2 2 The Wharves Deptford Statement of Community Involvement The Wharves Deptford Statement of Community Involvement 3 INTRODUCTION CONSULTATION TIMELINE KEEPING IN TOUCH Between August 2014 and March 2015, Soundings carried out a process of community consultation, to inform proposals for a mixed use redevelopment of The Wharves Deptford site. The starting point for design development has been the consented scheme for the site, which was granted planning permission in 2011 / Soundings carried out the consultation on the original scheme and has built on this throughout 2014 / The aims of the consultation process were to: Raise awareness of the project and design development Gather local knowledge about how the area is changing and understand key issues with regard to the future of the site Be inclusive, accessible, transparent and engaging Offer a variety of different ways for people to get involved Clearly communicate the feedback from the community to the developer and design team This report documents each stage of the consultation process to date, involving the community at each stage of design development; recording the process, findings and outcomes in full. It also tracks how the design has been informed and has evolved through community consultations and looks at recommendations for the next stage of the process. Lend Lease Deptford Ltd (Lend Lease) is the applicant and is committed to ongoing consultation during the determination of the application and beyond. LOCAL OUTREACH Attending local events and meetings to update and involve local community groups (ongoing process) NOV / DEC 2014 EXCHANGE & EXPLORE Focus sessions to discuss some of the key areas of interest in more depth; providing more information and visiting the site / local precedents SPRING 2015 UPCOMING STATUTORY CONSULTATION Following the planning application in May 2015 there will be formal consultation led by Lewisham Council AUG / SEP 2014 SET-UP COMMUNITY REFERENCE GROUP DETAILED MASTERPLAN DEVELOPED EARLY IDEAS Exhibitions and discussion sessions to review the initial ideas for updating the consented scheme MAR 2015 UPDATED MASTERPLAN Exhibitions and presentation to share how the final updates have responded to feedback, providing further information on key issues MASTERPLAN UPDATED Throughout the process there has been a range of ways to inform and update the local community, these are summarised below, more detail can be found on page 24 and in Appendix B on page 70. Newsletters: distributed to over 6,600 local homes and businesses in advance of public exhibitions. Website: The project website is a resource of information and has been regularly updated throughout the consultation process. Posters & advertisements: prior to each stage of events, posters and newsletters have been distributed to shops and local centres. Prior to the project launch, an advertisement was also placed in the Deptford and New Cross South London Press. Project contacts: throughout the process, there are over 300 organisations and individuals who are being regularly updated on the project. COMMUNITY REFERENCE GROUP The Community Reference Group is made up of local representatives, organisations and interested individuals. There have been two meetings to date with Lend Lease, the project team and Soundings to act as a sounding board for the masterplan evolution, raise awareness and help identify where there is opportunity for continued involvement.

3 4 The Wharves Deptford Statement of Community Involvement The Wharves Deptford Statement of Community Involvement 5 SUMMARY OF FEEDBACK AN INCLUSIVE ENVIRONMENT WORKSPACE & EMPLOYMENT MOVEMENT & TRANSPORT CONSTRUCTION IMPACT ENVIRONMENT & ECOLOGY DESIGN & IDENTITY Page 9 (to the right) provides a headline summary of the key issues and conversations that have been discussed throughout the consultation process. The general response to the masterplan has been positive, with a broad agreement that the updated masterplan is an improvement on the previous scheme. There is a desire for the existing site to change and contribute more to the area. However, ensuring it does so in a way that is beneficial to both existing and new communities has been a top priority throughout. Associated with this there are a number of suggestions that relate to ongoing programmes and involvement. Some of these have begun, such as the Victoria Pub co-design, and others will be confirmed through the planning process and/or recommendations for the future of the site. There are some areas of concern, particularly regarding cumulative traffic impact and the nature of affordable housing. The following page summarises responses to these alongside the masterplan development and changes that have taken place in response to feedback. For an overview of the events and attendees, see pages 23 to 27 and Appendix A. Final masterplan updates Following the March 2015 exhibitions, Lend Lease has made a number of design changes and refinements following a further assessment of the masterplan. A summary of the changes can be found on pages 10 and 11. These updates should be taken into account alongside the final feedback and have been noted alongside relevant comments throughout the report. Responses to key questions For responses to the key questions that have arisen throughout the consultation process, please see developer responses on page 55 to 61. Drop-in Exhibition, 07/03/2015, Riverside Youth Centre, Grove Street TO VIEW THE EXHIBITIONS PLEASE SEE APPENDIX E OR VISIT Involvement: Involve the local community in the process, ensure ongoing involvement and that opportunities for local people are realised through the Victoria Pub, employment and workspaces and inclusive public spaces. Young people: There should be a dedicated strategy to involve young people through the construction, build ownership and provide opportunities for personal development. Rationalise community facilities: Consider how existing community facilities currently work. Undertake a study to fully understand how The Wharves can best support or complement existing facilities. Need for reassurance that there will be sufficient schools and health centre capacity for an increased local population. Affordable housing: Providing 21% affordable housing was considered positive, but there is a need for clarity on the breakdown. Discussions lin ked to wider London debate about how affordable is affordable housing? and who the new community would be. Local employment: Seeing direct local opportunity and benefit through employment and apprenticeships is a key priority. Can there be a target for local employment and strategy to enable this? Workspace: Inclusion of workspace, particularly the Y building and the Yard is positive. There is significant support for flexible workspaces that encourage the creative and technology sectors; with some concern about its viability and loss of more traditional jobs. Affordable workspace: Can a subsidised rent structure be put in place to enable smaller and local businesses? Victoria Pub: There has been strong support and a high level of local interest in refurbishment of the Victoria Pub as a start-up kitchen and incubator business spaces. As well as a potential music studio. Retail: There were suggestions for a small supermarket alongside wider calls for independent shops; taking care not to compete with existing retail on Grove Street and ensuring it is affordable for local people. Traffic impact: Combined with surrounding development, potential increase in traffic is a key concern - particularly on Oxestalls Road. Could access from Evelyn Street be considered to reduce this? Local roads are bad quality and should be improved. Parking: Keep parking to a minimum, yet have enough to avoid parking overspill. Buses: Bus services need improving and will be under more pressure given the impact of surrounding developments. New pedestrian / cycle routes: Having clear pedestrian and cycle links through the site is positive, particularly opening up underneath Oxestalls road as a safe route to the school. Evelyn & Grove Street: Widening and planting trees on Evelyn Street and Grove Street is positive. Petrol station: Generally considered positive to remove the petrol station, with some concerns about loss of informal parking. Debate about removal of the facility which is suitable for HGVs, but conversely a strong desire to reduce HGVs in the area and near the school. Construction access: This has emerged as one of the most significant issues for local people. The focus relates to Oxestalls Road and the safety of school children, as well as the wider community. Also noting that it may overlap with Convoys Wharf construction and would need to coordinate. Construction impact: Have regular community updates throughout construction and a point of contact for any issues that may arise. Ensure contractors sign-up to the Considerate Constructors Scheme. Timescale: There is a desire to see changes on the site happen as soon as possible. Biodiversity & planting: Creating a green environment that provides suitable habitats for wildlife as well as being an enjoyable place to be emerged as a key area of interest. The planting strategy and suggested inclusion of trees, shrubs and plants was very well received. Environmental sustainability: is important locally and should be visible. It was requested to explore green methods of energy production and sustainable building technologies. Subsequent proposals for green roofs, the energy centre and photovoltaics (solar panels) were positive. Air pollution: there is a concern about potential increase in air pollution. Studies are being undertaken and will be available as part of the planning application. Maintenance, management & safety: Make sure it is safe especially in the park and underneath Oxestalls Road; yet ensure it does not feel exclusive and over-managed. Surrey Canal park: Widening the central area and creating a usable green space was considered positive. It was suggested to include some use of water and natural play; ensure it is safe and overlooked and there was a strong preference for varied soft landscaping. The subsequent water features and layout of the green space proposed were received very well. (Following the March 2015 exhibition, the Yard water feature was removed however the stream along the canal-route retained.) Heritage: Reflect the unique heritage of the site, make reference to the canal and use robust and solid materials. Reflect the heritage of the area in the naming of the streets and spaces. Height: There was an overall support for a mix of heights. Following reduction of the tallest building from 30 to 24 storeys, there was general acceptance of height, noting that it is in character with the existing area. Although, there was some site specific concern from direct neighbours. Contrast in materiality: There was a positive reaction to having variation of materials and contrast, particularly the Y building which generated a lot of interest.

4 6 The Wharves Deptford Statement of Community Involvement The Wharves Deptford Statement of Community Involvement 7 TRACKING ISSUES & RESPONSES KEY INITIAL MASTERPLAN UPDATES: SEPTEMBER 2014 FINAL MASTERPLAN UPDATES: MARCH 2015 Over the course of the consultation process, the Lend Lease and masterplanning team have listened to and, wherever possible, responded to the views of local residents and organisations alongside those of statutory consultees such as the Greater London Authority, Lewisham Council and Transport for London. The initial masterplan shown in September 2014 was generally received well and considered to be on the right track. The plans to the right show an overview of the main changes from the consented scheme, as well as the subsequent design development, changes and responses to feedback. The predominant areas where concern remains include cumulative traffic impact in the area and the nature of affordable housing, More detailed explanation of the responses to these and other aspects of the masterplan can be found on page 55. Following the March 2015 exhibition a number of updates have been made to the masterplan. They are listed on the diagram to the right and noted against corresponding feedback throughout the report. Full details will be available as part of the Statutory Consultation. Drop-in Exhibition, 07/03/2015, Riverside Youth Centre, Grove Street Initial updates, received well and retained Design development / change Response to key issue Post final exhibition change Symbols show which feedback category (from page 9) responses relate to: An inclusive environment Workspace & employment Movement & transport Construction impact Environment & ecology Design & identity ACCESS UNDERNEATH OXESTALLS ROAD Underneath Oxestalls Road opened up for pedestrian and cycle access OXESTALLS RD EVELYN ST SURREY CANAL ROUTE WIDENED Surrey Canal park route made wider, green and a more usable public space AFFORDABLE HOUSING Proposed 21% affordable housing level retained (to be confirmed with Lewisham Council) EAST - WEST ROUTES Routes straightened to provide visible connection between Evelyn Street and Grove Street (pedestrian and cycle access) and integrate better into the area GROVE ST DRAGOON RD EVELYN STREET & GROVE STREET Pavements significantly widened and trees added to improve pedestrian environment PITCHED ROOF DESIGN Design details changed retain the shaped gable end and incorporate solar panels along the pitch-line above a flat roof SURREY CANAL ROUTE PLANTING Varied and soft landscaping prioritised Including a mix of trees, low level planting and climbers to provide diversity, usable spaces and wildlife habitat corridor WATER Inclusion of a stream of water alongside the green spaces A continuous bench structure alongside the stream reflects the canal edge and can be used for waterside seating and natural play WATER Removal of the shallow water feature in The Yard Y BUILDING Changed in size and layout to incorporate the workspace from building 2C (see right) MATERIALITY Use of brick, metal, pitched roofs and a series of design principles to reflect the heritage of the site Design variety across the site to avoid a uniform development EMPLOYMENT Flexible workspace to accommodate different types of employment and future flexibility Potential link to Victoria pub incubator businesses It is anticipated there will be over 500 jobs created on the site, plus construction ENERGY CENTRE Visible energy centre with potential future involvement OXESTALLS RD EVELYN ST Y BUILDING Designed as a landmark building with stand-out architecture Flexible spaces to enable a range of businesses and future flexibility ECOLOGY Planting strategy developed to provide yearround habitats for wildlife Swift nests and Peregrine Falcon trays are proposed Green roofs across the site, providing appropriate habitat for invertebrates and Black Redstart GROVE ST DRAGOON RD LOCAL ACCESS Pedestrian and cycle access added as a direct connection from the canal-route to/from Dragoon Road Improved crossing on Evelyn Street CONSTRUCTION Construction access plan avoids Oxestalls Road and uses Evelyn Street where possible Regular updates and a 24-hour hotline All contractors will be required to sign-up to the Considerate Construction Scheme TRANSPORT ASSESSMENT The transport assessment shows minimal increase in vehicular trips from consented scheme, although it is noted that there will not be parking at the petrol station WORKSPACE - BUILIDNG 2C Building adjacent to the Victoria Pub has been changed from workspace to approximately 4 townhouses VICTORIA PUB RETAINED The pub will be retained and refurbished as a start-up kitchen and business incubator space A local co-design process has been set-up to inform the use and design HEIGHT REDUCTION The tallest building reduced from 30 to 24 storeys (existing planning permission for 18 storeys) PARKING Residential parking levels reduced to just over 0.3 car parking spaces per unit (340 in total) Total of 2021 secure cycle parking residents within the plots, with a further 74 cycle parking spaces on the streets Total of 40 on-street parking spaces and 10 motor cycle spaces for retail uses and visitors to the site, allocated across the site and in close proximity to building entrances COMMUNITY MAPPING Lend Lease is starting a community mapping process to assess existing and future local facilities and how The Wharves might best contribute and compliment.

5 8 The Wharves Deptford Statement of Community Involvement The Wharves Deptford Statement of Community Involvement 9 RECOMMENDATIONS Over the course of the consultation, a number of different ideas for ongoing involvement have been suggested that could be considered. These ideas have come from various sources and represent a snap shot of the wealth of creative thinking embedded in the local community and the desire to achieve integration and mutual benefit between existing and new communities. The Victoria Pub Separately to the masterplan consultation, a co-design process with a group representing a cross-section of local interests has been formed to help develop the brief and implementation strategy for the pub s transformation. There has been a high level of local interest in the Victoria Pub, with particular support for training kitchen and music studio facilities. The use of the pub building, together with continued and accessible involvement for the local community provides opportunity to address a number of community aspirations, build in ownership and trust, and offer support for the wider development. Community mapping Through the consultation process to date, Lend Lease have been asked by the community to facilitate a process aimed at creating better cohesion in the purpose and use of the various community facilities and activities in the local area. Lend Lease is beginning the process of undertaking community mapping to ascertain what facilities already exist for community use, how these might be improved and what can be done on The Wharves Deptford site to best benefit the community by complementing rather than duplicating these facilities. Ongoing consultation and involvement The following are recommendations for consideration during further detailed aspects of design and construction: Continue to update the local community as the project progresses through newsletters, the established database and project website Maintain the engagement with Community Reference Group at key stages of project development Have regular community updates throughout construction and a point of contact for any issues that may arise Establish a target and strategy to enable local training, apprenticeships and employment opportunities both in the construction and the final use - this is a key local priority There is an opportunity for temporary uses on site to help create local ownership and bring together new and existing communities. Work with local groups in establishing the temporary uses strategy Positive involvement of young people and help create ownership and respect. Look at options to work with Deptford Park Primary School, Riverside Youth Club and other older children / young adults who may not be affiliated with a local facility Engage people in the naming of the streets and spaces of the development Continue to have community days and be involved with the community Consider safe visitor cycle lock ups within the site and also in the Pepys Estate generally as a quick win and community benefit THE VICTORIA PUB, LOOKING FROM PEPYS PARK
