1 PRIORITIES COMMITTEE MEETING Meeting Date: October 28, 2014 Agenda Item #: 11.1 Mature Neighbourhood Strategy Phase 2 Report Purpose To provide the Priorities Committee with a progress update on the Mature Neighbourhood Strategy Phase 2. Council History May 22, Council adopted Municipal Development Plan (MDP) Bylaw September 25, Council received an update on the Mature Neighbourhood Strategy Phase 1. January 8, 2013 Council directed Administration to proceed with a participatory gathering for Phase 1. May 7, 2013 Council received an update on the Mature Neighbourhood Strategy Phase 1. June 11, 2013 Council received a summary report of consultation conducted to date with regard to the Mature Neighbourhood Strategy Phase 1. February 11, 2014 Council was provided an overview of the first phase completed in 2013 and proposed next steps to be pursued in 2014 and beyond. April 8, 2014 Council approved the Terms of Reference for the Mature Neighbourhood Strategy Phase 2 Task Force. June 10, 2014 Council appointed citizen members to the Mature Neighbourhood Strategy Phase 2 Task Force. September 9, Council appointed an additional citizen member to the Mature Neighbourhood Strategy Phase 2 Task Force. Strategic Plan Priority Areas Economy: The Mature Neighbourhood Strategy supports efficient use of municipal infrastructure. Governance: Phase 2 of the Mature Neighbourhood Strategy can improve public involvement in the project by establishing a Task Force which includes Strathcona County citizens. Social: The consultation conducted for Phase 2 of the Mature Neighbourhood Strategy will reflect the principle of Social Inclusion from the Social Sustainability Framework, by engaging community stakeholders interested in mature neighbourhoods. Culture: Phase 2 of the Mature Neighbourhood Strategy seeks to create tools to assist in the preservation of the unique identity and heritage of mature neighbourhoods. Environment: The Mature Neighbourhood Strategy supports the efficient use of land and protection of natural areas. Document: Page 1 of 2

2 Other Impacts Policy: Policy GOV : Organizational Roles and Responsibilities, identifies that Administration has a responsibility to identify and update Council of strategic priorities. Legislative/Legal: The Capital Region Land Use Plan requires all municipalities to implement intensification strategies through policy in their MDP s. The MDP directs Administration to review opportunities for redevelopment and infill in the older areas of Sherwood Park. Interdepartmental: The first phase of the Mature Neighbourhood Strategy included interdepartmental participation, including representatives from 14 County departments. Summary On February 11, 2014 Planning & Development Services provided a presentation to the Priorities Committee which gave an overview and summarized the outcomes from Phase 1 and outlined next steps for Phase 2. The focus of Phase 2 is to address the community concerns raised during Phase 1, particularly with regard to preventing inappropriate development from occurring in mature neighbourhoods and preserving community character. During the February 11, 2014 Priorities Committee meeting, Administration proposed to establish a Citizens Task Force to provide guidance for Phase 2. Council appointed members to the Task Force June 10, 2014 and a final member on September 9, The Task Force is comprised of public members from six (6) out of the eleven (11) mature neighbourhoods. The Task Force has been working collaboratively with Administration and a consultant to provide advice and input into the Urban Form and Architectural Character Assessment. This is the first progress report being presented by the Task Force Chair regarding the work of the Committee. Phase 2 includes the creation of an Urban Form and Architectural Character Assessment. This tool is a technical document that will assist in creating policy and regulations to protect the unique characteristics of mature neighbourhoods when applications are being considered. The approach to this project will be through a model street concept. Model streets have been selected with assistance from the Task Force and will be reviewed with the public at the first open house on October 29, Administration, with assistance from the Task Force, had created a public engagement program for the assessment. The first public meeting will be held on October 29, 2014 and will be facilitated by the consultant team and two Task Force members experienced in facilitation. 5 Recap: Phase 2 Objectives On February 11, 2014 Priorities Committee received an overview and summary of outcomes from Phase 1 and outlined next steps for Phase 2. The focus of Phase 2 is to address the community concerns raised during Phase 1, particularly with regard to preventing inappropriate development from occurring in mature neighbourhoods and preserving community character. 10/23/2014 3

6 Recap: Phase 2 Objectives Objectives Amendments to MDP/County policies: clarification on retention of mature parks, trees, and the golf course. - Will be worked on after the urban form and architectural character assessment in conjunction with the MDP update. Amendment to MDP to better define infill and redevelopment - Will be worked on after the urban form and architectural character assessment in conjunction with the MDP update. The updated LUB to list secondary suites as a permitted use in mature neighbourhoods (R1A and R1B districts, currently discretionary) - LUB being presented to Priorities Committee in November. Create land use policy to protect the character of mature neighbourhoods - Urban Form and Architectural Character Assessment is the first step. The next step would be a Land Use Bylaw Overlay. 10/23/2014 4

7 Recap: Phase 2 Objectives Urban Form and Architectural Character Assessment Determine the architectural form and character of each neighbourhood to protect this character should redevelopment occur. Findings will be used for future projects including a Land Use Bylaw Overlay for Phase 2, and potentially Infill Guidelines and Area Redevelopment Plans if Council decides to proceed with a Phase 3. 10/23/2014 5

8 Recap: Phase 2 Objectives Establish a Citizens Task Force Committee selected from mature neighbourhood citizens who applied to participate. Purpose is to guide the Phase 2 process. Primary task is to provide input on the Urban Form & Character Assessment and potential Land Use Bylaw Overlay. Will provide guidance on other public engagement needed for Phase 2. 10/23/2014 6

9 Citizens Task Force Members of the Task Force were selected by the Governance Advisory Committee. Appointments were made by Council on June 10, 2014 and September 9, Task Force members are required to reside in a mature neighbourhood. Six (6) out of eleven (11) neighbourhoods are represented. Glen Allan, Mills Haven, Maplewood, Brentwood, Sherwood Heights and Village on the Lake. 10/23/2014 7

10 Citizens' Task Force In following its terms of reference, the Task Force has: chosen the final consultant for Phase 2. completed the Public Engagement Program (PEP) with Administration for the Urban Form and Architectural Character Assessment. has been working closely with Administration and the consultant on the creation of the document. The Task Force is on schedule with its work plan to complete its tasks under the Terms of Reference. 10/23/2014 8

11 Citizens Task Force In addition the Task Force has: created a Task Force webpage to keep residents informed about what the Task Force has been working on. the webpage includes the names of all the Task Force members, meeting summaries, and an option to submit information to the Task Force to review. has worked with Administration on FAQ s for the website regarding Phase 2 and general questions about the Mature Neighbourhood Strategy. toured the mature neighbourhoods with Administration and the consultant. reviewed the MDP, ASP and the development permit process with Administration. 10/23/2014 9

12 Urban Form and Architectural Character Assessment What is an Urban Form and Architectural Character Assessment? The Urban Form and Architectural Character Assessment will be a technical background study that identifies the defining features of mature neighbourhoods that contribute to their unique character, including: Architectural style of housing Unique community features Distinctive buildings Views Surfaces Parks and landscaping Uses and activity Historical identity other contributing factors 10/23/

13 Urban Form and Architectural Character Our Approach: Assessment Section A Introduction and history Discuss and define urban form, urban design and architectural character. Provide a general history of mature neighbourhoods. Series of airphoto s to portray development over time. Section B Model street and its components Define what a model street is, how they were chosen. General overview of housing forms, architectural styles, architectural elements, massing, garages and landscaping. Section C Individual neighbourhood urban form and architectural character Each neighbourhood will have its own section. Discuss findings regarding housing forms, architectural styles, massing, garages, landscaping, historical identify, uses, views, and unique features. Section D Recommendations Policy and development regulations from findings that could be applied to each distinctive neighbourhood. Policy and development regulations that could be applied across all of the eleven (11) neighbourhoods. Policy and development regulations for specific areas or unique features within each neighbourhood. 10/23/

17 Urban Form and Architectural Character Assessment Massing is an arrangement of building / streetscape elements. Building shape, size, setbacks from the streets and adjacent buildings or land uses, door window placements, architectural style and elements, landscaping, placement of boulevard trees, fences, and street furniture contribute to balanced building / streetscape massing. 10/23/

19 Open House October 29 th 2014 Will start with a presentation by the consultant lead. Neighbourhood groups will be facilitated by members of the consultant team, or a Task Force member with experience in facilitation. Groups will discuss model streets and review a series of graphics, photos, and maps to describe character elements important to them. A Q&A will be held at the end of the meeting by the consultant lead. Administration will not be in attendance at the Open House Street stalls were held on Wednesday October 22 nd, Friday October 24 th and Monday October 27 th. Additional street stalls will be scheduled similarly with the second public meeting. Street stalls are interactive displays held without any advertising and are done in an informal setting. 10/23/
