2 I. OVERVIEW OF TAM KY 1 Geography - Quang Nam s Tam Ky City consists of 9 wards and 4 communes, covering an area of 92,8km 2 with the population of 11,000 people. It serves as Quang Nam s political, economic, cultural, science and technology hub. - Located in the middle of Vietnam and the central economic region, 70km away from Da Nang City, 40 km from the world s two heritages - My Son & Hoi An- 30 km from Dung Quang Economic Zone (EZ) to the north, with 2/3 of its land covered by Chu Lai Open Economic Zone (OEZ). It has the coastline of 8km long in the east, a beautiful beach Tam Than and 3 beaches designated for tourist development. It s close to Phu Ninh Lake and has 5 mountains and 5 rivers.

In general, the productive potential has been evoked, the investment resources have been mobilized efficiently. The facilities and infrastructure upgraded increasingly, the citizen life has been guaranteed in term of political security and social order and safety.

VISION AND DRIVERS OF DEVELOPMENT 1 Vision through 2050 Green Capital City * Striving to become a Grade 1 City closely aligned to Chu Lai OEZ and Phu Ninh Lake. * Being one of economic pillars in the central economic region along with Da Nang City and Dung Quat. * Being a modern city. * Being a city of cultural identity.

Being a pillar in the central economic region, and a critical focal point in the coastal economic chain Da Nang - Quang Nam - Quang Ngai. 3. Being a supporting center for Chu Lai OEZ and other cities like Hoi An, Dien Nam Dien Ngoc, and the western part of Quang Nam. 4. VISION AND DRIVERS OF DEVELOPMENT 3 Drivers of urban development - Driver 1: Favorable geographical location as part of the growth triangle Phu Ninh - Tam Ky - Chu Lai. - Driver 2: being Quang Nam s political, administrative and cultural hub. - Driver 3: An economic hub with service, tourism, hi-tech and industry supporting Chu Lai OEZ. - Driver 4: A supporting center for Quang Nam s key urban areas and economic regions in a balanced division of labor with Da Nang City and Quang Ngai. - Driver 5: A hub of transport, cultural exchange, tourism, trade and services in the region.

10 1 Spatial development and urban architectural symbiosis with enriched green zone and water environment b/ Solutions: - Channel resources to high priority projects, e.g. Dien Bien Phu road and bridge; Ky Phu bridges 1,2, Bach Dang road, 1A National Highway extension, coastal road. - Developing new urban areas: Hoa Huong eco-city (50ha), Tecco533 eco-city (200ha, Phase1 60ha), Tan Thanh new urban area (45ha)- model city in Tan Thanh Ward. - Implement green zone and park projects, e.g. 24/3 Square renovation, Tam Ky Riverside Park, Vietnamese Heroic Mother Statue Parl, Dam River Park, Dam Nhong Cultural-Tourist Park, lakeside parks, An Ha Hill Park.

11 2 Sustainable development of agriculture, forestry and fishery a/ Direction: Objectives of agricultural, forestry and fishery development: + High productivity and safe agricultural production. + Agricultural land conservation and concentration. + Agricultural modernization. + Urban agricultural development. b/ Solutions: - Develop the plan for investment in production clusters, e.g. vegetable plantation, aquaculture along the Tam Ky and Truong Giang Rivers, new rural area in Tam Ngoc commune. - Develop the plan for growing, processing and producing functional herbal medicine.

12 3 Supporting and green industrial development a/ Direction: - Linking Thuan Yen Industrial Park with Truong Xuan Industrial Clusters 1 & 2 to form a 220ha industrial complex. - Tam Thang Industrial Park (300ha) designated to be a hi-tech park. - Clean industrial development, e.g functional food and craft production for export, garment and supporting industry. b/ Solutions: Infrastructure development in Thuan Yen, Truong Xuan and Tam Thang Industrial Parks.

13 4 Regional tourist center a/ Direction: - City-oriented tourism development in Tam Ky. - Green zones and lakes to facilitate recreational activities. - Large public spaces to create a robust and vibrant image. - Tourism aimed at promoting historical, cultural and natural values.
