2 US Congress establishes SCS 1935 Extensive flooding in Jacobs Creek Watershed 1963, 1967 EPA passes Clean Water Act establishing NPDES program 1972 PA passes Stormwater Management Act (Act 167) Beaver Run Watershed Farmers form Soil Conservation Association 1949 Beaver Run Soil Conservation Association leads in creation of Westmoreland County Conservation District 1963, 1967 WCD works with JCW landowners to create soil conservation practices 1973 WCD initiates flash flood warning program for County 911

3 PA establishes NPDES program delegates to conservation districts 1991 PA Growing Greener Program invests over $4million in Westmoreland County 2000, WCD establishes partnership agreements with municipalities to control erosion and SW 1987 WCD and ACCD create first Act 167 plan for Turtle Creek Watershed 1988 WCD hires a Hydraulic Engineer to create first district SW Program 2004 WCD establishes interpretive SW Trail at its campus

4 DEP publishes PA SW BMP Manual to guide PCSM 2006 PA DEP Revises NPDES to require PCSM on 1 Acre or greater WCD establishes SW committee, hires Landscape Architect to help administer evolving SW program 2006 WCD designs and constructs the GreenForge SW Retrofit demonstration project 2013 WCD boasts $1.2 million in SW retrofit projects on the ground across the County 2014 WCD hires SW Technician to expand SW program into digital mapping demonstration project monitoring
