1 WHAT IS THE PURPOSE OF THE OPEN HOUSE? OPEN HOUSE PURPOSE The purpose of the open house is to provide an update on the study process and introduce the preliminary concept alternatives. The open house provides an opportunity to display the preliminary concept alternatives and ask for input before screening the concepts down to three alternatives for more detailed evaluation. YOUR COMMENTS Comment forms are available for you to provide input regarding the study. These can be placed in the comment box upon completion or mailed back within one week of this open house. 2 WHY ARE WE CONDUCTING THIS STUDY? STUDY PURPOSE To determine the ultimate geometry of TH 169 between TH 610 and nue, which may include a new interchange near 101st Avenue, and to identify a supporting roadway system for the area that can be implemented over time. STUDY OUTCOMES A range of system alternatives will be developed, evaluated, and scoped for implementation by the study partners. This effort will enable us to guide future land use and local infrastructure improvements, as well as garner support for the adoption of official maps. Products will include transportation system alternatives for future implementation.

6 HOW WILL THE PRELIMINARY CONCEPT ALTERNATIVES BE SCREENED? The initial set of interchanges and supporting roadway alternatives will be evaluated using the following preliminary screening criteria, in order to identify up to three alternatives that best meet the overall study goals: PRELIMINARY SCREENING CRITERIA DESCRIPTION A Ability to accommodate key (major) traffic movements Assess the ability to accommodate major traffic movements to and from the south at existing and proposed interchanges and key arterial intersections B Limits impact to adjacent properties Visual inspection of alignments to determine scale of impact to existing developed and planned properties C Limits impact to key environmental features Visual inspection of alignments to determine scale of impact to environmental features such as wetlands and 4f/6f properties D E F Ability to enhance how the transportation system functions Ability to serve regional trips and support existing and future land use Ability to support future plans for Bottineau LRT in the area Assess the ability to enhance mobility, continuity and connectivity Assess the ability to balance trips at the regional access points (TH 169 and TH 610) and provide adequate local access and circulation to adjacent properties Assess how the alternative aligns and works with future Bottineau LRT operations in the study area, including a potential park and ride lot and an operations and maintenance facility G Cost/feasibility Consider constructability of the interchange, as well as magnitude of initial costs associated with adjacent arterial and local street connections H Ability to stage improvements over time Assess the ability to stage the construction of future infrastructure improvements I Ability to maintain the Rush Creek Regional Trail while providing an acceptable alignment, access, crossings and user-experience Assess how the alternative aligns and facilitates the in the study area, including the bridge crossing at TH 169 near nue J Limits impact to TH 169 and TH 610 Assess how the alternative minimizes impacts to the TH 169/610 Interchange and accommodates weaving along TH 169 Note: Traffic operations and safety will be analyzed in the detailed evaluation of the three selected alternatives.

7 ALTERNATIVE #1 - Overpass at nue Alternative #1 Overpass at nue TH 169 access closure at nue Maintains current trail alignment Summary )y The overpass alternative is defined as a future scenario in which access to TH 169 would be closed at nue and a bridge over TH 169 would be constructed. Does not accommodate projected build-out traffic demands to and from the south. Does not impact the. Oxbow Creek Dr Limits the function of Oak way in the overall street network. Requires trips to and from the regional transportation system to use current access points at TH 169/109th Avenue and/or TH 610/nue. These access points are expected to require significant improvements to address operational problems. Potential LRT O&M Facility Accommodates future plans for Bottineau LRT with modifications to the local street system. Results in a slight loss of access to and from the regional transportation system. Oak Pkwy Trails s [ Wetlands Parcels Proposed Project Improvements Other Supporting Roadway Improvements Proposed Trail Improvements
