Alternatively please take time to complete a feedback form and return this to us in the comments box provided or via (see final board for details). Keydell Nurseries ant Since the original application was granted, Bloor s project team has undertaken more detailed technical work, which has informed the new outline planning application recently submitted to the Council for consideration. This application follows the broad principles of the previously approved scheme and today s event will enable you to view the updated plans and ask questions of the development team. Morrisons supermarket H av The aim of this exhibition is to introduce Bloor Homes application and update you on work since the company became involved in the site. As you may be aware, the site already benefits from outline planning permission for new homes and supporting infrastructure, including community facilities. It is also allocated for housing in the Local Plan. Site plan ABO UT B l oor H om e s The Bloor Group began building houses over 45 years ago. Today it is one of the largest privately-owned house building groups in the UK, building more than 3,300 new homes each year from onebedroom apartments to luxury detached properties. Bloor Homes Southern region is based in Newbury and has developed sites across the south. The company has recently completed a development at Berewood in Waterlooville and is currently building at Fareham in Hampshire, and in Eastleigh at Fairoak and Boorley Park. The illustrations and photographs opposite provide an example of developments by Bloor Homes. It should however be noted that this application is for outline planning permission and that details about scale, appearance and materials would be dealt with at the next stage, known as the reserved matters. SITE ASSESSMENT since the original scheme was GRANTED planning permission, Comprehensive technical work and associated site assessments have been undertaken to inform the new outline application. These include highways, landscaping, ecology, heritage, drainage, utilities and noise. Public right of way SNG Gas pipeline AND STAND OFF houses TREES/ VEGETATION TREES Contours (0.5m intervals) Listed buildings at pyle farm Ground solution feature GAS PRESSURE REDUCTION STATION AREA SUSCEPTIBLE TO SURFACE WATER FLOODING Bat HABITAT TREES AND ROOT PROTECTION ZONE FALL IN LAND SOUTH DOWNS NATIONAL PARK ASSUMED ROUTE OF 132KV UNDERGROUND ELECTRICITY CABLE ELECTRICITY PYLON AND 15M BUFFER Bat HABITAT Bat Corridor Site Considerations The key considerations are: A population of Bechstein Bats in and around the existing woodland habitat and hedgerows; trees and hedgerows within and around the site; An area north of Soakfield Row susceptible to surface water f looding; Gas mains crossing the site, plus a gas Pressure Reduction Station within Soakfield Row; Electricity pylons located along the southeast corner with a 132kv underground cable nearby; The residential amenity of nearby housing, including suitable stand-offs; Noise levels from nearby roads, particularly the A3(M); A ground solution feature north of Soakfield Row where development should No vehicular access from Rowlands be avoided; Castle Road, in accordance with planning The South Downs National Park beyond policy; the eastern boundary; The existing public rights of way. The setting of the listed buildings at Pyle Farm along the eastern boundary;

3 3. Site Opportunities the site analysis work established the key constraints on the site and the opportunities presented, as set out on the plan and text below. Employment opportunity Retained Trees Retained trees Local Centre Potential Sports Pitch Retained Habitat Opportunities plan The development proposals present an opportunity to: Provide new homes with a good range of services and facilities; Create a high-quality, sustainable expansion to Horndean, together with key facilities such as a new primary school, local centre, community facilities and employment; Create a series of inter-linked open spaces, new green links and enhanced biodiversity; Provide surface water drainage within the lower parts of the site, including the use of existing field drains; Provide an appropriate interface with the wider countryside and National Park by limiting building heights and providing a suitable edge; Enhance the existing tree planting across the development, adding to environmental quality and improving biodiversity; Improve pedestrian connections locally into the National Park, across the existing pedestrian bridge over the A3(M), and over Junction 2 of the A3(M); Provide a good pedestrian/cycle connection onto London Road.

4 4. Highways/Transport/Parking A detailed Transport Assessment has been prepared, including a review of the previous scheme. This has informed the updated technical studies for the site. The updated access and transport strategy is shown on the plan opposite with drawings below showing the main new or altered junction arrangements. The key aspects are: Alterations proposed to Junction 2 of the a3(m) A new is proposed along Havant Road to facilitate access for residential, primary school and the local centre, with two further junctions serving housing west of Havant Road; existing altered (see below) A small number of dwellings are to be served by a new access off Pyle Lane with an emergency / public transport access provided onto Rowlands Castle Road; The employment land would be served off the existing Dell Piece East/ Havant Road, altered to include a new fifth arm; New (see below) Additional highway improvements will be delivered, including a pedestrian/cycle link along Havant Road and Dell Piece West linked with the existing pedestrian infrastructure of Horndean; It is also proposed to introduce a new reduced speed limit along Havant Road and Dell Piece East to encourage pedestrian and cycle activity and reduce traffic noise; Proposed Access and Movement Plan Car parking will be provided to meet local authority standards.
