If an approved jurisdictional determination is completed as part of the review process for this application, a copy will be posted on the St. Paul District web page at the following link: Project PROJECT DESCRIPTION AND PURPOSE: St. Michael MF, LLC proposes to discharge dredged and fill material into wetlands in association with construction of a multi-family residential development on a 24-acre property in the city of St. Michael. The applicant s stated project purpose is to create a high-density residential community connected to municipal utilities and in proximity to a variety of amenities and commercial and public services in the city of St. Michael. The proposed project includes the following components: 1. Construction of four, three-story apartment buildings totaling 208 apartments. 2. Construction of associated parking lots with a total of 428 stalls. 3. Construction of a paved access road connecting the development to MacIver Avenue. 4. Construction of a paved pedestrian trail along the south side of the access road. 5. Construction of multiple stormwater detention basins. NAME, AREA AND TYPES OF WATERS (INCLUDING WETLANDS) SUBJECT TO LOSS: The project would impact 1.49 acres of wet meadow type wetland (1.16 acres of fill, 0.33 acre of excavation), and would permanently fill 0.12 acre (668 linear feet) of two drainage ditches. 1

2 ALTERNATIVES CONSIDERED: The applicant stated they considered the following alternatives while planning this project: 1. No-Build: The No-Build Alternative would avoid all impacts to aquatic resources associated with the project. 2. Wetland Avoidance Alternative: The Wetland Avoidance Design would completely avoid wetland impacts. This alternative includes only 142 apartment units. 3. Water Resource Avoidance: The Water Resource Avoidance Design was considered. This would avoid the ditch that runs south through the development. 4. Overall PUD Plan: The Overall PUD Plan included 112 townhome units and 222 senior condominiums in the current project area, for a total of 334 residential units (Figure 10), 60% more units than the current proposal. The Overall PUD Plan would impact 6.79 acres of wetland on the site. 5. Overall Site Plan: The Overall Site Plan included 86 townhome units and 419 senior apartments in the current project area, for a total of 505 residential unit, 143% more units than the current proposal. The Overall Site Plan would impact 6.79 acres of wetland on the site. 6. Recent Design 1: Recent Design 1 includes 344 apartment units distributed among six 3- story apartment buildings, 65% more units than the current proposal. Recent Design 1 includes throughways for traffic, parking, ponding, trails, a clubhouse with amenities, a pool with a fountain, a lawn and dog park, hot tub, BBQ grills, an arbor with a fire pit, lounge chairs, and a bocce ball court. This alternative would impact 6.79 acres of wetland on the project site. 7. Recent Design 2: Recent Design 2 includes 352 apartment units distributed among four 3- story apartment buildings, 69% more units than the current proposal. Recent Design 2 includes through streets, parking, ponding, trails, a pond with a fountain, a lawn and dog park, BBQ grills, and an arbor with a fire pit. This design would impact 6.79 acres of wetland on the site. AVOIDANCE AND MINIMIZATION (as described by applicant): The application included alternatives considered and practices proposed to minimize wetland impacts. Alternatives were evaluated to consider available wetland avoidance opportunities. The alternatives analysis demonstrates there are no feasible and prudent alternatives available that would completely avoid wetland impacts. Mitigation The applicant proposes to mitigate for permanent wetland losses through the purchase of 2.98 wet meadow wetland credits from Minnesota Wetland Bank Account No. 1544, Paumen Farms Wetland Bank. Federally Listed Threatened and Endangered Species According to the Official Species List which was obtained from the USFWS Information for Planning and Conservation (IPaC) website on February 2, 2017, the following species are found in Wright County, Minnesota: 2

3 Northern long-eared bat Threatened Hibernates in caves and mines - swarming in surrounding wooded areas in autumn. Roosts and forages in upland forests during spring and summer. Historic Properties The latest version of the National Register of Historic Places has been consulted and no listed properties (known to be eligible for inclusion, or included in the Register) are located in the project area.
