1 Manning Freeway to Whitemud Drive Welcome to this Construction Information Session Purpose To inform interested residents and businesses about the plans accommodation. Background: The Government of Alberta signed a 34-year contract with the Anthony Henday Drive from Manning Freeway to Whitemud Drive and Yellowhead Trail from the North Saskatchewan River to east of Sherwood Drive. 2 The project will complete the Edmonton Ring Road when it opens in the fall of The $1.8B project includes the four year construction and 30 year maintenance of the following: Freeway Anthony Henday Drive (Manning Drive to Yellowhead Trail): 9 km of new six-lane and eight-lane divided freeway through undeveloped land. Anthony Henday Drive (Yellowhead Trail to Whitemud Drive): 9 km of reconstructed six-lane and eight-lane divided freeway. Yellowhead Trail (North Saskatchewan River to Sherwood Drive): 6 km of reconstructed six-lane and eight-lane divided freeway. Sherwood Park Freeway (Anthony Henday Drive to 17 Street): 3 km of reconstructed six-lane divided freeway Utilities Over 500 utility crossings. Approximately 300 locations which require protection or relocation of existing utilities. Stormwater Management 24 stormwater ponds with inlet ditching, outfalls and related piping. 3 controlled storm outfalls into the North Saskatchewan River.

3 Structures Total of 46 bridges, comprised of 37 highway bridges, 7 rail bridges and 2 river bridges. -Manning Drive -Yellowhead Trail -Sherwood Park Freeway Service interchanges: -153 Avenue -130 Avenue -Baseline Road -Broadmoor Boulevard/Yellowhead Trail -17th Street/Sherwood Park Freeway -Sherwood Drive/Yellowhead Trail Flyovers: -Victoria Trail -Petroleum Way -Seven railways including Clover Bar Yard There will be twin river bridges over the North Saskatchewan River with a pedestrian and cycle bridge below one of the bridges. The project requires 103 overhead signs.

4 Background The preliminary design, which included environmental and noise assessment as well as a public consultation program, was previously completed. The public consultation included three sets of open houses held in November 2008, June 2009 and February Information regarding the functional plan, access plan, noise study, environmental and the history and background of the corridor development was displayed. The public was encouraged to provide their feedback on the preliminary design to the team for consideration The Following Work is Underway Surveying Tree clearing Geotechnical investigations Roadway stripping and grading Piling Retaining walls Road approaches at the North Saskatchewan River

5 Frequently Asked Questions: Q A Land within the TUC is primarily set aside for roads, utilities and pipelines. We will accommodate pedestrians and cyclists along most of the crossroads; however, the construction of multi-use trails is not part of Alberta Transportation s mandate. After construction is completed in 2016, areas of the TUC may be available to lease for surface use. See Alberta Infrastructure s website, for information on leasing land within the TUC. Q A Disturbed ground will be top-soiled and seeded with selected grass species. Q A The contractor will adhere to provincial, city and county guidelines regarding construction noise. The contractor will undertake regular dust reduction measures, including the use of water trucks and mobile sweepers. Q A The province s noise guidelines state that noise attenuation will be considered if sound levels exceed 65 decibels Q A The contractor will provide a minimum of two lanes in each direction for all main roads including Anthony Henday Drive, Yellowhead Drive, Sherwood Park Freeway, Baseline Road, Broadmoor Boulevard, Sherwood Drive, and Whitemud Drive and a minimum of one lane in each direction for minor roadways. All directional movements at interchanges will also be maintained. The contractor will provide access to individual properties at all times.

6 Environmental Management System: impacts, planning mitigation to minimize impact, monitoring environmental management, and documenting management efforts. Example tools and activities under the Environmental Management Systems to date: management requirements for all construction personnel (updated regularly). Safety and environmental training for all staff. Weekly monitoring of construction activities. Rare plant protection program to relocate plants at risk in right of way. Wetland Compensation Plan identifying means to replace impacted wetlands. Clearing and Stripping Plans noting environmental concerns and mitigative measures. Environmental Protection Measures and Erosion and Sediment Control Plans for the North Saskatchewan River crossing.

7 Plant Relocation Project: One rare plant species, marsh muhly, is present at the North Saskatchewan River crossing. In autumn 2012, under the supervision of a rare plant specialist, these plants will be relocated to new sites with similar habitat, within the TUC, that will not be disturbed in the future. Wildlife - Best Management Practices: CAPITAL CITY LINK GROUP has incorporated best management practices to minimize disturbance to wildlife during construction: Vegetation will be cleared so as to avoid disturbance of active breeding habitat. Erosion controls will minimize potential sediment release into local ponds, ditches and creeks.

8 Wetland Compensation Plan Under the Alberta Water Act and the associated Interim Wetland Management in the Settled Area of Alberta - An Interim Policy (1993) Provincial Wetland Restoration/Compensation Guide (2007), wetland loss must be compensated at a minimum ratio of 3:1 (wetland area replaced to wetland area lost). To construct the project, approximately 20 hectares of wetlands will need to be disturbed or removed, and approximately 60 hectares of wetland will be created as compensation. The majority of compensation will be generated within the TUC as constructed wetlands. Any remaining and necessary compensation will be achieved through participation in Ducks Unlimited Canada s Cooking Lake wetland restoration initiative. The compensatory wetlands will provide several important functions including provision of wildlife habitat.

9 North Saskatchewan River Crossing CAPITAL CITY LINK GROUP is committed to protecting the North Saskatchewan River and river valley, and the species that depend upon them. Protective measures include: Construction will recognize the need for ongoing navigability of the river. Turbidity monitoring downstream of the construction will identify any adjustments in instream construction methods that may need to be employed deck suspended below the structure and connecting to surrounding and future trail networks. both sides of the river. 10 North Saskatchewan River Crossing Twin bridges (northbound and southbound) Each bridge has 6 spans of steel plate girders with total bridge length of 322 m The design includes provisions for future widening if warranted, including 2 additional lanes in each direction A pedestrian/cyclist crossing is included beneath the southbound bridge Looking north at the southbound bridge. The pedestrian/cyclist crossing will provide continuity to multi-use trails on the north and south sides of the river Looking north at the northbound and southbound bridges from the pedestrian walkway.

11 Noise Attenuation Guidelines for Provincial Highways under Provincial Jurisdiction within Cities and Urban Areas Noise - the sound generated by vehicles operating on provincial highways. A noise level of 65 dba Leq24*, measured 1.2 m above ground level and 2 m inside the property line (outside the highway right-of-way), adjusted to 10-year planning horizon value is the threshold to consider noise mitigation measures. Noise mitigation alternatives are noise walls and/or berms. Implementation will consider cost, technical practicality, resident support, and provincial priorities. Accepted noise mitigation measures will be the responsibility of Alberta Transportation in areas where Alberta Transportation is undertaking widening or major realignment of an existing road or constructing a new road adjacent to an existing residential development. For new residential subdivisions constructed adjacent to an existing roadway, the developer will be responsible for noise attenuation. For new residential subdivisions constructed adjacent to a designated highway that has not been constructed, Alberta Transportation will request that the development proponent and approving authority address future noise concerns. *Noise levels expressed in decibels (db) is taken to mean the A-weighted 24-hour equivalent sound level.
