2 Welcome to this public consultation event for Catalyst Housing being held in relation to the redevelopment of the former Temple Cowley Pools Site... The purpose of this public consultation is to outline the background to the site, introduce the development proposals and explain the rationale of the scheme and to enable local residents and those with an interest in the site to provide feedback which could influence the way the scheme is developed further. Catalyst Housing will be progressing with proposals for the provision of residential development on the site following the City Council s disposal of the site. Oxford City Council took the decision in December 2014 to accept the bid made by Catalyst Housing for the site. The City Council have provided an alternative swimming facility at The Leys Pools & Leisure Centre which opened in January Members of the development team are on hand to answer any questions you may have. In addition, there is a feedback form provided for you to provide us with your comments on the proposals at this stage. TEMPLE COWLEY
3 Catalyst Housing Catalyst is one of the leading housing associations in London and the South East, with over 1,400 homes in Oxford and another 1,200 across Oxfordshire. We build new homes to meet a range of housing needs and budgets, from social rented to shared ownership homes, as well as properties for private sale. We also provide a wide range of community development initiatives, working closely with residents, local authorities and other partners to meet local needs. Catalyst is a charitable housing association with no shareholders. We ve built and managed homes in Oxford for the last 20 years and have a long-term vision for a successful future neighbourhood. All the profits that we make from selling some homes on the open market are ploughed back into our work this includes building affordable homes, and supporting and running a wide range of community development initiatives. We were a founder member of the Leys CDI (Community Development Initiative) and have supported the CDI s vital work with local people for the last 23 years. The CDI helps tackle poverty and sickness, and improves opportunities for those living in the Blackbird Leys area of Oxford. We are committed to tackling the housing crisis and our proposal for the Temple Cowley site will bring much-needed affordable homes enabling more local people to live in the area. City Council Planning Policy There are a number of planning policy documents which relate to developments proposed within the City. This information does not provide a commentary on all of these policies but highlights those which are particularly relevant and applicable to this site. Policy SP54 of the Sites and Housing Plan adopted by the City Council in February 2013 outlined the redevelopment proposals for the Temple Cowley Pools site. Planning permission will be granted for residential development at Temple Cowley Pools. Planning permission will not be granted for any other uses. The development will be expected to minimise car parking spaces on site. Applicants will be expected to demonstrate how the development mitigates against traffic impacts and maximises access by alternative means of transport. Access should be retained through the site to the school. Development should not have an adverse impact upon the setting of the Temple Cowley conservation area. Proposals will be subject to Core Strategy Policy CS21. Catalyst homes on Owens Way in Oxford Policy CS21 of the Core Strategy, adopted in March 2011 states that the loss of existing community facilities will only be supported where alternative facilities can be prepared. There are a number of policies in the City Council s policy documents and supplementary planning documents which relate to design, parking, open space and heritage. Catalyst staff
4 Constraints & Opportunities CONSTRAINTS North vehicle access to the Silver Band Practice Hall with pedestrian access to School Respect the civic feel of the Temple Cowley Library. Consider proximity to adjacent library and existing houses to the south-west boundary. Retain parking spaces for Library use. OPPORTUNITIES North Exploiting the distinctive view to the Oxford Spires and skyline. Reducing the overall mass of proposed when compared to the existing building. Smaller residential blocks sympathetic to the general feel of the area. Enhancing the Temple Road frontage whilst respecting the local identity. Providing the opportunity to create quality landscaped open space and amenity for library users and residents. By changing the use of the site to residential, the proposed scheme will provide much needed housing. 50% will be a mix of shared ownership and social rented units.
5 Transport and Highways ENTRY EXIT A comprehensive assessment of highways and transport matters is being undertaken, the findings of which will be presented in a Transport Statement to be submitted as part of the planning application. The site is in a highly sustainable and accessible location, close to a wide range of local facilities and amenities Nearby busy bus route which provides frequent services to and from the city centre and railway station. Access is proposed from Temple Road, via the existing access that served the swimming pool. Access will be retained to the Silver Band Practice Hall to the north of the site. Pedestrian access to St Christopher s C of E primary school will be provided via the site access road. Estimated 1 vehicle every 3 minutes on average each weekday peak hour (08:00 09:00 and 17:00 18:00). Less than the traffic generated by the previous use of the site. Car parking will be provided at a ratio of 1 space per unit. Allocated parking will be provided for private, shared ownership and disabled units Cycle parking will be provided in accordance with current local authority standards (2 spaces per unit). Adequate access will be provided for refuse vehicles serving the development and emergency vehicles.
6 Design Approach The Proposals Catalyst s plans are to build 48 new homes on the site - a mix of different sized homes, half of which are affordable. Total: 39 units units/acre 60.5 units/hectare Plans include a new green space adjacent to the library. New access road and spaces for 48 cars. The Principles Total: 39 units units/acre units/hectare Total: 221 units 44.2 units/acre units/hectare Proposed Layout Total: 48 units 36.5 units/acre units/hectare Enhancing the setting of Temple Cowley Library with green space link between existing building and proposed. Houses and some apartments benefit from views onto Oxford Spires. NEARBY DENSITIES PLAN 2 Total: 94 units units/acre 136 units/hectare The scheme follows the density characteristics of nearby developments of the Cowley area. 7 Landscape Design * IMAGE SHOWN IS INDICATIVE AND SUBJECT TO FINAL DESIGN AND AGREEMENT. * The landscape design is intended to provide a robust landscape framework to integrate the proposed development into its setting and to provide a positive level of residential amenity for residents and an area for library users. Street frontage onto Temple Road retains existing yew hedging. Within the apartment area, paths and planting are used to create garden privacy zones around terrace and window areas. Central square is a communal space including play elements focussing on 2-6 year age range. The shared central square incudes seating and sculptural play elements. New access road with continuation of dense frontage hedgerows to housing with Italian alder street trees in a stone sett band to the east of the access road. Bollards on access road to discourage street edge parking Stone wall to better define the entrance square. Ornamental flowering garden hedging and planting at the parking court. Birch trees at end of house gardens will frame views out and filter views back to the development without undue shading.
