8 EXHIBIT D Docket Item 3 Description: Amend the Comprehensive Plan Land Use Element - Centers Descriptions Section to add a centers type - Manufacturing / Industrial Center General Description Manufacturing / Industrial Center General Description These are areas with existing or expected intensive, concentrated manufacturing and industrial land uses that cannot be easily mixed with other activities. Manufacturing/ industrial centers are intended to accommodate a significant amount of regional employment, and will have a different urban form and purpose than the rest of the City s centers. They can be characterized as areas of large contiguous blocks of land served by the region s major transportation infrastructure, including such items as roads, rail, and port facilities. Protecting these centers from incompatible uses, as well as providing them with adequate public facilities and services will require deliberate and careful planning. LU-23a
9 EXHIBIT D Docket Item 3 Description: Amend the Comprehensive Plan Land Use Element - Centers Descriptions Section to add an additional centers type - SKIA Manufacturing / Industrial Center SKIA Manufacturing / Industrial Center (SKIA MIC) The South Kitsap Industrial Area (SKIA) has been long established by Kitsap County as an Urban Growth Area (), and is identified in the Vision 2040 Regional Plan by Puget Sound Regional Council as one of eight formally designated Manufacturing / Industrial Centers. SKIA is approximately 3,700 acres in size and is generally located southwest of the city, with the northern boundary of the adjoining the City of Bremerton; the has no adjacencies to any other municipality. The Port of Bremerton owns a significant portion of the property within SKIA, with their holdings being the Bremerton National Airport and the Olympic View Business and Industrial Parks, each accessed from State Highway 3. The SKIA Manufacturing/ Industrial Center (SKIA MIC) will retain a different form of urban development than Bremerton s current regional or district centers. The physical size and location of this center allows strategic focused economic growth and it is expected to receive a significant proportion of Kitsap s employment growth in the manufacturing and industrial sectors. It is expected that following substantial annexation of SKIA that the City will prepare a detailed sub area plan that addresses such items as development standards and permitted uses, provision of urban services and infrastructure, and the protection of essential public facilities such as the Bremerton National Airport (as required by RCW ). 12 Exhibit F Docket Item 4 Land Use: Kitsap County Designations and City of Bremerton Equivalents Kitsap County (KC) Land Use District KC Consistent Zoning Allowed Uses City of Bremerton (COB) Land Use District Equivalent COB Consistent Zoning Allowed Uses/ Notes 1 Urban Industrial Business center zone, Business park zone, Industrial zone, Airport zone Intended for integrated grouping of small, medium to large size businesses within an attractive park-like setting. The Business Center (BC) Zone allows flexibility in the amount of floor space. Permitted businesses are intended to support the creation, development and retention of primary wage employment in the professional and technical fields, and not intended for the general retail commercial needs. The Industrial (I) zone is intended to provide sites for activities which require processing, fabrication, storage, and wholesale trade, that require reasonable accessibility to major transportation corridors. The Airport (A) zone is intended to recognize and protect areas devoted to public aviation. Allowing activities that are supportive or dependent on aircraft or air transportation. Industrial Industrial Intent of the Industrial Zone is to accommodate light and heavy industrial uses in locations where there is limited interaction with residential uses. These equivalencies occur in various s. 2 Urban Industrial w/ Mineral Resource Overlay Intended to protect sand, gravel, and rock deposits identified as significant and allow mining Industrial Industrial Industrial Zone allows for Mineral resource mining 3 Urban High Intensity Commercial/ Mixed use Highway tourist commercial zone, Regional commercial zone, Mixed use zone Highway/Tourist Commercial (HTC). These centers are intended to provide for commercial establishments which require large sites. This zone serves the shopping and service needs for large sections of the county and provides visitor services and accommodations for both destination and en route travelers. Regional Commercial (RC) are intended to provide for the shopping and service needs of the region, they generally contain two or more major department stores along with several shops of the same kind for comparative shopping. The mixed use (MU) zone is intended to encourage flexible land uses, recognizing that the exact configuration of uses must be responsive to community needs and market conditions. Freeway Corridor Commercial Corridor Freeway Corridor Commercial Corridor The intent of the freeway corridor is to identify areas for commercial activities that will typically be region-serving in nature and scale. Uses in the zone benefit from high visibility from freeways serving the region. This designation would be appropriate for the Gorst The intent of the commercial corridor district is to provide locations for height intensity commercial uses serving the entire community while preserving the maritime views, forested areas, and buffering impacts to adjacent residential areas. This designation may be appropriate for various s with future analysis. Limited Commercial Limited Commercial The intent of the limited commercial zone is to recognize the community's existing general commercial districts outside the desinated boundaries of centers on lots zoned general business in the City, or an equivalent designation in the County, on December 1, This designation would be appropriate for the East Bremerton and West Bremerton s. 4 Urban Low Intensity Commercial/ Mixed use Neighborhood commercial, Urban village center, Urban town center Neighborhood Commercial (NC). These centers are intended to provide for the quick stop shopping needs. These centers should be compatible with a residential setting. Urban Village Center (UVC) Zone provides for a compatible mix of smallscale commercial uses and mixed-density housing, typically in multi-story buildings. Development within the zone should promote neighborhood identity. Design criteria is strongly upheld. Development within must occur in a manner that results in the design and construction of an interconnected system of pedestrian and bicycle trails and facilities linking the development in the UVC zone to surrounding residential neighborhoods, open spaces, recreational areas, and transportation corridors. Neighborhood Business Neighborhood Business The intent of the neighborhood business zone is to provide for small scale business districts outside of centers and corridors that reflect the scale and character of surrounding neighborhoods. Neighborhood business districts are generally limited in size to one acre each. This designation would be appropriate for various s. 5 Urban The urban restricted (UR) zone is applied to those areas within urban growth boundaries which have identified parcels Urban restricted constrained by critical areas of 50% or greater. Development would be limited to a density range of one to five dwelling units residential, Urban per acre. The intent of the Urban Low (UL) zone is to recognize, maintain, and protect urban low density residential areas and low residential, establish urban densities where a full range of community services and facilities are present or will be present at the time of Urban cluster development in accordance with the urban growth areas. The Urban Cluster Residential (UCR) zone is intended to encourage residential flexible land uses, recognizing that exact locations of uses must be based on the location of critical areas, transportation corridors, community needs and market conditions. Low Density residential (R-10) The intent of R-10 zoning district is to accommodates single family housing by infilling at a range of lot sizes consistent with urban growth patterns. Some attached single-family housing may be appropriate when responding to sensitive areas or with innovative design. This designation would be appropriate for various s. 6 Urban Medium/High Density Residential Urban medium residential, Urban high residential The (UMR) zone is intended to provide for higher densities where a full range of community services and facilities are present or will be present at the time of development. This zone is intended to provide for multi-family residential and professional office development based upon compatibility with surrounding land uses. The primary use Urban High Residential (UHR) is intended to be residential, professional office use is intended to compliment and support the residential use within the zone and be consistent with, and in conjunction with, residential development. It is intended that office developments within these zones will be of a higher standard in recognition of their residential setting. Low Density residential (R-10) The City of Bremerton Comp Plan does not support stand alone multi-family outside of designated centers, and would therefore designate these areas low density residential with R-10 zoning. This designation would be appropriate for various s. 7 Public Facility Parks and all other zones that permit public facility uses The intent of this zone is to create long-term consistency between the purpose for the purchase of parks and open space properties and the zoning regulations that apply to their development. Parks properties are intended for the development of parks, open space areas and recreational facilities for the benefit of the citizens of Kitsap County. Uses for these properties should be limited to those serving this purpose. Low Density residential (R-10) When the City of Bremerton adopted our Comp Plan in 2004 we eliminated park zoning and designated all parks with low density residential with R-10 zoning. This designation would be appropriate for various s.
