1 INTRODUCTION This event is being hosted by the promoters of the proposed North Heybridge Garden Suburb who are working with Maldon District Council and other key stakeholders on the preparation of a comprehensive masterplan in accordance with the objectives set out in the emerging Local Development Plan. SUMMARY - WHAT WE ARE EXHIBITING TODAY A draft strategic masterplan framework for: 1,235 new homes A new primary school for Heybridge New relief road and high way improvements Comprehensive flood alleviation scheme Landscaping and public open space Maldon District Council is responsible for putting in place a statutory Local Development Plan to accomodate future growth environments. The emerging Maldon District Local Development Plan (LDP) includes proposals for the development of a new Garden Suburb and associated infrastructure at North Heybridge. The LDP states that planning consent for development of the Garden Suburbs will only be granted if it is in accordance with a masterplan which has been endorsed by the Council. Countryside, Charles Church and Strutt & Parker are working with Maldon District Council and other infrastructure providers to prepare a Strategic Masterplan Framework. This exhibition provides information on the emerging Strategic Masterplan Framework which will guide future development of Heybridge North Garden Suburb. We invite your views and feedback to help shape the Draft Strategic Masterplan Framework which will be subject to further public consultation later in the summer. Please feel free to ask us any questions you may have and we encourage you to complete one of our feedback forms if you have any comments or wish to be kept informed of future future consultation events. This consultation event is presented by the developers in conjunction with Maldon District Council, Environment Agency and Essex County Council.
2 HEYBRIDGE S HISTORY - A GROWING COMMUNITY Heybridge has evolved over the years to meet the needs of a growing population The historic and commercial core of Heybridge is located around the Church of St Andrew and The Street. Commercial and retail uses are also located at the Bentalls shopping centre. The Causeway is the main focus of the District s employment area. There are two existing residential quarters in Heybridge. To the north east of the village, residential suburbs were developed either side of Colchester Road, predominantly in the 1950 s, and more recent development has occurred along Hall Road. A second residential quarter to the north west of the village between Holloway Road and Heybridge Approach was developed in the mid 1990 s. 3 THE EMERGING MALDON DISTRICT LOCAL DEVELOPMENT PLAN What is a Local Development Plan? A Local Plan sets out the planning strategy of an area over its plan period. In Maldon this plan is known as the Maldon District Local Development Plan (LDP). Why we need a Local Development Plan: In order to guide and manage future development, the National Planning Policy Framework sets out that local authorities should produce a local plan. If a local authority fails to have an up to date Plan uncontrolled development may not be successfully defended by the Council. It is, therefore, vital to have a sound Plan in place. The LDP is the means by which Maldon District Council will deliver sustainable development across the Maldon District and provides a spatial strategy for the delivery of the required future employment, homes, retail community facilities and infrastructure provision. The Maldon Local Development Plan Maldon District Council has been working for a number of years on the preparation of a Local development Plan for the District. This has involved extensive consultation and assessment of options for accommodating the growth requirements of the District. Following extensive consultation Maldon District Council submitted the LDP to the Secretary of State in April This document will be the subject of scrutiny by an Inspector at an Examination-in-Public later this year. The Planning Inspector will examine whether the LDP is sound and fit for purpose. He will recommend any necessary changes or modifications. Ultimately he will decide if the LDP is ready for adoption by Maldon District Council. Following the Examination-in-Public, a report may recommend changes to the emerging Local Development Plan. This may result in changes to the Strategic Masterplan Framework for North Heybridge Garden Suburb. (Note: the exhibition does not show the SMF.) The Local Development Plan proposes the allocation of 1,235 new homes and associated community facilities and infrastructure at North Heybridge, on land between Langford Road and Broad Street Green Road. Policy S4 of the Local Development Plan supports the development of a Garden Suburb incorporating the following: 1,235 new homes A new one form entry primary school Two new 56 place early years and childcare facilities Financial contributions to the expansion of the Plume School Provision for youth and children s facilities A new outer relief road A country park focussed to the west of Maypole Road A strategic flood alleviation scheme The Local Development Plan establishes very broad principles. However, the new Garden Suburb should be attractive, it should be well-designed and should be a successful place where people will want to live and enjoy new and existing facilities. The purpose of the Strategic Masterplan Framework In addition to policies in Local Development Plans; Councils can also adopt Supplementary Planning Documents (SPDs). SD01 MALDON DISTRICT Pre-Submission Local Development Plan SPDs are intended to provide more detailed advice and guidance than is included in Local Development Plan policies. National planning policy recommends that SPDs should be used where they can help applicants make successful applications or aid the delivery of infrastructure. Maldon District Council have set out in Policy S4 that a Strategic Masterplan Framework will be prepared for the Heybridge North Garden Suburb. Once prepared, this framework will be consulted on and will be adopted as SPD. The Council will consider any future planning applications for the Heybridge North Garden Suburb against the Strategic Masterplan Framework SPD, to see if applicants comply which the principles that it will establish. The comments received today will be taken into account in the preparation of the Draft Strategic Masterplan Framework for North Heybridge Garden Suburb. Subjectto endorsement by maldon District Council, this will be subject to a six week public consultation operiod later in the Summer. MALDON DISTRICT Local Development Plan Preferred Options 2013
4 A GARDEN SUBURB FOR HEYBRIDGE NORTH OUR WORK SO FAR A Vision for Heybridge North Garden Suburb Work on the Emerging Strategic Masterplan Framework The VISION is for a highiquality, vibrant and distinctive new neighbourhood: This exhibition follows extensive consultation and consideration in relation to the Local Development Plan over the last three years. One that delivers new homes, infrastructure and facilities That complements and enhances the character of the District Maldon District Council and the developers, working alongside ATLAS part of the Government s Homes and Communities Agency, have commenced the preparation of a Strategic Masterplan Framework. A key ingredient of this approach is partnership with key agencies. Protects and enhances the environmental qualities of the area The OBJECTIVES of the Garden Suburb include: A mix of housing including affordable homes and elderly provision Linked green spaces A new country park Retention and enhancement of pedestrian and cycle tracks Flood alleviation measures and a comprehensive sustainable drainage system Protection of habitats Provision of community infrastructure: - Primary school - Local centre - Community buildings - Healthcare Key Garden Suburbs Masterplan Area / Strategic Allocation Area In order to understand the development potential of the site and the delivery of LDP Policy S4, work has been undertaken to understand the site, its characteristics, constraints and opportunities. These are illustrated here and have shaped the form of the masterplan. Garden Suburb: 1235 Most recently, a Stakeholder Workshop took place on 7 March This was undertaken with the support of ATLAS. The Stakeholder Workshop considered issues of: movement and access environment and landscape design and townscape; community infrastructure and housing Strategic Allocation: 100 µ Delivery of these objectives must be seen as a partnership, with a number of agencies having a role. The outputs from the Stakeholder Workshop has informed the vision and objectives for the development of the North Heybridge Garden Suburb and the emerging masterplan proposals which we are seeking your views on today.
6 STRATEGIC MASTERPLAN FRAMEWORK Local Facilities Where the homes will go The Strategic Masterplan Framework SPD will establish more detailed objectives and design criteria which will shape the new Heybridge North Garden Suburb. Once adopted, the Framework will establish the vision and principles against which planning applications will be considered. The LDP masterplan will make provision for: 1,235 new homes A new one form entry primary school Two new 56 place early years and childcare facilities KEY DEVELOPMENT AREAS EXISTING WOODLAND BLACKWATER COUNTRY PARK EXISTING HEDGEROWS EXISTING WATERCOURSES PROPOSED FLOOD ATTENUATION PROPOSED ON SITE WATER STORAGE PROPOSED RELIEF ROAD PROPOSED ROADS PROPOSED FOOTPATH NETWORK A new local centre, providing a small range of shops and services to the new and existing community will be well-placed at the heart of the Garden Suburb as well as a primary school and early years facilities. New homes are proposed in the area of land between Maypole Road and Broad Street Green Road. Financial contributions to the expansion of the Plume School PROPOSED PLAYING FIELDS PROPOSED OPEN SPACE Provision for youth and children s facilities A country park focussed to the west of Maypole Road GATEWAYS INTO SITE NEIGHBOURHOOD CENTRE SCHOOL SITE A strategic flood alleviation scheme The masterplan will provide a comprehensive framework for future planning applications. It addresses strategic issues such as: Layout principles Infrastructure delivery Access Green spaces Community facilities This exhibition shows work in progress and seeks feedback. Your feedback will inform our ongoing work on the Strategic Masterplan Framework. Where the relief road will run through A new road to the north of the development will link Broad Street Green Road and Langford Road, providing a new route around Heybridge in order to reduce congestion in the centre of the village. What type of homes will be provided? The new Garden Suburb will provide a range of housing types and tenures including affordable housing and housing for older people to meet the needs of the existing and future community.
7 DELIVERING THE NECESSARY INFRASTRUCTURE We recognise the Garden Suburb is not just about housing; the LDP is clear that the North Heybridge Garden Suburb will be required to provide infrastructure and community facilities as well. Delivery of the Garden Suburb, the new homes and infrastructure, will be funded by the development and controlled through legal agreements entered into by the developers, Maldon District Council and other appropriate bodies. A new primary school for Heybridge A new primary school, and early years care, will be provided alongside the local centre. Flood alleviation Strategic flood alleviation and Sustainable Urban Drainage systems are key requirements of the development of the Garden Suburb. These will be designed to the criteria and standards employed by and to the satisfaction of the Environment Agency, Essex County Council and Maldon Council. Implementation will require agreement as part of the planning application approval process. Maldon District Council, Essex County Council and the Environment Agency would consider matters in detail prior to granting any planning permission. Public open space and country park Open spaces and landscaping will be important parts of the quality and character of this new garden suburb. The proposed framework is designed around key existing features including Heybridge Wood, a new country park and other existing green and blue infrastructure. An extensive network of green spaces is proposed to provide an attractive setting to the Garden Suburb and protect and enhance wildlife and biodiversity Relief road The proposed relief road is shown from Langford Road to Broad Street Green Road. This road will be well landscaped to ensure that it is integrated into its setting. It will accommodate the traffic impacts associated with the new development. There will be no provision for through access from Holloway Road to the relief road. Consideration is being given to the southern end of Maypole Road providing a bus only function. This will prevent its use as a rat run. Necessary improvements will also be undertaken to the wider highway network. Leisure provisions/sports fields A series of new sports pitches and play areas will be provided within the garden suburb, offering the community a variety of leisure opportunities to suit all ages. The promoters will to work alongside local groups so that these facilities are popular, attractive and well-used. Healthcare/community facilites The new Garden Suburb will include include a local centre comprising some shops and services to serve the new and existing community. The promoters are working Maldon District Council and the NHS to determine the appropriate form of provision.
8 NEXT STEPS Thank you for attending today s exhibition. LDP Examination-in-Public and adoption An independent Planning Inspector will be undertaking an Examination-in-Public of the Local Development Plan in Autumn The LDP could be adopted late 2014; for further information please see the Council s website: The Council intends to adopt the North Heybridge Garden Suburb Strategic Masterplan Framework as SPDs following the adoption of the LDP, to provide the framework for determination of the determination of planning applications in due course. Amendments to the Strategic Masterplan Framework may be required to reflect any modifications arising from the EiP of the LDP which relate to the policies supporting them. The Strategic Masterplan Framework Comments from this exhibition will be reviewed and taken into account in the preparation of a Draft Strategic Masterplan Framework, which will be presented to the Planning and Licensing Committee will be considered by Planning and Licensing Committee for endorsement for a six week public consultation later in the summer. All comments received will be considered by the Council and appropriate changes made before the masterplan is endorsed Future planning applications will be prepared in accordance with the North Heybridge Garden Suburb Strategic Masterplan Framework.
