1 CITY OF SACRAMENTO SACRAMENTO METROPOLITAN ARTS COMMISSION Art in Public Places Program REQUEST FOR QUALIFICATIONS Sacramento Entertainment and Sports Center Entrance: Entertainment and Sports Center Entertainment and Sports Center location in downtown Sacramento Sacramento Metropolitan Arts Commission (SMAC) Art in Public Places Program (APP) invites artists residing in the following California counties to submit qualifications for the Entertainment and Sports Center Project in Sacramento, California: Sacramento, El Dorado, Placer, Sutter, Yolo, Amador, Calaveras, San Joaquin, Contra Costa, Solano, Butte, Alameda, Marin, San Francisco, San Mateo, Santa Clara and Sonoma. SACRAMENTO ENTERTAINMENT AND SPORTS CENTER PROJECT OVERVIEW The Sacramento Entertainment and Sports Center (ESC), is a multi use, publicly owned indoor arena. The Sacramento Kings will be the primary tenant of the ESC, but the facility will be used for other indoor sports and for concerts and cultural events. AECOM, who is renowned for designing some of the most state of the art sports and entertainment venues in the world, is the lead architect. ICON Venue Group serves as the project manager and Turner Construction is the lead builder. The 17,500 seat arena was designed to be open and to connect with the City. It is a catalyst that will help connect the downtown area with the rest of the City and the region. With a dramatic and graceful vertical steel and glass façade, the design is inspired by Sacramento s year round great weather, the drama of the region s landscape, and the relationship of the City to its many trees. The silver façade is embossed with patterns of leaves reflecting light and changing throughout the day. The building opens to a plaza (rather than a City street) and intimate plazas surround the building providing places for people to gather, sit, connect and engage one another. Art at the ESC is meant to change the way the public experiences the plaza, the building, and the surrounding streetscapes. The commissioned artworks should engage and challenge the public, be distinctive, and inspire curiosity and discussion. It is the intention of this project to commission new works of art made specifically for the site. It is recommended that multiple artworks be commissioned throughout the ESC site to activate each side of the building and support and reflect the function of the building as a site for cultural events. 1
2 The artwork at the Entertainment and Sports Center should: Reinforce the connection of the building to the City of Sacramento. Reflect the character of the local population Support the relationship Sacramento has to the out of doors Strengthen the pedestrian s experience of the building Be located in areas open to the general public Highlight the building s function as a site for cultural events and activities ARTIST SELECTION PROCESS Artists will be selected for the ESC Art Program through an Open Call to artists. They will be evaluated by a 9 member panel and decisions will be based upon the overall quality and merit of the artists past works. The panel will screen the artists applications and select 3 or more artists for each project site. Selected artists will then be asked to submit conceptual design proposals, which will be evaluated by the 9 member panel, who select finalists for each site. If selected as a finalist, artists will be invited to visit the project site and meet with the ESC Design Team so that they can better understand the scope of the project. Final budgets will also be discussed at that time. Once all final proposals are received the panel will reconvene and select the final artists for each project site. The Sacramento City Council must approve contracts for any amount over $100,000. Once a proposal has been reviewed and approved by SMAC, it will be presented to the City Council for review and approval. 3 ENTRANCE LED SCREENS # of artists: 1 artist Approximate budget: $200,000 Artist selection: Site description: Open Competition: Regional Artists: Sacramento, El Dorado, Placer, Sutter, Yolo, Amador, Calaveras, San Joaquin, Contra Costa, Solano, Butte, Alameda, Marin, San Francisco, San Mateo, Santa Clara, and Sonoma Counties. 1 3 minutes of video to be played at a specific time and/or to fill in programming gaps. Similar to Creative Time s The 59 th Minute the LED screens present a unique opportunity for art to be seen in a public location. Work by both emerging and established artists, commissioned and borrowed, will be presented on these screens throughout the year in addition to this commissioned work. It is anticipated that a specific time or times during the day will be set aside for the exhibition of these artworks. LOCATION OF ARTWORK 3

L Street between 5 th and 7 th Streets, including (but not limited to) the façade of the building, sidewalks, bollards, and streetscape furniture. Sites may also include the entrance into the plaza at 5 th Street. LOCATION OF ARTWORK 4

Linear plaza approximately 2 blocks long and the entrance at J and 5 th Streets. Sites may also include the entrance into the plaza at J and 5 th Streets. LOCATION OF ARTWORK 5
6 INTERIOR ESCALATOR WELLS # of artists: 1 3 artists Approximate budget: $250,000 $450,000 Artist selection: Site description: Open Competition: Regional Artists: Sacramento, El Dorado, Placer, Sutter, Yolo, Amador, Calaveras, San Joaquin, Contra Costa, Solano, Butte, Alameda, Marin, San Francisco, San Mateo, Santa Clara, and Sonoma Counties. There are 3 escalator wells in the interior of the building. Surrounded by white walls and visible from the exterior of the building, these are primary sites for suspended works of art. 6

October 2016 ELIGIBILITY REQUIREMENTS Professional artists or artist teams residing in following counties are eligible to apply: Sacramento El Dorado Placer Sutter Yolo San Joaquin Amador Solano Contra Costa Calaveras Butte Alameda Marin San Francisco San Mateo Santa Clara Sonoma ARTIST SELECTION CRITERIA We are looking for artists who are willing to work with the Entertainment and Sports Center (ESC) staff, the community and the project design team to create works of art that are sensitive to the sites and to the community they serve. The selected artists will work with the ESC design team and Art in Public Places program staff throughout the process. Artists will be selected based on the following criteria: Innovation, creativity and quality of craftsmanship in previous projects. Ability to and interest in creating artwork that is unique to the site. Appropriateness of artwork media and scale relative to the site. Demonstrated proficiency and technical knowledge of the materials and techniques in the artist s chosen medium. Experience and success in creating art in collaboration or cooperation with architectural design teams and under the auspices of a public agency. Assessed ability to design, fabricate and install artwork within the project timeline and budget. Selected finalists will be paid a $3,000 design fee. Design proposals will be juried based on the following criteria: Proposal reflects a firm understanding of context/theme and exhibits original ideas. Proposal relates to site architecture, location, material, scale. Proposal has engaging, educational, and/or other enduring qualities, timelessness. Proposal has a realistic budget. Is the artist design fee 15%? Does the budget include installation and material costs? Does the budget include a 10% contingency? Artist has demonstrated ability and experience to complete the project based on past project success. Are the materials durable? Review artwork proximity to moisture, exposure to salt water, sun, or other elements that could damage the artwork. How often will artwork need to be cleaned? Is it accessible? What is the method of cleaning? What is the propensity of materials to develop mold, rust or other damage over time? 7
8 APPLICATION PROCEDURES Do not submit paper materials in plastic covers, binders, or folders. Use only paper clips to bind your materials. Do not include additional materials in your application as they will be discarded and will not be reviewed. To be considered, applicants must submit the following information: 1. A completed application form. (Found on Page 9) 2. A current resume. (Four pages maximum.) 3. A statement that describes your general approach to making art and the issues and concerns of public art in particular. 4. Ten (10) images of past work on a PC Compatible CD Rom. All images must be in a PowerPoint Presentation (preferable) or JPEG format (.jpg). PowerPoint presentation requirements: Name the PowerPoint file with artist last name, first initial (smithj), and place a number in the lower right corner of each slide, corresponding to the Annotated Image List. JPEG image requirements: Size must be up to 1024 pixels ( ) on the longest side, at 72dpi. Files to be named with artist s last name, first initial, underscore, and number corresponding to Annotated Image List. (smithj_01.jpg) 5. Annotated Image List: Must include title of artwork, media, dimensions, year completed, budget and commissioning agency, and a number corresponding to a CD filename (individual JPEGs or PowerPoint file), as specified above. Please include a brief narrated project description for each image.
