1 WELCOME INTRODUCTION Castlefields Welcome and thank you for visiting this exhibition on the emerging Masterplan. The Slopes Halton Village is one of ten demonstrator sites across the UK chosen to represent a cross-section of new housing developments in England as part of the Healthy New Towns Programme. These sites were chosen to rethink how health and care services can be delivered. The programme presents an opportunity to relink planning and health to create healthier places through good quality placemaking, uniting public health, NHS providers, commissioners, planning and housing development. Halton Lodge ASDA Shopping City Trident Retail Park Hallwood Park East Lane House Town Park The Uplands The Masterplan and Delivery Strategy aims to create a framework set around a vision for regeneration with health and well-being at the heart of the proposals. Halton General Hospital Palace Fields The emerging Masterplan identifies opportunities connected with the Halton Hospital and Well-being Campus, alongside potential new development sites. It considers transport and movement issues, examines the landscape and looks to see how the assets within Halton Lea and its surroundings can be best used to the advantage of those that live, work and visit there. The Masterplan builds on work to date as part of the Healthy New Town Programme and will help support the ongoing vision to create a vibrant place to live. Beechwood Hallwood Estate The Glen THE STUDY AREA THE VISION Halton Lea will be a thriving vibrant town centre that provides for the needs of the community, and supports a wider area where all people young and old can enjoy a good quality of life in a healthy, sustainable, modern urban environment. Building At the heart of the proposals is a new Hospital and Open space Wellbeing Road Centre. The plans are based around the uld@wyg.com retention of the Cheshire and Merseyside Treatment Centre, the re-provision of the existing services (including Brooker Centre services) and additional services and facilities. The new centre is proposing to include a health & wellbeing facility, incorporating an intermediate and rehabilitation centre, a leisure facility, a community and arts & craft centre, and a range of housing types including multi-generational housing, a nursing home and nursery. It will offer opportunities for the local community to learn and develop their skills in order to help them to fulfil their potential. It will create opportunities for the community to increase local wealth and equality, supported by a thriving business community within a safer, stronger and more attractive neighbourhood. It will boost health and well-being within the community through increased opportunities for the community to be active and engaged. HALTON HOSPITAL SITE ( GILLING DOD)

PEDESTRIAN AND CYCLE ROUTES ARE LIMITED AND ARE SEGREGATED FROM THE STREET LEVEL, THIS IMPACTS ON PEDESTRIAN MOVEMENT IN THE AREA
3 PROPOSED MASTERPLAN OBJECTIVES Social Healthy people and places - Enabling a healthier community through improvements to support increased opportunities for physical exercise, access to good quality public spaces, engagement with food growing and reconnection with local heritage Inclusive and a sense of community -Inclusive design will provide for the needs of all ages, and those with additional needs. Creating new activity focused spaces and a welcoming environment will bring people together, fostering a sense of community Halton Healthy New Town Square - an inclusive space for events and socialising Healthy New Town Square and gateway to Halton Lea Community gardens and growing space Edible landscapes, foraging trails and activity points Public art connecting north - south, reengaging people into spaces Reconnecting neighbourhoods through infill development, reducing isolation Environmental Safe, welcoming streets and places - Attractive and well designed for all modes and will increase use by pedestrians and cyclists. Perceptions of safety will be enhanced through natural surveillance and increased maintenance. Connections and legible routes Attractive, usable green infrastructure - Attractive gateways and usable areas enhanced through the provision of new features or activities. Within the town centre core the area will be enhanced, through the use of greening and creation of new spaces Linking spaces through health trails and improved on street landscaping - New Town Park Gateway Removal of dual carrriageways subways and creation of safe and accessible overground crossings Linear parkways along East Lane and West Lane Signposting and wayfinding through street materials - engaging all users Lighting of spaces - at Shopping City along Fourth Avenue Ecology improvement area at the Glen Economic Mixed use development north of Shopping City Sites providing frontage onto green space A diverse, successful town centre - support a wide range of retail, commercial and community activity, including an improved evening economy and leisure offer. An attractive destination with an increasing residential population to further boost activity New town centre gateway to create leisure hub Popular residential developments catering for a range of occupants - A range of tenures to cater for individuals through to large families, attracting new people to the area and diversifying the local economy. 4 PROPOSED MASTERPLAN MASTERPLAN PROPOSALS The emerging Halton Healthy New Town masterplan creates an overarching plan to what the transformation of Halton Lea could look like. Projects are numbered and described on the following board. 5 PROPOSED MASTERPLAN & KEY PROJECTS MASTERPLAN PROJECTS SHORT TERM (up to 5 years) MEDIUM TERM (5 - years) Community Gardens - gardens with growing space, seating and natural play areas Health Trail - a way-marked pedestrian and cycle friendly trail linking around the town centre and adjoining residential areas to encourage activity. Foraging along the trail is encouraged by edible planting such as fruit trees and herbs Health Trail Activity - areas along the health trail where activity is encouraged through equipment or actions Town Park Gateway - New attractive and opened up entrance way to Town Park, creating a new urban space that connects to the town centre and bridges into the wider Town park area Castle View Residential conversion - the conversion of this former office block to residential accommodation is now underway Hospital and Well-being Campus - re-provision of hospital and Brooker Centre services in new campus with additional health services such as step down care and rehabilitation provided. Site proposed to include a leisure centre, a community hub, a multi-storey car-park, a nursing home, a nursery and residential accommodation to include multi-generational housing. Whilst this project is proposed to start in the short term we anticipate delivery of the campus to be within the longer term timescale The Glen - an improved area to support ecology and biodiversity with woodland trail and improvement to subway linking to cycle route 562 under the expressway Glen Residential - emerging allocation for residential development and the inclusion of play area Second Avenue Square - Mixed use / residential area accommodating existing uses through retention or relocation, and new residential development way - removal of subway, and replacement with over ground crossing and new entrance way to link the town centre and The Slopes open space way Residential - new homes to link the village and town centre, to create a safe and accessible link to the town centre. This extends the emerging housing allocation but retains a green corridor at the way frontage Linear Parkways - creation of linear parkways along East Lane and West Lane, supporting cycle and pedestrian movement. The parkways will include natural play equipment, sensory areas, and activity areas as part of the Health Trail Halton Gateway Square - a new public space and leisure area to provide a new public space for gathering and social activity, it will create a new arrival experience to Halton Lea East Lane Residential - the former East Lane House and Territorial Army campus initially will provide a residential opportunity with further sites to the south of Crown Gate to be drawn in later Hallwood Residential - new homes to link the existing community to the town centre via a new entrance into Trident retail park Trident Square - enhancement of the public space to create a focus for activity within the retail park Creative lighting scheme to Fourth Avenue to create a more attractive space LONG TERM ( + years) Flyover removal - the removal of the flyovers to create level access to buses which would still operate within designated lanes New entrances to Shopping City to create access from street level to support movement around the town centre at street level enabling the removal of the pedestrian bridges Hallwood Link Road - downgrading of dual to single carriageway to enable development to front street Hallwood Link Residential - emerging allocation for residential extended to the street frontage of Hallwood Link Road Hallwood Edge Residential - emerging allocation for the extension of Hallwood Park residential area 1. HALTON HEALTHY NEW TOWN GATEWAY SQUARE 1 A new arrival to Halton Lea is created through a new town square, supporting the enhancement of the existing leisure economy. Located in proximity to the cinema, the new leisure and retail space would also support the evening economy and be orientated towards creating a family friendly environment through restaurant and cafe provision
