5 1.0 Background As directed by the Delano City Council at their meeting on April 18, 2006, this plan has been prepared to identify potential street reconstruction projects to be undertaken by the City of Delano over the next five years and funding opportunities for the two projects planned to be constructed this year in This plan is intended to satisfy the requirements of Minnesota Statues, Section 475, Subdivision 3b for the City to issue street reconstruction bonds to cover a portion of the costs for the 2006 projects. 6 2.0 Proposed Street Reconstruction Projects 2.1 YEAR TH STREET EXTENSION, FROM ROCKFORD AVENUE TO ELM AVENUE A new railroad crossing at 9th Street area with a connection to Elm Avenue has been discussed over the years by the City of Delano as a way to alleviate traffic congestion and address safety concerns along Elm Avenue and provide a safer railroad crossing than the existing 3rd Street crossing located one-half mile to the west. These street improvement concepts were included in the City s 1993 and 2002 Comprehensive Plans and was originally scheduled for construction in 2005 in the City s Pavement Management Plan The proposed project involves extending 9th Street to the north intersecting Elm Avenue across from the High School entrance providing a direct connection to Highway 12. The intersection at 9th Street and Elm Avenue would be upgraded from a 3-way uncontrolled intersection to a 4- way stop and a new at-grade railroad crossing would be constructed. In order to approve the new railroad crossing, the Burlington Northern Santa Fe Railway Company (BNSF) would require the permanent closure of the existing railroad crossing at 3rd Street. The total length of the street improvement project is 1,570 feet (see Figure 1) Existing Conditions 9th Street was recently improved from Highway 12 to Rockford Avenue as part of the Delano Crossings and Kings Pointe Developments. The street is 40-foot wide (face-to-face) with concrete curb and gutter and storm sewer. Electrical transmission lines and natural gas pipelines and easements are present on the south side of the tracks. North of the railroad tracks, Parkway Drive is a 34-foot wide bituminous roadway that extends between Maple Ridge Drive and T:\0564\37 9th Street Extension\5-Year Street Reconstruction Plan\5-Year Plan.doc 2-1
7 Parkway Circle with surmountable concrete curb and gutter along the east side. The rest of the roadway corridor north to Elm Avenue is vacant City right-of-way Proposed Improvements Street The proposed 9th Street Extension would consist of a 40-foot wide (face-to-face) two lane collector roadway with B618 concrete curb and gutter that will be designed to meet Mn/DOT State-Aid Standards and posted for a speed limit of 30 mph. Matching into the exiting street section at Kings Pointe Drive, 9th Street will be extended north to Elm Avenue. Existing bituminous surfaces will be reconstructed with B618 concrete curb and gutter. A 10-foot wide bituminous trail will be constructed along the east side of the roadway. Permanent and/or temporary easements will be required from nine property owners located along 9th Street including BNSF. The proposed northerly extension of 9th Street would create a 4-way intersection where Elm Avenue currently intersects the Delano High School entrance to the north. In addition to 4-way stop signs, safety measures such as painted crosswalks will also be installed to accommodate pedestrian movements at the intersection. The two existing residential driveways that access Elm Avenue at this location will need to be relocated further back from the intersection along Elm Avenue or realigned to access 9th Street rather than Elm Avenue. A 137-foot long poured concrete retaining wall will also be constructed north of the railroad tracks on the east side of the roadway to minimize impacts to the adjacent property. South of the railroad tracks, minor wetland filling (0.05 acres) will occur, which will be mitigated through the use of wetland bank credits established as part of the Woods Creek development project in Delano. New At-grade Railroad Crossing The new at-grade railroad crossing would be equipped with flashing lights and gates similar to ones used at the 3rd Street and County Line Road crossings. The approach grades at the new crossing would be less than those at the 3rd Street crossing and additional safety measures would include 100-foot long raised medians at both approaches to the crossing to channelize flow and T:\0564\37 9th Street Extension\5-Year Street Reconstruction Plan\5-Year Plan.doc 2-2
8 discourage drivers from driving around the gates. These safety measures will improve sight distances and minimize the risk of vehicle-train accidents and allow the crossing to be established as a Quiet Zone under the Federal Railroad Administration s new Train Horn Rule. The planned safety measures would act as a substitute for train whistles sounding as a warning device at the crossing. Raising the south set of tracks to bring the siding level with the mainline and construction of the new railroad crossing surface and signals will be done by BNSF and paid for by the City under a Construction and Maintenance Agreement between the two parties. A permanent and temporary construction easement will also be provided by BNSF as part of the Agreement to construct, operate, and maintain the crossing. Closure of 3rd Street Railroad Crossing The existing at-grade 3rd Street railroad crossing will be closed and abandoned once the new 9th Street crossing is opened. The new crossing will provide the public with a much safer crossing including better approaches, addition of medians on each side, and a trail for pedestrians and bicycle riders as described above. The City of Delano will be responsible for removing the bituminous roadway approaches and site restoration while BNSF will be responsible for removing the crossing surface material as well as the signals and electrical equipment. Before this can be done, the crossing which is currently under the jurisdiction of Wright County, will be turned back to the City under an agreement between the two parties. Storm Sewer Various drainage structures including catch basins, manholes, culverts, and storm sewer pipe will be constructed as part of the project to handle roadway drainage. Stormwater runoff from the roadway south of the railroad tracks will be directed to the existing stormwater pond located between the tracks and Rockford Avenue. Stormwater runoff from the roadway north of the tracks will be directed to an existing wetland area or to the storm sewer system along Elm Avenue. 9 Other Related Work Exiting natural gas pipelines and valves located within the roadway corridor need to be moved to accommodate the proposed roadway improvements. Northern Natural Gas (NNG), in conjunction with other work being done in the area initiated the relocation of their facilities in November and December of NNG is scheduled to complete the relocation work this spring which will involve testing the new gas lines that were installed last year, complete tie-ins, switch over to the new system, and remove/abandon old lines. Because this work it is being done as part of a larger project, NNG will be covering all the utility relocation costs at a significant cost savings to the City. Two sets of guy wires and anchors for an Xcel Energy power pole located on the east side of the road south of the railroad tracks will be impacted by the trail and will need to be adjusted. The City is working with Xcel to develop a relocation agreement defining costs, which will be the responsibility of the City Estimated Costs The total estimated project cost for the proposed 9th Street Extension - North improvements including the new at-grade railroad crossing is $1,290,000. Table 1 provides a summary of the various construction items and associated project costs such as engineering, legal, and administrative. A contingency factor of 10% has been included to account for unforeseen construction items and variances in unit prices. 2.2 YEAR ROCKFORD AVENUE EAST, FROM 5TH AVENUE TO THE EAST Reconstructing Rockford Avenue East was also included as a project in the City s 2003 Pavement Management Plan and was originally schedule to be done in Rockford Avenue East serves as a direct route between downtown Delano and the shopping center on the east side of town without having to get on Highway 12. 10 reconstructing the west portion of the street and replacing existing sanitary sewer and watermain lines and constructing storm sewers. The total length of the street improvement project is 760 feet (see Figure 2) Existing Conditions The east portion of Rockford Avenue was newly constructed as part of the work done for the Kings Pointe Development. The west portion of existing Rockford Avenue (connecting up to 5th Street) is a bituminous roadway approximately 22 feet wide with no curb and gutter. The existing bituminous street surface is in severely poor condition, characterized by cracking and settlement. Existing water, sanitary sewer, and storm sewer lines are old and/or undersized and also in need of repair. Stormwater runoff also ponds in the low spot of the street and in adjacent yards during heavy rainfall events Proposed Improvements Street The bituminous street surface would be completely reconstructed generally following the existing grade and profile and with B618 concrete curb and gutter. The street would be widened to a 31-foot wide driving surface (face-to-face) with concrete driveway aprons matching up to existing driveway surfaces. A 37-foot wide right-of-way will be established along Rockford Avenue. Permanent and/or temporary easements will be required from 17 property owners. Water and Sanitary Sewer The existing 4 and 6 cast iron watermain and 8 clay sewer pipes will be replaced with 8 DIP and 8 PVC, respectively. New water service taps will be provided and two new fire hydrants will be installed on the new water line for added fire safety protection. 11 Storm Sewer The existing storm sewer pipe will be replaced with a 12 RCP and new catch basins will be installed at the low spot in the street and tied into the existing catch basins set back in the adjacent yards. Drainage improvements will also include installing road subdrains behind curb and gutter and yard drains on the south side of the street in two areas where water ponds Estimated Costs The total estimated project cost for the proposed Rockford Avenue improvements is $520,000. Table 2 provides a summary of the various construction items and associated project costs such as engineering, legal, and administrative. A contingency factor of 10% has been included to account for unforeseen construction items and variances in unit prices. 2.3 YEAR PROJECTS The descriptions and estimated costs of street reconstruction projects planned for the years 2007 through 2010 are included in Appendix A and are taken from the City s Pavement Management Plan. The estimated reconstruction costs have been updated to reflect inflation over a two-year period (3.5% per year) and project costs increased by 35% to account for engineering, legal, administrative, and contingencies. 12 3.0 Financing 3.1 GENERAL The total estimated project costs for the improvements identified in this 5-Year Plan include indirect project costs such as engineering, preliminary studies/investigation, permitting, legal, administrative, testing, and other miscellaneous items. The project costs associated with the various projects are proposed to be financed by the City through issuance of general obligation street reconstruction bonds and from a variety of other funds including, but not limited to, sewer (City) and water (Utility) funds, capital improvement funds, and State-Aid funds. 3.2 FUNDING OF 2006 PROJECTS The proposed funding of the 2006 projects is summarized in Table 4. The 9th Street Extension Project will be funded entirely by street reconstruction bonds. As described in Section 2, this project has a substantial public safety function and therefore qualifies for funding under Minnesota Statues, Section 475, Subdivision 3b. The Rockford Avenue East Reconstruction Project will be paid for by a variety of funds as identified in Table 4. Although the utility replacement and relocation costs qualify for funding through street reconstruction bonds, the City will pay these costs out of the City utility fund. That portion of the costs for widening of the street and construction of the new curb and gutter are not eligible for funding through street reconstruction bonds and will be paid for out of the City s capital improvement fund. The bond obligations proposed to be issued for the 2006 projects total $1.49 million and are well below the City s current legal debt margin of $5.65 million.
