5 Where We Are in the General Plan Update Process Preferred Plan presented and approved by CC and PC in August 2015 Preliminary Drafts of General Plan Elements presented to Planning Commission and Parks and Recreation Commission in five study sessions between November 2015 February 2016 Public Review Draft General Plan released on website on April 1, 2016 Community Newsletter #3 was recently mailed to all Belmont households

Housing Element Note: The Housing Element is a separate document from the rest of the Public Review Draft General Plan, due to statutory requirements that it be updated more regularly than the other Elements
7 Draft General Plan Element Structure Each Element consists of: Text + Maps in the body of the Element Goals: An ideal future end related to the public health, safety, or general welfare of the community; a directionsetter for policies and actions. Policies: Specified ends or conditions that are an intermediate step towards attaining a goal; specific statements to guide decision-making. Actions: Measures to implement policies.
8 Land Use Element Overview Maintain and preserve existing residential neighborhoods. Use the Belmont Village Specific Plan to guide land use, urban design, and development standards in Belmont Village. Focus future change and economic growth in certain areas: Belmont Village PDA; El Camino Real Corridor; Harbor Industrial Area; East of Highway 101; and Carlmont Village. Protect and preserve historic and cultural resources.

12 Circulation Element Provide a safe and efficient transportation system in Belmont that serves all types of mobility pedestrians, bicyclists, vehicles, children, persons with disabilities, seniors, goods movement, and public transportation. Updated street typology allows for flexible and contextually appropriate street design. Use existing transportation infrastructure more efficiently, rather than building more streets to accommodate more automobile traffic. Reduce vehicle miles traveled in Belmont.

14 Parks, Recreation, and Open Space Element Provide an expanded, high quality, and diversified park system that serves the entire Belmont community. Support a balanced and integrated open space system reflecting a variety of considerations, including natural resource conservation, outdoor recreation, and public health and safety. Pursue sufficient and dedicated funding for parks, recreation facilities, recreational programming, and natural open spaces.

16 Conservation Element Protect open space for the preservation of natural resources and restoring biological and ecological resources. Conserve water resources, preserve water quality, and protect and restore Belmont s waterways, including Belmont Creek. Provide adequate wastewater and solid waste facilities and services.
17 Conservation Element Maintain and improve the City s storm drainage system. Reduce emissions of air pollutants and improve air quality. Reduce greenhouse gas emissions. Protect sites of archaeological and paleontological significance.

22 Safety Element Provide a comprehensive program of safety services, including police, fire, and medical response. Foster an efficient and coordinated response to emergencies and natural disasters.

25 Noise Element Strive to achieve an acceptable noise environment for present and future residents. Protect noise-sensitive land uses, such as schools and care facilities, from exposure to excessive levels of noise. Work with other agencies to reduce traffic, airport, and train noise levels in Belmont.

A long-range vision for Belmont Village, which will consider: Land use distribution and community design Future development programs How access can be improved Parking management strategies Streetscape and other infrastructure improvements An implementation program that will realize the vision
28 How does it relate to the General Plan Update? The Specific Plan is a separate, stand-alone document. But, one EIR will cover both the GP and the SP The Specific Plan is a tool for implementation of the General Plan. The Specific Plan must be consistent with the General Plan. In turn, all applicable subsequent development, public works projects, and zoning regulations must be consistent with the Specific Plan.
