1 1 THE CIVIC DISTRICT DEVELOPMENT OPPORTUNITIES The Civic District is the physical and emotional heart of the downtown. It is also a major gateway into the central core, establishing the image and identity for the greater community. Veteran s Memorial Park and the historic civic buildings such as the Lake County Courthouse, Painesville City Hall and churches all support the feel of a town center and enhance the experience of the district. However, the lack of a bold gateway, the plethora of surface parking lots, vehicular-oriented environment and the inconsistent streetscape take away from the true potential of this unique place. The following objectives summarize the community s aspirations to improve their Civic District: DISTRICT OBJECTIVES - Consolidate City / County facilities into a defined campus - Concentrate daytime C t t public bli d ti employees and activities - Focus investment and activity around Veteran's Park - Establish a critical gateway from the north into the Downtown - Develop a transit hub in a centralized location - Promote a more pedestrian-friendly environment PAINESVILLE DOWNTOWN PLAN

2 THE CIVIC DISTRICTTHE CIVIC DISTRICT DEVELOPMENT OPPORTUNITIES 1 Building from its existing state as the Civic District, interventions within this area revolve around focusing and consolidating future civic and county growth in this district. The notion of creating a Lake County Campus will intensify the civic synergy that already exists here, focusing a plethora of jobs and daytime activity right in the heart of the downtown. This critical mass will provide support and nourishment to the surrounding downtown, and provide a sense of stability for the surrounding community. Another major focus in this district involves enhancing the entrance to the downtown. As it exists today, the approach to the downtown from the north along Richmond Street t is characterized by fast food restaurants and strip shopping centers, with no real sense of approaching something special, except for a glimpse of historic steeples in the distance. This master plan proposes mixed-use buildings at the intersection of Richmond and Erie Streets to make a bold statement and signify one s arrival as people approach the downtown core. In place of auto-oriented, single-use buildings, two four-story buildings containing storefront retail on the ground floor and offices above would line the streets to clearly define the important intersection and public realm. Further enhancing the Civic District s role as the heart of the downtown, the plan proposes a new transit hub along Erie Street. This facility is intended to provide a main location for LakeTran that includes a comfortable waiting environment for passengers and off-street parking for busses. As part of a previous planning study, two potential sites were chosen to locate the new facility, including this site along Erie Street. Through this master planning process, the Erie Street site within the Civic District was deemed an ideal location for the new transit hub because it is centralized, easily accessible and surrounded by numerous jobs. As an activity generator, the transit center also has the ability to encourage development, investment and vitality throughout its surroundings. Retail and public space should also be integrated t into the site design to further the transit center s role as a community hub. A new mid-block pedestrian connection between Park Place and Erie Street is proposed to provide a direct connection between the transit center, Veteran s Park and surrounding development. Renovations and adaptive re-uses are also important to revitalizing the Civic District. Both Victoria Place and Chase Bank are substantial buildings directly on Veteran s Park that greatly influence the vitality of the place. Enhancements that refresh the exterior and compliment the surrounding historic buildings paired with updates to the interior will re-activate the southern portion of the square and add to the spirit of the overall district. 4 THE CIVIC DISTRICT THE CIVIC DISTRICT INFRASTRUCTURE ENHANCEMENTS 1 As the civic heart and critical gateway to the downtown, infrastructure enhancements in this district are vital to improving the image and pedestrian-friendliness. Richmond Street is a major access route into Downtown Painesville does little to p provide a welcoming presence to the town center. SSimilarly, but its composition p gp y, while Veteran s Park is a beautiful public space and gathering place for the community, the road that surrounds it takes away from the engaging experience and caters more to the vehicle than pedestrian or cyclist. Infrastructure enhancements in this district aim to provide a welcoming, uplifting, walkable environment that is uniquely Painesville. The following overall goals and subsequent detailed directives describe the Civic District streetscape enhancements: INFRASTRUCTURE GOALS - Reinvigorate Veteran s Park as the center of community and identity in the downtown REDISCOVERING - Reestablish the intersection of Richmond Street and Erie Street as a critical gateway into the downtown 59

5 1 THE CIVIC DISTRICT INFRASTRUCTURE ENHANCEMENTS RICHMOND STREET / LIBERTY STREET Narrow Richmond Street to allow for wider sidewalks and a central median Create green tree lawns with continuous street trees and pedestrian amenities within the expanded sidewalk Incorporate a landscaped median to beautify the street and shorten crossing distances Integrate district signage and public art at the intersection of Richmond and Erie to enhance this critical gateway Implement landscape buffers between sidewalks and parking lots Provide crosswalks with special paving at every intersection INFRASTRUCTURE KEY P A I N E S V I L L E D O W N T O W N P L A N
