1 The Adelaide City Council invites engagement from the community about Topham Mall, Bentham, Pitt and Waymouth Street Prioritising the top priorities for the area Topham Mall, Bentham, Pitt and Waymouth Street Place Plan Over the past 12 months many conversations have occurred with property owners, businesses, city workers and residents that live and work around Topham Mall, Bentham Pitt and Waymouth Streets. The ideas and aspirations that have emerged are shaping a vision for the area to become an iconic walk from the Railway Station to the Adelaide Central Market. The proposals range from small scale change such as the introduction of murals through to large scale changes such as the upgrade of the public realm. They also range from community led to Council led projects. The placemaking team and the community would like to understand which of these proposals form the top priorities for the area.

2 Project Information Purpose Many ideas and proposals have emerged as part of the placemaking work that commenced in January This is an opportunity to identify what proposals are the top priorities for the area. Background What is Placemaking? Placemaking aims to create great places with people, places that are vibrant and boast a strong sense of community ownership that are sustained by strong place attachment. Adelaide City Council adopted a Placemaking Strategy in December The strategy provides the overarching framework to support the creation of One City, Many Places. The aim of our Placemaking approach is to achieve: - Unique districts and places across the City - Empowered communities and strong partnerships; and - Development of the council as a best practice organisation to better respond to placemaking initiatives The strategy provides a framework in which businesses and residents can trial ideas, before making permanent changes. It allows people to see streets in a new light and from a different perspective. Change can be as simple as some new seating for people to meet and relax or it could involve a redevelopment of a site within the City. The success of placemaking hinges on the involvement of the people who make up the place with Council acting as a facilitator, enabler and co-creator with the community. What is a Place Pilot? has been designated as a place pilot and provides the opportunity to test and trail the placemaking approach at a street level. The intention of the place pilot is to co-create a vision for the place with those people who know it best, develop actions to transform and enhance the place and recommend future place governance models. Benefits of the project In understanding what the priorities are for the Topham Mall, Bentham, Pitt and Waymouth Street area it informs both Council and the community where investment should occur, what the partnership opportunities are and the areas further research and investigation are required. Project Impacts These priorities will be presented to Council as part of the Topham Mall, Bentham Pitt and Waymouth Street in September Once the priorities are better understood it allows for discussions on how proposals could be undertaken and funded. The type and scale of proposal will determine this approach as proposals relate to both the public and private realm. Timeline Monday 29 June Friday 10 July 2015: Prioritisation of proposals August 2015 Priorities shared September 2015 (including priorities) presented to Council for adoption Frequently Asked Questions Where have the proposals come from? The proposals have developed from conversations with businesses, city workers and property owners in the Topham Mall, Bentham, Pitt and Waymouth Street area over the past 18 months. These proposals consist of the ideas that are consistently raised. There may be other key priorities that aren t included and there is also an opportunity to include additional proposals. What is a? A sets out a high level vision for the area. It will share rich data about the area and people s ideas and inspirations. It will identify guiding principles for the area as well as identifying priorities for development and change.

Proposals will be sorted into priority order and included in the. The priorities will be shared with business and property owners in the area. Properties and business owners install green walls on buildings Businesses curate regular entertainment, events and activities in Topham Mall Businesses and property owners install more visual arts and murals on buildings, Formalise how businesses work together and raise money for improvements and events in the area Council improve cycling route through Topham Mall and businesses provide more end of trip facilities for staff Council establish Topham Mall s a day and night food precinct Council establish apartments on Topham Mall Council establish a rooftop garden on Topham Mall Council undertake landscaping and paving upgrade in Topham Mall (i.e. new trees, plants, paving and seating from Currie to Waymouth Street) Property owner building upgrades to activate ground floor frontages onto Topham Mall Property owners and businesses experimenting with tenancy mix to support emerging resident population and testing opening hours to create an evening economy in the area Council establishing Topham Mall as a smoke free zone

Businesses curate regular entertainment, events and activities in Anster Street Businesses set up outdoor dining and events in Anster Street on a regular basis Council improve the pedestrian connection between Waymouth Street and Light Square Businesses ability to close parts of Anster street or Waymouth Street on a regular basis Businesses provide recreation equipment in Light Square for residents and city workers Property owners and businesses experimenting with tenancy mix to support emerging resident population and testing opening hours to create an evening economy in the area Council to investigate better pedestrian access to Light Square Council to investigate implementation of a slow speed street in Pitt and Bentham Streets where cyclists, pedestrians and cars share the same space or one way street arrangements in Anster Street

Council to investigate implementation of a slow speed street in Pitt and Bentham Streets where cyclists, pedestrians and cars share the same space or one way street arrangements in Pitt and Bentham Street Council to implement wider footpaths in Pitt and Bentham Streets Businesses and property owners to implement green infrastructure on their buildings (i.e. vertical gardens, rain gardens, trees and planters) Businesses have the ability to run regular events on Pitt Street Businesses establish a theatre walk of fame on Pitt Street Businesses put in parklets on Pitt Street for outdoor dining Businesses implement carbon neutral initiatives to save energy and reduce carbon emissions. Businesses and Council curate nightly art projections on Her Majesty s Theatre Businesses and Council to implement light boxes and murals to celebrate stories, history and art Council to investigate improve traffic signal timing at intersections and opportunities to install murals and interactive games at intersections Property owner building upgrades to activate ground floor frontages onto Bentham Street Businesses establish new green spaces gardens, courtyards, pocket parks
