INTRODUCTION 1.1 Purpose of this Document This consultation document invites interested parties to comment on the proposals by Scottish Hydro Electric Transmission plc (SHE Transmission) to construct a single circuit 132 kv double wood pole trident overhead line (OHL) on Orkney. The consultation document outlines the process by which the preferred route and alignment for the wooden pole trident OHL has been selected. Comments are now sought from statutory authorities, key stakeholders, elected representatives and the public on the routeing process and the preferred alignment described. These comments will inform further consideration of the alignment and the eventual selection of a proposed alignment for which consent will be sought. Consultation on preferred routes was undertaken with statutory authorities and the public in April and May 2018 and this report summarises the results of this process for the overhead line running south from Finstown to South Ronaldsay and Hoy (the Southern section, see Figure 2.1). Consultation on preferred alignments was undertaken with statutory authorities and the public in September 2018 and this report summaries how the preferred alignment was selected. 1.2 Document Structure This Consultation Document comprises the following sections: Section 1: Introduction Section 2: The Proposals Section 3: Route and alignment selection process Section 4: Description of routes Section 5: Comparative appraisal Section 6: Description of alignments Section 7: Comparative appraisal Section 8: Alignment selection Section 9: Consultation on the proposals 1.3 Next Steps Following completion of the consultation process, SHE Transmission will review all comments received from statutory authorities, landowners and the public. Together with further assessment of potential environmental impacts and technical studies, the comments will be used to refine the preferred alignment into a proposed alignment. Final technical and environmental assessment will then be undertaken to provide information to support an application to Scottish Ministers for consent for the construction and operation of the overhead lines (OHLs) under section 37 of the Electricity Act A Report on Consultation will also be produced which will document all consultations received, and the decisions made in light of these responses. The intention is to submit the application for consent in Q

7 2. THE PROPOSALS 2.1 Need for the project SHE Transmission is a wholly owned subsidiary of the SSE plc group of companies. SHE Transmission owns and maintains the electricity transmission network across the north of Scotland and holds a licence under the Electricity Act 1989 to develop and maintain an efficient, co-ordinated and economical system of electricity transmission. The Orkney Islands currently have no 132 kv transmission infrastructure and are served by two 33 kv distribution subsea cables between Rackwick Bay on Hoy, and Murkle Bay near Thurso. These cables were installed in 1982 and 1998 with a total import/export capacity of 40 M. Demand on the islands varies between 7 M in summer and 46 M in winter and a standby diesel generator is located in Kirkwall to secure demand. The current connected embedded generation in Orkney uses all of the capacity of the existing 33 kv cables. At present, there are contracted connection agreements between National Grid and developers in Orkney for 461 M of new generation. This has led to the requirement for a transmission connection between Orkney and mainland Scotland. The development is in line with SHE Transmission s commitment and licence obligations to facilitate the connection of renewables generators to the grid through an economical, efficient and coordinated approach to transmission reinforcement. SHE Transmission has a duty under Section 9 of the Electricity Act 1989 to facilitate competition in the generation and supply of electricity. The preferred route and alignment is the option considered to present the best opportunity to achieve an economically viable, technically feasible and environmentally acceptable connection for two contracted renewable energy developments south of Finstown. 2.2 Project Overview The Proposed Development consists of 132 kv electricity overhead line infrastructure as illustrated on Figures 2.2 and 2.3. The technology solution proposed and appraised is a single circuit double wood pole (H pole) trident OHL. The most common height is anticipated to be 14 m although depending on terrain, the height may vary between 12 m and 17 m. The overall Orkney 132 kv Infrastructure project is required to connect contracted renewable energy developments to the new transmission network at the proposed Finstown substation. Due to its scale the project has been split into two geographical parts in order to achieve the design programme and to enable consent applications to progress in a staged manner. The parts are shown on Figure 2.1 and are: Northern Section (north of Finstown); and Southern Section (south east of Finstown via Burray, South Ronaldsay, Flotta to Hoy). This report considers the southern section only and other sections will be the subject of separate consultation reports. 2-1

9 Figure 2.2 Example of a trident H wood pole Figure 2.3 Comparison drawing of proposed 132 kv trident H pole against scale of existing 33 kv infrastructure on Orkney 2.3 Construction activities Key tasks during construction will involve: Potential localised improvements to the public road network to allow safe construction access; Establishment of suitable construction compound and laydown areas for materials; Upgrades to existing tracks and potential installation of temporary track solutions where required for safe construction access; Delivery of structures and materials to pole positions; Assembly and erection of wood pole structures and stays; and Stringing of conductors using hauling ropes and winches. Installation of the wood poles would involve the following tasks: Excavation of a suitable area for the wood poles, and backfilling after installation of the pole; In some pole locations, it may be necessary to add imported hardcore backfill around the pole foundations to provide additional stability in areas where the natural sub soils have poor compaction qualities; Conductors would be installed on the wood poles using full tension stringing to prevent the conductor coming into contact with the ground; and Remedial works would be carried out to reinstate the immediate vicinity of the structure, and ground disturbed, to pre-existing use. 2.4 Programme A summary of the indicative development programme is provided in Table

ROUTE AND ALIGNMENT SELECTION PROCESS 3.1 Guidance documents The approach to route and alignment selection is informed by the following SHE Transmission guidance: High Voltage ood Pole Transmission and Distribution Main Interconnector Lines in Rural Landscapes: Detailed Routeing Guidelines (TG_PS_651) High Voltage ood Pole Transmission and Distribution Main Interconnector Lines in Rural Landscapes: Strategic Routeing Principles (Adapted From Holford Rules For Overhead Transmission Line Routeing) (TG-PS-650) Procedures for Routeing Overhead Lines of 132 kv or above, SHE Transmission, The guidance develops a process which aims to balance environmental, technical and economic considerations throughout the route and alignment optioneering process. In consideration of these principles, the method of identifying an environmentally preferred route and alignment in this study has involved the following four key tasks: Identification of the baseline situation; Identification of alternative route/alignment options; Environmental, technical and economic analysis of route/alignment options; and Identification of a preferred route/alignment option. The approach to route selection is informed by SHE Transmission s guidance The SHE Transmission Approach to Routeing of Overhead Lines. This new guidance broadens the basis for routeing decisions to reflect contemporary practice, and ensures environmental, technical and economic considerations are identified and appraised at each stage of the routeing process. The guidance splits a project into six stages, as follows: Pre-Routeing Activities: Selection of proposed connection option Stage 0: Routeing strategy development Stage 1: Corridor Selection Stage 2: Route Selection Stage 3: Alignment Selection Stage 4: Consenting This consultation document presents the appraisal completed at stages 2 and Main Considerations Route options were identified following site appraisals, taking into account the most notable constraints identified during the baseline studies. Considerations have included a review of the steps outlined in the Holford Rules and SHE Transmission s approach to routeing. In summary, the following has been taken into account as far as is practicable at the routeing and alignment selection stages: Avoid if possible major areas of highest amenity value (including those covered by national and international designations and other sensitive landscapes); Avoid by deviation, smaller areas of high amenity value; Try to avoid sharp changes of direction and reduce the number of larger angle towers required; Avoid sky lining the route in key views and where necessary, cross ridges obliquely where a dip in the ridge provides an opportunity; Target the route towards open valleys and woods where the apparent height of towers will be reduced and views broken by trees (avoid slicing through landscape types and try to keep to edges and landscape transitions); Consider the appearance of other lines in the landscape to avoid a dominating or confusing wirescape impact; and 3-1

12 Technical issues related to clearances, connectivity, outages, maintenance and faults. 3.3 Area of search Overhead lines are required between up to six potential new substations in Orkney. Substation site locations will be determined by renewable energy developers at Costa Head, Rendall, South Ronaldsay and East Hoy. A proposed new grid substation location near Finstown has been identified by SHE Transmission. Developer substation site selection is underway and proposed sites are yet to be identified. For the purposes of route selection, route options start and end at a central point in the substation search areas, or where appropriate, cover all substation site options being considered. Routes and alignments between the following start and end points are considered in this document: Finstown to St Mary s (FS) Rinnigill to Melsetter (RM) Hesta Head to Hoxa Head (HS/SH) South Ronaldsay to St Mary s (SS) Hoxa Head to Rinnigill (Flotta) (HR) 3.4 Baseline conditions Initial desk studies established the key environmental features of the study area. Identification of environmental designated sites and other constraints, utilising GIS datasets available via SNHi Site Link and other sources; Identification of archaeological designations and other recorded sites, utilising GIS datasets available via Historic Environment Scotland Data Services and Local Historic Environment Teams; Review of the Orkney Local Development Plan 2017; Review of landscape character assessments of relevance to the study area; Review of ordnance survey mapping (OS) (1:50,000 and 1:25,000 and online GIS data sources from OS OpenData) and aerial photography (where available) to identify other potential constraints such as settlement, properties, walking routes, cycling routes etc.; Extrapolation of OS Vectormap GIS data to identify further environmental constraint including locations of watercourses and waterbodies, roads classifications and degree of slope; and Review of other local information through online and published media such as tourism sites. In addition, a suite of environmental surveys has been undertaken to provide additional baseline information, these covered: Landscape and visual walkover survey by landscape architects; Cultural heritage walkover survey by archaeologists; Bird survey including for wildfowl, raptors, breeding birds and wintering birds; Habitat survey; Otter survey; and Peat survey. Site visits were also undertaken by SHE Transmission OHL engineers and other project team members to help inform the technical and economic appraisal of options. 3.5 Appraisal method Appraisal of route options has involved systematic consideration against the following environmental, technical and economic topic areas: Environmental: 3-2

13 Natural Heritage (Designations, Protected Species, Habitats, Ornithology and Geology, Hydrology and Hydrogeology); Cultural Heritage (Designations and Cultural Heritage Assets); People (proximity to dwellings); Landscape (Designations and Character); and Land Use (Agriculture, Forestry and Recreation). Environmental sensitivity has been considered qualitatively, based on professional judgement and utilising the red, amber, green (RAG) rating. It has been applied to each topic area indicating potential impacts. This rating is based on a three point scale as described in Figure 3.1 below. DESCRIPTION OF ROUTES 4.1 Identification of sections This report considers the southern section routes of the Orkney Grid Connection Project which are: Finstown to St Mary s (FS) Rinnigill to Melsetter (RM) Hesta Head to Hoxa Head (HS/SH) South Ronaldsay to St Mary s (SS) Hoxa Head to Rinnigill (Flotta) (HR) 4.2 Identification of route options Finstown to St Mary s (FS) Three route options were identified: Route FS heads south along Germiston Road to the west of Loch Kirbiser, turns east along the route of the A964 passing south of Kirkwall before picking up the route of the A961 and a minor road as far as Bay of Cornquoy. Route FS1 passes down the Loch Kirbister Valley to the east of Loch Kirbister before heading east along the A961 and same route as route FS as far as Bay of Cornquoy. Route FS2 runs east from Finstown to the north of the hills as far as ideford Hill before it passes to the south and picks up the same route options FS and FS1 as far as the Bay of Cornquoy. The routes are illustrated on Figures 4.1, 4.2 and 4.3 together with environmental designations. 4-1

18 4.2.2 Rinnigill to Melsetter (RM) One route option was identified: Route RM runs from Rinnigill to Melsetter. Given the number of environmental designations and the topography of Hoy, no further route have been identified. The route is illustrated in Figure 4.4 together with environmental designations Hesta Head to South Ronaldsay Switching Station/ South Ronaldsay Switching Station to Hoxa Head (HS/SH) One route option was identified: Route HS/SH heads north from the proposed Hesta Head wind farm east of the A961 before heading west south of St Margaret s Hope to the north of the B9043. The route is illustrated on Figure 4.5 alongside environmental designations. 4-5

21 4.2.5 South Ronaldsay to St Mary s (SS) One route option was identified: Route SS heads north east from the proposes switching station on South Ronaldsay to Bu sand on Burray. The route is illustrated in Figure 4.6 together with environmental designations Hoxa Head to Rinnigill (Flotta) (HR) One route option was identified: Route HR passes through the centre part of Flotta. The route is illustrated in Figure 4.7 together with environmental designations. 4-8
