The foliage draw s the observer s eye forward to the western end of the street. Existing street trees will partially screen the Proposed Development in summer and draw the focus of the view towards the western end of the street reducing the impact of the illustrative Masterplan in the view. Time 17:26 Camera Position Existing: The view is from Paliser Road looking down Comeragh Road in the Barons Court Conservation Area towards the northern end of the Site. The entrance to The Queen s Club is to the right out of view. The street is lined on both sides with red brick, late Victorian Flemish style terraces probably built between A post war infill block replacing bomb damaged terraces is visible on the right hand side of the street. Gables and chimneys articulate the roof line. Further to the east are earlier, stock brick terraces with stucco ornamentation and paired pillared porticos in the grand Italianate style typical of developments to the east of the Site. The Italianate terrace to the east of the junction with Gledstanes road on the left hand side of the street is locally listed. There is strong enclosure to the street, which channels the view. Consistent roof heights create a strong perspectival quality to the view only broken on the left by the entrance to a mews and the taller corner building, a pub, on the junction with Vereker Road. Visible at the far end of the view are trees on the junction with Vereker Road and on the eastern side of Challoner Street, a late 20th century, 3-storey extension to the locally listed bomb damaged West Kensington Congregational Church (now the Indian Institute of Culture) which is to the south out of view. Proposed parameter envelope Revised Proposals: Plots at the northern end of the Site, NE02 (blue), BW01 (red) and fronting West Cromwell Road, WK02 and WK03 (red) will be visible behind buildings on Challoner Street, with lower blocks immediately east of the conservation area and stepping up in height towards the centre of the site and towards Cromwell Road to the north. The Proposed Development will not appear above the roofline of the terraces lining Comeragh Road. Plots NE02 and BW01 at the northern end of the Broadway will form the high point of the Proposed Development in this view but will remain lower than the parapet line of the terrace in the middle ground. The Proposed Development will generate a layered, well-articulated composition of buildings which will enhance the legibility of the Opportunity Area from the east while preserving the strong perspective of the existing channeled view. At some distance from the viewing position within the highly layered composition, the Proposed Development will appear as a recessive urban backdrop to the conservation area and will not harm its setting. The difference in impact between the Original Scheme and the Revised Proposals is negligible. Proposed illustrative Masterplan Revised Proposals: The blocks within plots NE02 (blue), BW01 (red) and the buildings within West Kensington Village (red) will be visible behind buildings on Challoner Street, stepping up in height from 4-5 storeys behind North End Road to 8-12-storeys further from the viewing position, in the centre of the site and fronting West Cromwell Road to the left of the view. The 15-storey feature building within plot NE02 (blue) and the 16-storey feature building within plot BW01 (red) articulate the northern end of the Broadway and, form the high point of the Proposed Development with the potential to become distinctive orientation points for the new development. The illustrative view demonstrates the impact of the limitation on developable area within the parameter envelope set out in the Design Guidelines. Although visible above the existing roof line on North End Road, its mass within the parameter envelope will be limited by the constraints of the Design Guidelines and the overall visible mass of the illustrative Masterplan will reduce in comparison to the parameter envelope. The height of the energy centre chimney has been lowered in the Revised Proposals and is less prominent in the view. This will slightly reduce the magnitude of the impact of the Revised Proposals on the view. 8 View 48 Barons Court Road Visible Plots Existing Existing: Proposed parameter envelope Revised Proposals: Significance of Potential Impact: Viewing Position Position Data National Grid Reference Camera height Camera Position E N. 6.28m AOD. The view is from half way along Barons Court Road. In the centre of the view is the locally listed stucco entrance arch to Comeragh Mews. To its right is a large mature tree on the junction with Barton Road. Behind it, partially concealed by the foliage, are three-storey, stock brick Italianate terraces, which are locally listed. On the left of the view are short sections of terrace either side of the junction with Vereker Road; the easterly block is locally listed. On the left hand edge of the view, on the narrow tapering site between Barons Court Road and Comeragh Road, is the rear elevation of terraces on Comeragh Road partially obscured by planting in their private gardens on Barons Court Road. The view is channeled towards the left of the view by the attractive informal placement of buildings enclosing the southern edge of the street. A pair of party walls is visible above the parapet line of the terrace but no modern development is visible above the roof line which is viewed against open sky. The top of plots BW02 (blue) BW03 (yellow) will be just visible above the rear elevation of Comeragh Road. However, this protrusion will be very minor even in the parameter view, and the visible elements will be visually assimilated into the articulated roofline of gables and roof extensions as part of the layered urban backdrop. The impact on the view will be very limited. There is no difference in impact between the Original Scheme and the Revised Proposals. Proposed illustrative Masterplan Revised Proposals: The top of the illustrative Masterplan will be only just visible above the roof line and its impact will not be discernable. In the Revised Proposals visible mass of the illustrative Masterplan is reduced but this design refinement will not alter the significance of its impact. 12 View 49 Hammersmith Cemetery Visible Plots Existing Existing: Proposed parameter envelope Revised Proposals: Significance of Potential Impact: Viewing Position Position Data Camera Position The view is from the central path in the west of Hammersmith Cemetery, formerly Margravine Cemetery, which was opened in The cemetery, within the Barons Court Conservation Area, is enclosed to the east by the backs of 2 to 4-storey terraces on Palliser Road but the mature planting throughout the cemetery largely screens views of its surroundings to the east. A distant Empress State building is just visible through the trees in winter right of centre in the view and completely obscured by dense foliage in summer. It does not harm the setting of the cemetery. To the west, behind the viewing position, the Charing Cross Hospital looms over the cemetery s open space. The proposed plots BW04 (pink) and NE06 (green) will be just visible, glimpsed through the trees on the right of the view. The Proposed Development will be seen in relation to The Empress State building as part of a distant urban backdrop to the Cemetery. The visibility of the new buildings will be heavily screened by the existing mature trees, and will be barely discernable to the casual observer, even in winter. In summer the new buildings will be completely concealed by the foliage in the cemetery. The Proposed Development will have little impact and will not harm the setting of the cemetery. The difference in impact between the Original Scheme and the Revised Proposals is negligible. Date 23/03/2011. Time 17:50 Camera Position Existing: The view looks eastwards along the eight lanes of Talgarth Road with a planted verge and pavement on the left of the view. The viewing position is within the Gunter Estate Conservation Area which extends to the south of Talgarth Road and includes the long 3-storey terrace Talgarth Road, with ground floor bay windows, and prominent chimney stacks articulating the roof line, visible on the right of the view. In the centre of the view at the end of the long terrace are buildings at the junction with North End Road within the Barons Court Conservation Area, including the four-storey Three Kings public house in red brick, which is locally listed as a Building of Merit. Behind it is the taller form of Ashfield House in beige cladding with a chamfered roof profile, which is within the Site. Planting along the northern boundary of the Site is also visible at the far end of the view. The red brick residential block West Kensington Court dating from the early 20th century, outside the conservation area, is just visible above the planting on the left hand side of the view. To the right, out of view, are the Grade II listed St Paul s Studios. Proposed parameter envelope Revised Proposals: Ashfield House will be removed. Blocks at the northern end of the Site, in plots WK01 (blue) and WK02, WK03 and WK04 (red), fronting West Cromwell Road, will be visible forming a strong new frontage to the south side of the road. Plot BW01 (red), at the northern end of the Broadway will be seen to the right. The Proposed Development will provide much improved continuity and enclosure to this section of West Cromwell Road. It will be seen as a metropolitan front door to London for those arriving from the west, and the scale and visual prominence of the development in relation to the existing buildings in this view is therefore entirely appropriate. Tall development around the Empress State Building will not be visible above the roofline of the existing terrace on the left of the view. In the Revised Proposals the height of plot WK01 is reduced and the plot will step down in height at its western end where it adjoins the Building of Merit. The relationship with the adjacent building is enhanced but this design refinement will not alter the significance of the Revised Proposals impact. Proposed illustrative Masterplan Revised Proposals: West Kensington Village fronting West Cromwell Road, will be visible forming a strong new frontage to the south side of the road. The chimney to the energy centre in plot BW01 will be visible to the right. Reflective materials will be avoided and there will not be a visible plume of exhaust gases from the chimney; it will not therefore appear overly prominent in the articulated townscape of the view.the illustrative view demonstrates the impact of the limitation on developable area within the parameter envelope set out in the Design Guidelines; the overall visible mass of the illustrative Masterplan will reduce in comparison to the parameter envelope. The illustrative Masterplan will not present a relentless wall of development. 20 View 51 Talgarth Road (North End Road) Visible Plots Existing Viewing Position Position Data National Grid Reference Camera height E N. 6.36m AOD. Camera heading Camera Position Existing: The view looks eastwards along Talgarth Road, across four lanes of eastbound traffic with a grass verge and pavement on the left of the view. The viewing position is within the Gunter Estate Conservation Area looking towards the junction with North End Road. On the southern side of Talgarth Road, within the Barons Court Conservation Area, is 62 North End Road, its height stepping down on the right hand edge of the view. To its left the four-storey, late 19th century Three Kings public house in red brick, which is locally listed as a Building of Merit. In the centre of the view is the taller form of Ashfield House in beige cladding with a champhered roof profile, which is within the Site. Planting along the northern boundary of the Site and the advertising hoardings of the Clear Channel site are also visible at the far end of the view. The rear of 70 North End Road within the Gunter Estate Conservation Area and West Kensington Court dating from the early 20th century, outside the conservation area, are just visible behind trees on the left hand side of the view. Proposed parameter envelope Revised Proposals: Ashfield House will be removed. Blocks at the northern end of the Site, in plots WK01 (blue) and WK02, WK03 and WK04 (red), fronting West Cromwell Road, will be visible forming a strong and well articulated new street frontage to the south side of the road. The Proposed Development will provide much improved continuity and enclosure to this section of West Cromwell Road. 24 View 52 Gunterstone Road, Winter Visible Plots Existing Existing: Proposed parameter envelope Revised Proposals: Proposed illustrative Masterplan Revised Proposals: Viewing Position Position Data National Grid Reference Camera height Camera Position E N. 6.61m AOD. The view is taken from the western end of the street close to the junction with Gliddon Road, within the Gunter Estate Conservation Area. Visible on the left and right hand edges are late 19th century mansion blocks 1-4 and 5-9 Gliddon Road, which are both locally listed as Buildings of Merit. Beyond them, lining Gunterstone Road, are three-storey terraces in red brick dating from around the turn of the 20th century. The houses are similar but vary in detail between the north and south terraces. East of the junction with Glazbury Road, the earlier stock brick gabled terraces, although not clearly visible through the street trees, are taller and grander. There is strong enclosure to the street, which channels the view and the consistent roof heights create a pronounced perspectival quality. At the end of the view outside the conservation area is the undistinguished elevation of West Kensington Court onto North End Road stepping up from 4 to 7 storeys. Plots WK02 and WK03 (red) at the northern end of the Site will be visible at the end of the street beyond West Kensington Court. The height of the blocks will not be exceed the roof line of the existing terraces in the foreground and will not dominate the buildings within the conservation area. The Proposed Development will not appear above the roofline of the terraces lining Gunterstone Road. The Proposed Development will generate a layered, well-articulated composition of buildings, which will mitigate the impact of West Kensington Court by integrating it with a richer urban backdrop and enhance the legibility of the Opportunity Area from the east while preserving the strong perspective of the existing channeled view. At some distance from the viewing position within the layered composition, the Proposed Development will appear as a recessive urban backdrop to the conservation area and will not harm its setting. The difference in impact between the Original Scheme and the Revised Proposals is negligible. The blocks within plots WK02 and WK03 (red) in West Kensington Village will be visible at the end of the street. 30 View 53 North End Road from the junction with Fitzjames Avenue Visible Plots Existing Viewing Position Position Data National Grid Reference Camera Position E N. Existing: The view looks south towards the Site along North End Road from the junction with Fitzjames Avenue, and is taken just inside the Fitzgeorge and Fitzjames Conservation Area. The three substantial interlinked blocks of North End House in red brick with stucco bases and top storeys, which are within the conservation area, are on the right of the view. North End House, with North End Parade, a parade of small shop units within the ground floor, were built on the site of the demolished North End House in The blocks were designed by Joseph Architects. On the left is the post-war Lytton Estate, which is outside the conservation area. In the centre at the far end of the view is a locally listed Victorian former pub on the junction of North End Road and North End Crescent which is within the Gunter Estate Conservation Area. The substantial buildings in the views foreground channel the view to the south where the top of the Empress State Building is visible behind the former Fox public house and hotel, significantly lower than North End House, which dominates this view. Proposed parameter envelope Revised Proposals: Plots WK01 (blue) and WK02 and WK03 (red) with plots NE02, BW02 (blue), BW01 (red) and BW04 (pink/blue) behind them visible in front of the Empress State Building and partly obscuring it in the view. The southern end of North End House remains visible against open sky maintaining the un-obscured silhouette of the three pavilions. The Proposed Development will create a layered and well articulated urban skyline visible beyond the conservation area which will appear recessive and subservient to the buildings within the conservation area, whose setting will not be harmed. In the Revised Proposals the top of plot BW04 will appear as a slimmer form, revealing more of the existing Empress State Building behind it, enhancing the layered quality of the townscape. The overall visibility of the Revised Proposals is slightly reduced. However, this design refinement does not alter the significance of the Revised Proposals impact. the existing buildings in the view. Proposed illustrative Masterplan Revised Proposals: The tops of the 27-storey (maximum) South Tower (green) and North Tower (pink) will be just visible above the roof tops on the left hand side of Avonmore Road. Also visible are the tops of West Kensington Village (red). The chimney to the energy centre in plot BW01 will be visible to the right of the left hand terrace. Reflective materials will be avoided and there will not be a visible plume of exhaust gases from the chimney; it will not therefore appear overly prominent in the articulated townscape of the view. The view looks eastwards along Barons Court Road towards North End Road, on the edge of the Barons Court Conservation Area. On the right hand side are four storey blocks with shops at ground floor to the southern edge of the street. Two of the blocks date from the late 19th century and the central block is a post-war infill block. On the left of the view the boundary wall to the railway cutting is visible behind mature London plane trees and beyond it the back of North End Road. In the centre of the view is North End Road, a one and two storey block with shops at ground floor, which is included within the Application Site. It is in the Barons Court Conservation Area but does not make a positive visual contribution to the conservation area. Just visible through the trees to its left are West Kensington Station and the Three Kings pub, which are both locally listed as Buildings of Merit North End Road, which does not make a positive visual contribution to the conservation area, will be replaced by plot WK01 (blue) on North End Road. The scale of the new block will be appropriate to the scale of the conservation area along North End Road, the height of the new buildings will relate well to the height of existing buildings at the eastern end of Barons Court Road. Plots WK02 and WK03 (red) will be visible behind North End Road creating a layered townscape of buildings beyond, within the Application Site to the east. Much of the development will be screened by the trees in this spring view. The Proposed Development will not harm the conservation area and the quality of the view will be maintained. The difference in impact between the Original Scheme and the Revised Proposals is negligible North End Road, which does not make a positive visual contribution to the conservation area, will be replaced by a building of five storeys within block WK01 on North End Road. The scale of the new block will be appropriate to the scale of the conservation area along North End Road, the height of the new buildings relates well to the height of existing buildings at the eastern end of Barons Court Road. Buildings of up to 12 storeys will be visible beyond but set well back within the application Site. The illustrative view demonstrates the impact of the limitation on developable area within the parameter envelope set out in the Design Guidelines, here resulting in a reduction in the visible mass of the buildings visible beyond the frontage on to North End Road in the view in comparison to the maximum parameter.
