DESIGN AND ACCESS STATEMENT This Design and Access Statement is submitted in accordance with Section 42 of the Planning and Compulsory Purchase Act 2004 and has been prepared in accordance with the guidance provided in TAN Design, Welsh Assembly Government

The proposal includes for the provision of modern recycling equipment, the continued use of the permitted vehicular access to the B4409 public highway and further compliance with existing environmental planning conditions. DESIGN AND ACCESS STATEMENT 1 BACKGROUND In May 2006 the Government introduced changes to the planning application process that became effective on 10th August The accompanying Technical Advice Note 12 Design June 2009 sets out the Welsh Assembly Government s policy on how the changes are to be implemented. One of the changes is a requirement to submit a Design and Access Statement. Article 4C of the Town and Country Planning (General Development Procedure) Order 1995 (as amended) sets out the various categories of planning application to which the above requirement applies. Although not strictly required being a mineral related proposal a Design and Access Statement accompanies this application for planning permission submitted by Welsh Slate Limited to develop an Inert Waste Recycling Facility at Penrhyn Quarry, Bethesda. TAN 12 advises that Design and Access Statements should include three main elements: an appraisal of the context of the proposed development; a design component to explain the design principles which have been applied to particular aspects of the proposal i.e. the function, use, amount, layout, scale, landscaping and appearance of the development; and an appraisal of access to the development from the public highway and including consideration of vehicular and transport links

DESIGN AND ACCESS STATEMENT 2 PROPOSED DEVELOPMENT 2.1 Introduction The proposal the subject of this Statement is for the development of an Inert Waste Recycling Facility at the existing Penrhyn Quarry, Bethesda. 2.2 Site Location The application site forms a part of the present processing and preparation area at Penrhyn Quarry, Bethesda, being adjacent to the current slate aggregate processing facility. The township of Bethesda lies approximately 2km to the north east of the site. The site is centred on Ordnance Survey Grid Reference SH with the site location being shown on the accompanying Drawing No. P7/47 Location Plan Penrhyn Quarry incorporating the application site lies to the east of the A5(T) with access to the A5 via a short section of the B The majority of the proposed development lies within the area defined as Tip A in Planning Permission C04A/0519/16/MW See Appendix 1 with a very small part being within an area defined as ancillary to mining operations. The site is the subject of Planning Permission C97A/0304/16/CL activated by the Company by the continuing use of the canteen but which is considered by the Planning Authority to have lapsed - See Appendix 2. In 2005 on the basis of the processing area falling within the description of ancillary mining land those permitted development rights attaching were afforded for the construction of a slate sawing shed

DESIGN AND ACCESS STATEMENT 2.3 The Site and its Surrounds The application site lies within the administrative boundary of Arfon District with Gwynedd Council being the authority responsible for such planning matters as concern this application Location Plan P7/47 and Site Survey Plan P7/55 included in the Supporting Written Statement show the existing site location and situation. The site s northern and eastern boundaries are formed by existing long established slate waste tips whilst the remaining southern and western flanks co join the existing Penrhyn Quarry processing areas. Access to the site is via the existing internal hard surfaced road to its point of access onto the B4409 public highway leading directly to the A5(T) Road The site area extends to 0.7 hectares (1.7 acres) and is a reasonably level platform at approximately 181 metres AOD See Drawing No. P7/63. The surface of the site is formed of unbound slate waste chippings with the internal road from the existing weighbridge to the B4409 being hard surfaced and regularly sprayed and swept The application site partially accommodates the ongoing slate waste recovery operation with the now disused industrial minerals processing plant lying immediately to the south west. The weighbridge and associated office is situated some 300 metres to the south of the site. To the south of the weighbridge is a hard surfaced area for the parking of vehicles

DESIGN AND ACCESS STATEMENT None of the site is in agricultural use nor does it affect any public or other rights of way. The Snowdonia National Park lies 1 kilometre to the west and is not affected by this proposal. There are no other statutory or local designations affecting the site There is strong evidence of man s past slate industry activities upon what is essentially a rural landscape. There are also several electricity pylon routes through this rural pocket. 2.4 The Proposal The proposals involve the establishment of an Inert Waste Recycling Centre See Drawing No. P7/63 based upon the processing of locally arising Construction and Demolition Wastes. In essence the proposal provides a solution to the shortfall in such facilities in North Gwynedd as identified in the North Wales Regional Waste Plan The main items recovered will be inert construction and engineering materials in the form of aggregates and/or soils and sub soils. It is predicted that the waste stream will comprise the following materials. Composition of Construction and Demolition Waste Material Proportion of Waste Stream Aggregate 50 % Soils 44 % Wood 3 % Plaster 1 % Paper and Cardboard 1 % Metals 1 % - 6 -

DESIGN AND ACCESS STATEMENT The level of transport activity will not increased by any significant level as the importation of the construction and demolition waste will be achieved by the utilisation of returning empty aggregate delivery vehicles Any residual material in the form of wood, metals etc will be removed for deposition at an appropriately licensed and permitted waste disposal / recycling facility The operation of the facility will be properly and correctly undertaken at all times and carried out as follows:- Deliveries to site will be from the A5 /B4409 via the existing site access Within the site, loads will be weighed in at the existing weighbridge Drivers will report to the Site Control Office to register their deliveries and obtain further instructions Loaded vehicles are covered or sheeted as appropriate prior to leaving site Vehicles leave site via the weighbridge, checking out at the Site Control Office. The existing administration offices at Penrhyn Quarry will be utilised. Site Access / Vehicle Movements The present site access via the B4409 to the A5(T) Road has a capacity more than adequate to handle both the existing user and the small increase attributable to this proposal. The present planning permissions do not restrict the number of vehicle movements other than the slate aggregates operation where no more than 650,000 tonnes may be moved from site per year other - 7 -

DESIGN AND ACCESS STATEMENT 3 DESIGN AND ACCESS 3.1 Introduction The purpose of a Design and Access Statement is to enable an applicant to demonstrate an integrated approach that will deliver inclusive design, and address a full range of access requirements throughout the design process. Statements provide an opportunity for developers and designers to demonstrate their commitment to achieving good design and ensuring accessibility in the work they undertake and allow them to show how they are meeting the various obligations placed on them by legislation and policy. Accordingly, the Statement aims to illustrate the process that has lead to the development proposal and to explain and justify the proposal in a structured way. 3.2 Explanation and Justification The proposed development will play a significant part in helping Gwynedd to achieve the targets for the recycling of such waste streams as set out in the North Wales Regional Waste Plan Achievement of these targets is required to satisfy the adopted policies and further encourage more sustainable waste management practices in Gwynedd and its neighbours

DESIGN AND ACCESS STATEMENT 3.3 Design Principles The key design principles adopted will ensure that the facilities within the proposed site: will not give rise to unacceptable adverse environmental impacts (by virtue of noise, odour and visual effects); are of suitable configuration, size and height to ensure that it can be operated efficiently and safely; are located so as to be well screened from the nearest houses and settlements; and are designed to be of a suitable appearance (form, materials and colour) Layout The existing access and parking for private cars at the site is clearly signposted to differentiate it from the access for heavy goods vehicles to provide a safe environment for both employees and visitors. All vehicles transporting residual waste from the new facilities to a landfill site will be required to stop to allow the issue of appropriate papers at the weighbridge office. A pedestrian walkway exists for persons to access the designated area to ensure the proper segregation of pedestrians from moving vehicles and machinery. The layout of the site has been through a thorough process mapping exercise that takes full account of the health and safety aspects of the proposed operations on site

DESIGN AND ACCESS STATEMENT Scale The scale of the proposed development within the existing site would fit well with the scale of the existing mineral operations Landscaping The requirements and objectives of Planning Permission C04A/0519/16/MW will be observed and complied with. Details of the permitted landscaping scheme are attached to Planning Permission C04A/0519/16/MW. 3.4 Design Concepts The design concept has been developed having regard to: health and safety considerations to minimise pedestrian and vehicular interactions; the characteristics of the site and its surroundings; the function to be performed by the facilities to be located within the site Involvement Professional teams both internal and external to Welsh Slate Limited have been engaged in preparing the application. Professional planners, design

DESIGN AND ACCESS STATEMENT engineers, internal project management and health and safety managers have been involved in the evolution of the plans for the proposed development Evaluation The site includes the infrastructure required to enable the proposed recycling operations to be carried out in accordance with recognised good practice and likely requirements of the main regulatory bodies e.g. the Planning Authority, the Environment Agency and the Highways Agency. The proposed development is considered to accommodate the required facilities in a layout that pays proper regard to relevant operational and health and safety effects on the environment and the local highway network. 3.5 Access Components This proposal to provide an Inert Waste Recycling Facility at Penrhyn Quarry does not involve any changes that affect the level of traffic generated The traffic movements associated with the ongoing site activities are controlled and authorised via the existing Planning Permissions C96A/0020/16/MW Condition 18 and C04A/0519/16/MW Condition 18 See Appendices 3 and The existing site access onto the B4409 leading to the A5(T) Road is designed and constructed in conformity with Highways requirements, being of sufficient capacity

DESIGN AND ACCESS STATEMENT The Highways Authority have been consulted regarding this proposal and have raised no specific objections and will be consulted as part of the planning process The number of traffic movements associated with the present operations will not be affected by the proposed site improvements and will continue unchanged within the presently authorised working hours as permitted by the Planning Permissions detailed in Paragraph
