A preliminary development plan for the fire station and setback variance have been approved. The final development plan is to approve a three-bay fire facility with two drive-through bays and one back-in bay. The site was selected after a study of the current and future needs of the area in regard to fire service. City Ordinance Requirements: Article VIII Sections FACTORS TO BE CONSIDERED 1. Neighborhood character. The neighborhood is predominately agriculture and single-family residential uses. The site of the proposed fire station was formally included in the New Market area development which, as a result of the 2008 recession, was never completed. The area is now being developed as senior housing. 2. The extent to which the proposed use would increase the traffic or parking demand in ways that would adversely affect road capacity, safety, or create parking problems. This is not an issue. #PR January 14,

3 3. The degree of conformance of the proposed use to the Master Plan. Public facilities were planned but not mapped for this area. The fire station would be part of a mixed residential area. 4. The extent to which utilities and public services are available and adequate to serve the proposed use. a. Water service Available b. Sanitary sewer service Sewer is being extended c. Storm water control Provided on-site d. Police Police service is provided by the West Patrol, District #223 e. Fire Fire service is provided by Station #8 f. Transit Not available g. Schools USD 203 Piper School District 5. The capability of the proposed use to meet applicable ordinance and other requirements. The proposal will meet all codes PREVIOUS ACTIONS #PR , preliminary development plan, was approved. #2305, setback variance, was approved. KEY ISSUES #PR January 14,

4 Conformance to Commercial Design Guidelines STAFF COMMENTS AND SUGGESTIONS Urban Planning and Land Use Comments: 1. General Planning a. Trash Enclosure: Provide trash enclosure elevations. Enclosure shall be a minimum of 6 feet in height on all sides and shall be constructed of the same materials as the Fire Station building. Applicant Response: Drawings have been added to show the trash enclosure. Please refer to sheets A101 & A201. b. Provide a sidewalk along Hutton Road the length of the property. Include ADA ramps and crosswalks. Applicant Response: An 8-foot bicycle path is being provided across the project frontage as part of a separate project, the Hutton Road improvements. ADA ramps and any necessary alignment/replacement/repair of said bicycle will be provided as part of the site improvements shown on sheet C Architecture a. Downspouts shall be internalized Applicant Response: Exterior downspouts have been removed from the drawings. They will be replaced by internal downspout/overflow and the underground collection system will be adjusted accordingly. b. Building Articulation: In order to break up the monotonous appearance of long facades, a building wall no more than 45 feet in length should be divided into increments of no more than 45 feet through articulation of the façade. This can be achieved through combinations of at least three of the following techniques: i. Divisions or breaks in materials; ii. Building offsets (projection, recesses, niches); iii. Window bays; iv. Separate entrances and entry treatment; or v. Variation in rooflines. Please revise and resubmit building elevations to meet this requirement Applicant Response: Per our telephone conversation, the north elevation has been revised. Other elevations are not affected by this comment. c. Windows: Windows, windows with awnings and covered pedestrian walkways should total at least 60 percent of the building frontage along public streets or parking lots. Windows should be for display purposes or to allow viewing both into #PR January 14,

5 and out of the interior. Provide chart showing window and covered pedestrian walkways for west, south and east elevations. Applicant Response: Per our telephone conversation, we have provided a chart showing calculations for window opening area. As we discussed, this requirement is more suited to commercial development and can perhaps be waived for a fire station. d. Utilities Connections: All utility connections must be screened with a landscaped or an architecturally designed screen wall. All utilities mounted on the wall must be painted to match the building Applicant Response: A screen wall will be provided to surround the electrical transformer, generator and related equipment. It will be similar to that shown for the trash enclosure. e. Building Lighting: Only decorative lighting can be used on the exterior of the building. No pack lights or flood lights are allowed Applicant Response: No wall packs or flood lighting are planned for this project. 3. Landscaping: a. All landscaping shall be irrigated. Applicant Response: A note was added stating all landscaping shall be irrigated. See note 1, sheet L01. b. All shade trees shall be at least 2 in caliper. All evergreens shall be at least 6 in height. All shrubs shall be 5 gallons. Applicant Response: We acknowledge this requirement, all shade trees will be noted as minimum 2-inch caliper; all evergreens noted as minimum 6-feet in height, all shrubs noted as minimum 5 gallons. 4. Signage: a. Shall conform to the sign ordinance. Applicant Response: The signage above the apparatus bay doors has been deleted from the drawings. We intend to apply for a signage variance at a later date. Public Works Comments: A) Items that require plan revision or additional documentation before engineering can recommend approval: #PR January 14,

6 1) None. B) Items that are conditions of approval (stipulations): 1) This project includes public storm sewer improvements. The public storm sewer improvement plans shall meet the UG standards and criteria and shall be a separate plan set with a separate cover sheet with applicable information, i.e., vicinity map, sheet index, benchmark, utility contacts, floodplain note, etc. The public storm sewer improvement plans shall include erosion control. This set of plans is required and shall be reviewed and approved by UG staff prior to construction permit acquisition. 2) Construction plans shall meet UG standards and criteria and shall be reviewed and approved by UG prior to construction permit acquisition. C) Comments that are not critical to engineering s recommendations for this specific submittal, but may be helpful in preparing future documents: 1) None STAFF RECOMMENDATION Staff recommends that the City Planning Commission make the findings contained within the staff report related to Factors to be Considered, and Key Issues and APPROVE Petition #PR subject to all comments and suggestions outlined in this staff report.
