3 PROJECT OVERVIEW The City is developing a concept plan for side streets in Canora and West Jasper Place to ensure they tie-in to recent improvements and to align renewal with planning and revitalization initiatives The goal is to enhance: - pedestrian connectivity - walkability - neighbourhood livability - The study area includes 150 to 155 Street, between 100 Avenue and 102 Avenue
4 WHERE WE ARE PROJECT PROCESS At concept-planning phase Strategy has been on-going since 2004, including the: - Jasper Place Revitalization Strategy - Jasper Place Area Revitalization Plan (ARP) May 2015 June/July 2015 Sept/Oct 2015 Review policy and planning documents Develop draft concept plan Community league and stakeholder meetings Dec 2015 Share draft concept plan Jan 2015 Complete study and recommend concept plan
5 HOW DECISIONS ARE GUIDING POLICIES MADE Previous community input shaped Balance constraints, standards, input and policy Jasper Place Area policies, which were used to guide development of the concept plan: Jasper Place Area Redevelopment Plan City Standards (ARP) (2015) Jasper Place Revitalization Strategy Funding Availability City Inter- Departmental Project Team (2008) Stony Plain Road Urban Design Vision (2012) Other City policies considered Concept Plan include: Complete Streets Policy and Guidelines (2013) Policy Community Input Transit Oriented Development (TOD) Policy and Guidelines (2012) The Way We Move: Transportation Master Plan (2009)
6 EXISTING CONDITIONS AND ACTIONS CONDITIONS OPPORTUNITY CONCEPT PLAN Pavement and sidewalks in poor condition Narrow curbline walks Wide streets Mature trees Unused property accesses On-street angle and parallel parking Renew pavement and sidewalks Widen curbline walks or construct boulevard walks Narrow streets to be similar to City design standard Retain existing mature trees Improve walkability Retain or increase parking Pavement and sidewalks to be renewed 2.0 m wide curbline walks and boulevard walks to be constructed Streets to be narrowed by up to 1 m Existing trees to be retained Walkability to be improved by closing accesses Existing parking to be retained

8 ASPIRING TO THE JASPER PLACE AREA VISION The approved Jasper Place Area Redevelopment Plan (ARP) helped inform design decisions. ARP POLICY Use Complete Streets Guidelines Project area is a pedestrian-priority area New bike routes shall be explored for feasibility Consider treed boulevards in area Maintain on-street parking / parking management program Encourage property access through alleys PROJECT TEAM ACTION ON CONCEPT PLAN Selected design features based on Complete Streets process Enhanced pedestrian walkability and connectivity Maintained connector bicycle route on 153 Street Incorporated treed boulevards in the design Maintained on-street parking and parking management can be reviewed Closed unused, front property accesses
9 OTHER LOCAL ISSUES We are working within the City to share local stakeholder concerns which are beyond the scope of our study. CONCERN 100 Avenue crosswalks Increase parking / parking management PROJECT TEAM S RESPONSE Neighbourhood branch seeking council approval for crosswalk improvements Adding more parking requires pedestrian and landscaping trade-offs. Parking management program can be initiated by community. Integrate plans with future Valley Line LRT Additional lighting / pedestrian lighting Alley pavement and lighting requires improvement Street furniture / age-friendly design Draft plans support future LRT development Lighting will be addressed as part of Neighbourhood Renewal Improvements can be initiated by property owners as part of the Local Improvement process To be considered during later design stages Construction staging To be considered during later design stages
