1 Introduction Welcome Welcome to the Wiltshire College public exhibition on the proposed plans for the transformation of Salisbury Campus. Earlier this year the College was awarded government Local Growth Fund money via the Swindon and Wiltshire Local Enterprise Partnership (LEP) to invest in its campuses. The plans for the Salisbury Campus are to provide a brand new building to create a modern teaching facility and redevelop the campus. By removing the Nadder and Bourne buildings, Wiltshire College is able to condense the campus to include the new building, the existing Avon and Wylye buildings and Craft Centre, as well as providing new car parking arrangements. This will accommodate new engineering and life science facilities, improve the layout and appearance of the existing buildings, and bring forward enhanced public spaces and landscaping for a better look and feel to the campus. About Wiltshire College Wiltshire College is made up of four main campuses located in Chippenham, Lackham, Trowbridge and Salisbury, with four smaller centres in Devizes, Warminster, Corsham and Castle Combe. Our Salisbury Campus is just a 10-minute walk from the city centre. It currently offers a wide range of industry standard facilities such as dedicated music studios, the studentrun Wessex Restaurant, gaming and IT computer suites, and much more. It is also home to our renowned film and photography studios that are nationally recognised within the industry. The College s mission is to be a vital player in Wiltshire s economic growth, raising skills and attainment, delivering excellence and innovation; inspiring people to achieve. 2 Site analysis The existing Salisbury Campus The Salisbury Campus is long overdue for redevelopment. There has been no major investment in the Salisbury estate for over 20 years. A large proportion of the current buildings dates back to the 1950s/60s and is no longer suitable for modern teaching and learning needs. Tollgate Craft Centre The Local Growth Fund awarded by the Swindon and Wiltshire LEP has provided the opportunity for Wiltshire College to make plans to update the campus. Bourne The campus requires reconfiguration to enable a more Wylye Avon Nadder efficient use of the existing space and to deliver enhanced teaching facilities. This in turn will provide enhanced learning opportunities, thereby benefiting the student population. Aerial site plan The current college facilities are split over five buildings; 1. The Wylye building 2. The Avon building 3. The Nadder building 4. The Bourne building 5. The Craft Centre In addition the College also rents the Tollgate units off campus to accommodate courses relating to construction trades. Tollgate Interior Catering within Avon Bourne Hair & Beauty within Avon Avon Building Site analysis Flooding and drainage A number of key factors have been considered as part of the site analysis as shown on the drawings below. These have helped to shape the site layout as shown on the banner titled Our proposals. Detailed flood information from the Environment Agency shows that the site is located within Flood Zone 3 (high probability of flooding). The proposed construction will connect internally to the existing Avon and Wylye buildings and therefore the floor levels will match the existing levels in these buildings. This level is considered acceptable. Additional flood mitigation measures, including flood resilient construction and a flood warning system will also be included. Views, sun, sound Vehicular circulation Surface water drainage will be designed to accommodate rainfall with on-site attenuation provided to maintain existing discharge rates (subject to agreement). Foul water will continue to discharge to the foul public sewer network. Heritage Pedestrian and cycling routes Highways and bus stops Salisbury includes 643 listed buildings, with the Cathedral located at the heart of the city. Views to the Cathedral are protected by the Salisbury Conservation Area. Although the site is close to this designation, it sits outside of the Salisbury Conservation Area and there are a limited number of significant buildings in direct proximity to the campus. The notable exception to this is St Martin s Church to the north of the site, although this is significantly screened by vegetation. Vegetation Outdoor spaces
3 Our proposals In order to transform the Salisbury Campus we are proposing a number of changes. A summary of our development plans include: The demolition of the Nadder and Bourne buildings. The construction of a new building creating a new entrance into the College and housing a new restaurant. The renovation and over-cladding of the existing Avon and Wylye buildings. The reconfiguration of the campus to provide new car parking and landscaping. Making these changes will introduce new courses to the Salisbury Campus, will upgrade the College to provide more energy efficient buildings and will provide a better campus layout. Site layout The proposed site layout is set out to the left. A summary of the layout includes: The new building A takes the place of demolished Nadder, creating a new entrance to the site from the east. A direct link between new building A and existing building B will be provided. Bourne s demolition provides new parking spaces and better vehicular circulation within the site. The number of parking spaces is increased by 12. Pedestrian priority is improved to enable access and circulation towards the new main entrance to the east. The new entrance is directly accessible from the car park. Proposed site layout The outdoor spaces are enhanced by planting new trees, while providing a courtyard for recreation. 4 Scheme benefits The proposed development will bring a number of benefits to the local community. A summary of some of these benefits are set out below. State of the art facilities to improve the student experience Upgrade and transform facilities to the 21st century to ensure sustainable campus operations The introduction of new curriculum areas such as engineering and Life Sciences Strengthen relationships with existing partner Universities and improve Higher Education provision Provide a new building to improve the A new restaurant open to the public overall visual appearance of the College and create a landmark in the city Improve external space by re-organising parking, incorporating landscaping and prioritising pedestrian movement
5 Proposed building appearance The new building appearance The proposals include a new three storey building, with a new, welcoming and clear entrance from the car park. Images of how the proposed new building could look are provided below. Proposed scheme overview Different options of how the building could look are provided below. We are considering different design options and would be keen to hear your views to help shape our plans. Proposed materials The suggested colour palette consists of three shades of blue, along with white, and grey. The current proposed materials are as follows: Grey/blue engineering brick; Brick coursing detailing; Through colour white render; Coloured glazed bricks; and Zinc profiled cladding. The existing elevations will be enhanced by colourful panels that cover half of the existing glazing, and will also improve the energy performance of the buildings. 7 Technical details Transport and highways The vehicular and pedestrian route through the site is narrow and many local people use the College as a cut through. There is limited parking, which is split across the site with tight spaces and turning areas. The potential impact of the proposed development upon the local transport infrastructure will be evaluated by a Transport Assessment that will be prepared in consultation with the highway authority. Without prejudice to these discussions, our initial assessments indicate that the scale of development proposed can be accommodated with the local transport network. How will the construction be phased? The project s overall programme will require temporary and phased closure of various areas of the campus. We will work hard to keep disruption to a minimum during this period. The works will be divided into phases to guarantee the continued operation of Wiltshire College on campus. The phases are set out below. Submission of the full planning application January 2018 Demolition and new build of the main block Nadder area forecasted to take place between July 2019 and October 2020 Avon & Wylye buildings refurbishment and cladding forecasted to take place between July 2018 and April 2019 Demolition of the Bourne building forecasted to take place between October 2020 and March 2021
