1 Notting Hill Housing & The Development Team Welcome to Notting Hill Housing s final consultation event about the Western Avenue sites. This is the third and final consultation event that has been held for the local community to view Notting Hill Housing s proposals. A planning application for the scheme will be submitted shortly to the London Borough of Ealing (Ealing Council). Notting Hill Housing is one of the most innovative housing associations in the UK and one of the largest property developers in London. We offer high quality housing across the market sale and rental, shared ownership and affordable rental markets. Notting Hill Housing has purchased five sites along the A40, in Ealing to deliver much-needed high quality housing. There will be affordable and market housing ranging from larger family homes to apartments. Founded in 1963, Notting Hill Housing Group is one of the largest, most experienced, innovative and financially secure housing associations in the UK, employing approximately 800 staff, managing over 30,000 homes and housing over 65,000 people. Since its inception, it has enabled 6,000 people to purchase their own home. Notting Hill Housing also delivers regeneration projects and new developments across London. All profits from operations go back into creating better housing in London and the South East. Notting Hill Housing offers many different types of housing, but with one common goal - providing better homes. Homes that are affordable, comfortable to live in and well maintained. We make this happen by building quality homes, being a good and fair landlord and importantly doing the things that matter to our customers. The Team Notting Hill Housing is working with an experienced professional development team to develop the schemes for the sites. bptw partnership is a UK industry leader in urban regeneration and an awardwinning architectural practice. We are exemplary designers and leading planners of innovative schemes, providing sustainable, robust and creative results. Our approach is centred on people and we are committed to creating better places to live, work and play by designing high-quality buildings. bptw and Comm Comm UK are working together to deliver the public consultation. Comm Comm UK is an acknowledged expert in consultation and community relations within the built environment, achieving clients aims and adding value to projects. It works with local communities and stakeholders at all stages of projects across planning applications, large-scale infrastructure and construction. CgMs, a private limited company found in 1997, is one of the largest independent planning consultancies in London. The main London office has a planning team of some 45 planning professionals and provides a range of development and planning services. The team has a wealth of experience delivering residential schemes within London. Allen Pyke Associates is an award winning, independent landscape architecture, urban design and environmental assessment practice with extensive professional experience across the development industry. The practice is involved in projects from initial site assessment, feasibility, vision and concept design stages through to master planning, clearing conditions, detailed hard & soft landscape design, impact appraisal, contract administration and landscape management. We are also experienced in facilitating and attending public consultation events. Our team of designers specialise in the design and delivery of high quality, well considered housing schemes. We are passionate about designing meaningful places that integrate into the surrounding context and provide landscape settings that enrich the lives of residents and the public.
2 The Sites Notting Hill Housing, together with the professional team, is progressing with housing proposals for sites 1, 2, 3, 11 and 12. We started public consultation in October 2013, when we asked the local community for initial feedback. Last July, we held another round of consultation events for the community to view and feedback on our emerging proposals. We have also held a number of meetings with Ealing Council and Transport for London. The final proposals that we are exhibiting here today will be submitted to Ealing Council as a planning application shortly. Through excellent and innovative design, our vision is to create high quality new homes while providing the green corridor and complementing the surrounding residential areas. We will ensure that good environmental standards are achieved to make this a suitable place to live. These sites have been empty for some time as the previous housing was demolished to make way for an earlier proposal to widen the A40. Transport for London bought these sites, as well as a number of others, along the A40 through Compulsory Purchase in the early 1990s. They planned to widen the route to increase the capacity of the road. However, this scheme is not going forward and so all of the sites are being sold. Ealing Council and Transport for London s vision for all 13 sites is that any development will maintain the green corridor and make provision for improved pedestrian and cycle routes. Ealing Council allocated the sites purchased by Notting Hill Housing for residential use in Notting Hill Housing intends to develop the sites for a mixture of housing including affordable rent, shared ownership and market. The final scheme has: 182 new homes 37 family houses and 145 apartments 85 off street parking spaces Approximately 50% affordable housing across the five sites Map showing sites along A40
3 Consultation & Feedback Since we launched our community consultation in October 2013, we have had feedback from local residents, Ealing Council and Transport for London. A number of changes have been made to the design as a direct result of this consultation. Changes include: We have increased the amount of landscaping in the green corridor We have moved most parking spaces into undercroft car parks and out of sight More individual entrances to the apartments at ground floor level break up the façade and create interest The number of new homes has decreased from 196 to 182 We have maximised the number of family houses and homes We have increased the amount of private amenity space across all sites We are offering approximately 50% affordable housing in a mix of rent and shared ownership. Changes to Sites 1-3 We have removed one of the blocks of flats from Site 1 and replaced it with three family houses with gardens to enable an increase in the area for landscaping Changes to Sites We have reduced the height of the proposed building on Site 12 from 6 storeys to 5 storeys We have replaced two apartment blocks on Site 12 with three smaller apartment blocks. This helps to break up the façade. We have improved the gardens behind the new buildings and away from A40 We have changed the parking so that it is concentrated into the centre of the sites and hidden from view in undercroft car parks. 4 Green Corridor & Landscaping A tailored landscaping strategy has been developed for each site although there are common elements to each, including: Enhanced landscaping in front of the new homes as part of the green corridor, including new trees and shrubs Footpaths and access roads in front of the new homes Low level lighting within the landscaping The potential for biodiverse roofs on new homes A green link across the rear of the sites to enhance biodiversity and movement for animals and insects, which link to existing wildlife corridors. 975mm 1.2m Footpath 2m 3.2m Nominal 7m Width - Varies 7.5m TFL Proposals A40 Indicative Section: Site 2 Additionally, each site has private and/or public amenity space including: Private gardens for houses and communal gardens for apartments Toddler and children s play space in rear gardens and a communal play space on site Off site contribution to improve local play facilities. Transport for London s cycle and footpath will be between the road and the enhanced landscaping. There will be an additional planted verge as well as bus stops, lighting and signage.
