2 BACKGROUND The County Board shall consider adoption of the proposed Rosslyn Highlands Park Coordinated Open Spaces Plan (or RHP+). RHP+ consisted of a community planning process which developed a detailed plan for the proposed park spaces located at: Rosslyn Highlands Park (County/Penzance Site) APAH Queens Court Site APS Wilson School Site 2

4 COUNTY BOARD DIRECTION 2nd Quarter Adopted Western Rosslyn Area Plan (WRAP). 3 rd Quarter Directed County Manager to initiate a community process to develop a cohesive park and public spaces plan for Rosslyn Highlands Park and other public spaces within WRAP area. 4

5 PLANNING PROCESS RHP+ Coordinated Open Spaces Plan Distributed and iterative planning process Extensive community engagement The project underwent three (3) major phases: 5

6 COMMUNITY ENGAGEMENT Community Workshops Three (3) community workshops and one (1) open house. September 29, 2015 Workshop #1: Vision and Priorities October 20, 2015 Workshop #2: Concept Alternatives November 9, 2015 Workshop #3: Single Concept December 10, 2015 Open House (with display boards of single concept) Online Survey and On-site Interactive Boards 125 responses, 56% from the zip code area (North Highlands, North Rosslyn, Radnor/Fort Myer Heights). Large chalkboards placed at both ends of Rosslyn Highlands Park for community comment. Commission Support Support from the Parks and Recreation Commission (PRC) and the Urban Forestry Commission (UFC). 6

18 FISCAL IMPACT AND PHASING Funding Sources Funded by the developer (Penzance) and CIP FY bond funds. In CIP FY 19 and FY 20: o $9.28M for the development of all park spaces Phased Construction Rosslyn Highlands Park $3.96M Lighted, Synthetic Turf (Athletic) Field at APS site $3.991M Playground at APAH Site $1.327M Three (3) phases associated with the development of the new Wilson School, Penzance office building, and APAH residential building. 18
