2 2 initiatives on the November 5 Ballot Why do these initiatives have significance for MPC? Both address land use in the Parker Flats area of the former Fort Ord where MPC plans to build training facilities for the public safety officer programs Purpose of today s presentation is to provide information Focus is limited to relevance to MPC Goal is to provide balanced view of both initiatives
3 MPC Public Safety Training Facilities Represent a long-time direction for MPC Training facilities are essential to MPC s public safety officer programs Public safety programs provide job training to meet local needs Training facilities provide opportunity for expansion of courses and programs Serve as a regional resource -- use by other public agencies MPC has invested years of planning and significant effort to acquire the land, design the facilities, work with local agencies
4 MPC s plans to locate its public safety training programs at the former Fort Ord have long history MPC PSTC AT FORT ORD MPC part of Community Task Force convened by Leon Panetta Gov. Board approves resolution to request property at former Fort Ord from fed govt Fort Ord Base Reuse Plan identifies use of East Garrison for both mixed use urban village and public safety training facility Gov. Board approves swap of East Garrison for land in Parker Flats/MOUT MPC Bond measure approved by voters Renovation of facilities at MPC Public Safety Training Center at Seaside completed Final Project Proposal submitted for PSTC Phase II MPC's application for Ft Ord property, including at East Garrison, approved by Dept. of Ed MPC and Monterey County in conflict over use of East Garrison Gov. 11 Purpose of the Initiative Protect the establishment of the California Central Coast Veterans Cemetery Preserve several acres of open space and habitat Ensure the economic revitalization of the Monterey County Region
12 County Counsel s Impartial Analysis of Measure K In Eucalyptus Road Planning Area Deletes the designations for: o University Corporate Center o Residential/Recreational District Instead, substitutes: o Habitat Management and Education District o Veterans Cemetery District
13 Relevance to MPC Projected land uses for the habitat management and education district include: o Education Land Use. Approximately 227 acres is project(ed) for the development of Monterey Peninsula College s public safety training center and EVOC facility
14 Relevance to MPC Retains Program A-1.4 in Base Reuse Plan that provides Monterey County shall minimize the impacts of proposed land uses which may be incompatible with public lands, such as siting of the Monterey Peninsula College s Military Operations Urban Terrain (MOUT) law enforcement training program in the BLM Management/Recreation Planning Area.
15 Relevance to MPC Amends the transportation network map to reflect the proposed Eastside Parkway alignment which borders the District s EVOC parcel

17 Measure M Protect Fort Ord Open Space Access Initiative
18 Purpose of Measure M Protect essential access points to the recreational areas of Fort Ord Preserve the quality of open space and habitat in 540 acres located on the north and north west sections of the base with significant oak woodlands
19 County Counsel s Impartial Analysis of Measure M Applies to four sections of the Base Reuse Plan including the Eucalyptus Road Planning Area Amends the land uses by limiting the uses to recreation and open space Changes the ability of FORA, the County of Monterey or any city, to amend these portions of the Reuse Plan without another election.
20 Relevance to MPC Changes land use designation for Army parcels E19a.1 and E19a.3 from University Corporate Center and business park/light industrial uses to open space/recreational uses, expressly prohibiting golf, horse racing and fee-for-entry spectator arenas MPC s parcels or proposed development plans are not mentioned in the initiative, but the EVOC parcel is identified on the Measure M map County Counsel provided further comment in a Monterey County Herald article regarding the scope of Measure M
21 Per the Herald article Relevance to MPC His interpretation is that Measure M limits changes to the two parcels in the Eucalyptus Road planning area, and neither includes the sites planned by MPC Insofar as there are any parcels remaining in the Eucalyptus Road Planning Area, other than those two Army parcels, the underlying land-use designations of the Fort Ord reuse plan remain in effect.
