1 Future transport network for Warkworth Warkworth is expected to grow to a substantial satellite town of more than 20,000 people over the next few decades. To meet this anticipated growth, around 1,000 hectares of future urban land has been identified through the independent hearings and Unitary Plan processes, mainly in the north, north west and south of the existing Warkworth centre. With a lot more people living in the area, significant transport infrastructure will be needed. The New Zealand Transport Agency, Auckland Transport and Auckland Council have come up with a transport network following technical workshops and public feedback. The aim is to make the future communities well connected and great places to live. The focus in Warkworth is to provide the community with easy access to a vibrant town centre and a range of new travel choices. Short term strategies for managing network demands and improving safety, such as introducing smart technologies or improving efficiency of intersections along the existing State Highway 1, will continue to be implemented while new roading infrastructure is developed in the medium to long term. would be supported by a park and ride bus station being located near the Road of National Significance, SH1 Link to Matakana Road and the Western Collector. The opening of Ara Tūhono Pūhoi to Warkworth Road of National Significance will separate regional through traffic and freight movements from the urban area. Highway traffic will move away to the west of the township and immediately reduce pressure on the urban section of State Highway 1. The (Matakana Link Road) connects Matakana Road and State Highway 1 just south of the intersection with the Road of National Significance. This new road will give locals an alternative route between the western and eastern areas of Warkworth. Today s public consultation is to gather your feedback on the four possible routes which have Auckland Transport has begun the investigation for upgrading the Hill Street intersection which involves assessing possible improvements to the layout and associated land acquisition requirements. Stage One of the Western Collector route, connecting Mansel Drive to Falls Road, was opened to the public in March. The exact route of the remaining two stages has yet to be determined but will connect to the State Highway in the vicinity of McKinney Road in the south and the intersection in the north. A new road network will also be investigated in the wider southern growth area when this begins to develop, providing more local road options for north-south travel and east-west movements connecting back into State Highway 1. Increased public transport services are planned between Auckland and Warkworth, with a frequent express bus service along the Ara Tūhono Pūhoi to Warkworth Road of National Significance supported by local been identified for the. 4 Indicative Cross Section The is a proposed four lane road connecting Matakana Road and SH1 and will bypass the busy Hill Street intersection. It will: INDICATIVE CROSS SECTION OF ROAD LAYOUT: Provide for future strong east-west connections and northsouth connections which bypass central Warkworth Relieve congestion in central Warkworth and improve traffic flow Improve access to new growth areas Improve access to eastern beach destinations Design considerations In the future this area will develop into an extension of the Warkworth urban area and the route will be surrounded by commercial, light industrial and residential areas. Therefore it is important to balance the movement needs for people in cars and other vehicles with high quality pedestrian and cycle movement and connections to amenities appropriate to this new environment. The includes provision for separated cycling and walking facilities. Landscaping will be included along the corridor to provide separation between vehicles, pedestrians and cyclists and to enchance urban amenity. Four traffic lanes two in each direction - will cater for anticipated growth in the area. INDICATIVE CROSS SECTION OF BRIDGE: A number of intersections will provide access to the growth areas on either side of the link road to support development. A utility corridor under the footpath will be installed for future power, water and telecommunication services.
5 Long list of potential options assessed We assessed 10 possible locations for the link road and discounted six as they did not meet the critical success factors outlined below: Does not pass through the showgrounds Does not adversely affect the Significant Ecological Area (SEA) and the Queen Elizabeth II National Trust convenanted land Does not depart from appropriate AT design standards Enables future connectivity with wider proposed transport network (i.e. to future extension to Sandspit Road and the Western Collector) Provides for safe intersections at both ends Does not adversely affect performance of Ara Tūhono Pūhoi to Warkworth motorway Provides good access to developable Future Urban Zone and light industrial land in the area EVALUATION OF THE LONG LIST ROUTE OPTIONS POSITIVE FURTHER INVESTIGATION REQUIRED NEGATIVE OPTION Does not pass through the showgrounds. - Does not pass through/over any QE2 Trust land or any significant Ecological Areas (SEA). - Does not significantly depart from the appropriate design standards. 6 Short list of route options We have arrived at a short list of four design options for the proposed SH1 link to We want your feedback to help identify a preferred option. Significant Ecological Areas (SEA) and Queen Elizabeth II (QEII) Covenanted land An SEA is an area established to maintain indigenous biodiversity and is protected under the Resource Management Act 1991 while a QEII covenant helps private landowners in New Zealand to protect special natural and cultural features on their land. Options A, B and D avoid the SEA and QEII land while option C crosses the area at its northernmost point (See adjacent map). 7 Evaluation of the short list options Each of the four options joins SH1 immediately north of the showgrounds. They all cross farmland (Future Urban Zone and light industrial areas) and bush before connecting with SH1 LINK TO MATAKANA ROAD - Intersection locations on Matakana Road SH1 LINK TO MATAKANA ROAD - View from SH1 OPTION A (YELLOW) OPTION B (BLUE) OPTION C (GREEN) OPTION D (RED) Does not encroach on showground land. Encroaches on the northern edge of the Showgrounds. A retaining wall may be required to maintain the sports field and a pathway relocation. Does not encroach on showground land. Does not encroach on showground land. Connects at the intersection of Matakana Road and Clayden Road. Connects with Matakana Road south of Clayden Road. Connects with Matakana Road south of Clayden Road and closest to Warkworth. Connects with Matakana Road south of Clayden Road. Least desirable location for intersection because it would create an intersection of five roads in the future: Matakana Road (heading north), Matakana Road (heading south),, Clayden Road and potentially the future Matakana Road extension to Sandspit Road. Along with option D, the most desirable location for the intersection. It is positioned in an area with good visibility and may provide for direct connection between and future extension to Sandspit Road. This is the most southerly termination. It does not provide good potential for a direct connection to the future extension to Sandspit Road. This is because it is very steep to the east of Matakana Road at this location. Its location near a bend to the south does not provide for good visibility from the south compared with other options. Along with Option B, the most desirable location for the intersection. It is positioned in an area with good visibility and may provide for direct connection for future extension to Sandspit Road. Spans the area of bush near Matakana Road at its widest point. 9 SH1 link to Matakana Road Consenting process What happens next WE ARE HERE INVESTIGATIONS/ONGOING CONSULTATIONS Auckland Transport undertakes investigations and analysis of various route options. It consults with stakeholders including the public, directly affected landowners, iwi, local boards and other organisations. The consultation process is ongoing throughout the process. EVALUATE A preferred route is selected through a rigorous options evaluation process. IDENTIFY Auckland Transport identifies a problem which needs to be addressed and sets the project objectives. ASSESSMENTS Further design and technical assessments, including cultural assessments are completed. DISTRICT PLANS UNITARY PLANS STRATEGIC DOCUMENTS LODGEMENT REVIEW Auckland Council reviews application and may request additional information. Auckland Transport lodges Notice of Requirement and assessment of environment effects with Auckland Council. NOTIFY Public notification by Auckland Council (if required). OPERATIVE New designation becomes operative in District Plan/ Unitary Plan. PUBLIC SUBMISSION DECISION Auckland Council notifies decision of Auckland Transport to submitters and affected landowners/occupiers. HEARING Public hearing. RECOMMENDATION Auckland Council makes recommendation to Auckland Transport. AUCKLAND TRANSPORT ISSUES A DECISION Auckland Transport accepts recommendation; Accepts recommendation in part; Rejects recommendation. APPEAL PROCESS Submitters can appeal to the Environment Court (15 working days). Environment Court hearing. Environment Court issues decision.
