1 DESIGN AND ACCESS STATEMENT LAND AT UNDERCLIFF, CLEADON LANE PROPOSED PROVISION OF PERMANENTLY SITED STABLE BLOCK AND GRASSED PADDOCK AREA 1.0 APPLICATION This application is for full planning permission for a change of use from agricultural land to part equestrian / part agricultural. The proposed works are for the erection of two new stable blocks and a hay barn and resiting of two existing temporary mobile shelters, which are currently on skids, and resited on a permanent concrete hardstanding. The proposal will also include for the provision of a 40m x 20m grassed paddock area and a hardstanding area for the parking of cars at the junction of the entrance of the field with the public footpath to Cleadon Lane. This Design and Access Statement should be read in conjunction with the following drawings and accompanying photographs: ST 01: Location Plan ST 02: Existing Site Layout Plan ST 03: Proposed Site Layout Plan ST 04: Existing Site Plan of Stable Block and Paddock ST 05: Proposed Site Plan of Stable Block and Paddock ST 06: Existing Site Plan of Proposed Hardstanding ST 07: Proposed Site Plan of Proposed Hardstanding ST 08: Existing Elevations of Stable Blocks ST 09: Proposed Elevations of Stable Blocks 2.0 SITE DESCRIPTION The land at Undercliff is sited off Cleadon Lane on the eastern fringes of Cleadon Village. The land is in a rural setting and is classified as Green Belt Land under South Tyneside Council s Unitary Development Plan (UDP) and Local Development Framework (LDF). The land covers an area of approximately 5 hectares. To the north and west of the site is bounded by agricultural land. The southern boundary of the site borders onto agricultural land that is used for horse grazing for East Farm. The land borders Cleadon Lane to the eastern end of the southern boundary of the site. The west of the site is bordered with Undercliff and Undercliff Lodge. Undercliff is a large Victorian mansion house, which is grade II listed and set within 1 acre of land. Undercliff Lodge is situated on the south west boundary of Undercliff and borders the subject land.

2 The site is currently used for the grazing of horses. A previous application has been granted for the siting of temporary shelters, which are on skids and are resited within the land in different positions throughout the year by the owner. 3.0 USE The land at Undercliff is currently used for agricultural and horse grazing. The planning application for less than 5% of the land to be utilised as equestrian with the remaining land left as agricultural / horse grazing. 4.0 DEVELOPMENT PROPOSAL It is proposed that the existing shelters are permanently sited and two additional stable blocks measuring approximately 7m x 3.5m and a hay barn measuring approximately 10.0m x 6m are erected on a permanent concrete base. The land between the two blocks of stables will have a concrete hardstanding of approximately 105m2. The new stable blocks will be of the same design as that of the existing shelters. The stable blocks will be enclosed at both ends with 3m wide steel gates and 1.2m high ranch style fencing. To the north of the stable block the gate will lead onto a 40m x 20m grassed paddock area, which will be enclosed with a 1.2m high ranch style fencing. At the entrance to the site off Cleadon Lane, the proposals are to create a concrete hardstanding for vehicles to allow safe access / egress to the land and allow for disabled parking should there be a requirement for such use in the future. The proposed stable block will provide a safe and secure environment in which to accommodate horses. The proposed siting of the stable blocks and paddock area has been designed to have the least impact on the environment as the buildings will not be visible from either direction of travel on Cleadon Lane. Due to the hedging on the west and south boundaries the proposed stable blocks will only be viewed by the residents of Undercliff and Undercliff Lodge. The proposed development has been designed to allow practical use with minimum impact to the surrounding landscape. The proposed development is intended for the sole use of owner of the site and friends and family to allow a safe accommodation and exercise for the horses. The proposed use of the part equestrian land is not being developed for commercial purposes. 5.0 VEHICULAR ACCESS

3 There is insufficient area to the entrance to the land off Cleadon Lane to allow the parking of a car. It is proposed to provide a concrete hardstanding and kerb crossover adjacent to the existing kerb crossover and hardstanding for the East Farm land. The proposed hardstanding will allow for safe off road parking and possible future use for a suitable disabled person parking area. 6.0 INCLUSIVE ACCESS The proposed buildings and land will be for private use. The owner of the land is however keen to work in partnership with the local community and allow visits to the sites for local school children or persons with learning difficulties and autism as research has shown that equine therapy stimulates motor, emotional and sensory sensations that comes with interacting with horses. The proposed hardstanding to the entrance of the site will allow for safe parking and egress to the site and allow for inclusivity in accessing the land. 7.0 AMOUNT The proposed buildings will allow the safe accommodation for up to eight horses, which is increasing the current provision by four. 8.0 LAYOUT Please refer to the attached site plan, which shows the proposed siting of the stable blocks and paddock in relation to the boundaries of the site. The proposed location of the stable block is in the area that is currently being temporarily used as the siting has minimal impact on the surrounding land. The existing hedging and shrubbery separating the boundary closest to the proposed stable block is of a height that conceals the roofline of the stable blocks from East Farm and Cleadon Lane. 9.0 SCALE The proposed stable block will occupy an area of less than 250m2. The proposed grassed paddock area will occupy and area of approximately 800m2. The proposed equestrian area of the land will total approximately 0.26 acres, with the total acreage of the site being approximately 12.6 acres. The proposed equestrian area will take up approximately 2% of the total land area.
