application for approximately 250 homes to Wokingham Borough Council. This would establish the principle of development with the access to be agreed. All other details will form part of subsequent applications if planning permission is granted. A seperate planning application will also be submitted for a SAG on land adjacent to the residential development site which is within the control of the same landowner. Development Proposals Approximately 250 new homes, including policy compliant 40% affordable homes. On-site public open space including connectivity between the proposed open space and the surrounding area. Equipped play and multi-use games areas for use by new and existing residents. Provision of SAG for the development to provide appropriate mitigation for the development's potential to impact the Thames Basin Heaths Special Protection Area (SPA). Site Description TS The site is part of Finchampstead orth to the south of the Wokingham suburb of Eastheath, in Wokingham Borough Council's administration area. Finchampstead lies approximately 3.7km south of the site, with Reading 13km north west and Bracknell 9km north east. The residential site (12.82Ha) is located on the settlement edge of and mature trees separating it from established residential areas and Finchampstead Road. Luckley House Boarding and Day School and residential properties on Luckley Wood abut the site to the north. Residential properties abut the north-west boundary of the site whilst Wokingham Family Golf Course lies to the south. The orth Downs train line passes along the eastern boundary of the SAG application site to the east. There are no Public Rights of Way (PROW) present on site. However there is a Public Footpath opposite the western perimeter off Finchampstead Road and a Public Byway runs parallel to the train line and site. A network of public footpaths crosses nearby Gorrick Tree Plantation.

2 02 HISTORICAL COTEXT Historic Maps The market town of Wokingham and its outlying residential districts are steeped in Saxon and Victorian history. The historic maps illustrate the expansion of Finchampstead orth and Eastheath - a southern district of Wokingham - over the last 140 years. It is clear from the maps that up to the late 19th Century the surrounding area was sparsely populated and largely given over to agriculture and woodland. Expansion begins to appear predominantly along Finchampstead Road from 1912, although the surrounding land remains open in nature. 3 03 HOUSIG EED The need for new housing Every council is required by the Government and to make planning decisions in the light of a presumption in favour of sustainable development. Wokingham Borough Council has to deliver more housing land to meet their ongoing housing requirement. With a growing population, Wokingham has a demonstrable need for more housing and additional new deliverable sites are required. Why is the site suitable for development? Settlements like Finchampstead orth and Eastheath within Wokingham provide opportunities to help meet the housing need. There are local facilities close to the site within the southern settlement edge of Wokingham. The site is approximately 1.8km from Wokingham town centre which has a full range of facilities, services and amenities. Typical housing in Wokingham The land east of Finchampstead Road is considered a suitable and sustainable location to accommodate a proportion of the District s future housing growth. 4 04 LADSCAPE & ECOLOGICAL COTEXT The site comprises a mosaic of grassland and northwards along the boundary of the two application sites. semi-improved grassland of limited botanical diversity. These are fringed to the south by linear strips of mixed semi-mature plantation woodland with mature trees edging the boundaries. Due to limited intervisibility and recent development there is no impact on heritage assets. 5 05 VISUAL COTEXT The visual envelope of the site is very restricted due to the intervening vegetation on site and in the surrounding area. Views from existing homes on Luckley Wood Road and Hart Dyke Close are limited primarily the Wokingham Conservation Areas. 6 06 LOCAL FACILITIES What are the local facilities? The centre of the historic market town of Wokingham is located approximately 1.8km range of shops and facilities. There are, however, shops and facilites more local to the site which are spread out over the wider context. These include a Co-Op food schools, two golf courses, a pre-school/nursery, recreation/play areas and allotments. 8 08 THE FRAMEWORK Design Principles The assessment of the site and its setting has helped to inform the preparation of a development framework for the site. A number of design principles scale, layout and pattern of existing settlement and is appropriate to its setting. To deliver a mix of approximately 250 dwellings, including up to 40% of affordable housing and a range of property sizes and types. The retention, where possible; and enhancement of the existing vegetation structure within the site. Scheme design to be visually attractive, respecting the context and existing built form and building styles evident within the local area. Development creates a robust, green development edge which provides a sensitive transition between the proposed development and the wider setting. Delivery of Suitable Alternative atural Greenspace (SAG) to provide appropriate mitigation for the potential impact on the Thames Basin Heaths Special Protection Area (SPA).
