1 KONZA TECHNOPOLIS DEVELOPMENT AUTHORITY 1.0 INVITATION FOR EXPRESSION OF INTEREST Konza Technopolis Development Authority is the implementing agency for the development of Konza Techno City,a flagship project under the Kenya Vision 2030 Development Plan. The Government plans that Konza Techno City grows into a sustainable, world-class technology hub with a vibrant mix of businesses, workers, residents and urban amenities. It is anticipated that the project will create 16,675 jobs in the medium term (2018) and over 200,000 by the year 2030 thereby positioning Kenya as an ICT hub within the region. The Konza Technopolis Development Authority (KoTDA), the implementing agency is seeking qualified Planning and Engineering Consultancy firms that demonstrate the appropriate expertise and experience to perform design, preparation of tender documents and supervision of construction services for the Phase 1A Streetscape and Infrastructure project for Konza Techno City. 2.0 ROLE FOR CONSULTANCY SERVICES The main role of the Consultants to be engaged under this invitation for expression of interest is to prepare Detailed Designs and Tender Documents for the proposed public infrastructure works under Phase 1A, to be followed by Consultancy Services for Supervision of Construction for design of streets, and associated utilities for the Phase 1A area. Under this invitation for Expression of Interest, KOTDA intends to shortlist suitable Consultants for carrying out Detailed Designs and Tender Documents of proposed infrastructure work followed by Construction Supervision for works to be carried out under Phase 1A. The Phase 1A site consists of 34 +Hectares which service an equivalent population of 5,000-10,000 persons. 3.0 BACKGROUND Request for Expression of Interest Consultancy Services: EOI/KoTDA/77/ Detailed Design, Preparation of Tender documents and Supervision of Phase 1A Streetscape and Utility Construction for Konza Techno City The Konza Techno City (KTC) is a project of the Government of Kenya implemented through the Konza Technopolis Development Authority (KoTDA). The Government of Kenya has taken the lead for this industry in Eastern Africa through developing Konza Techno City. 1

2 KTC s urban design shall demonstrate the most progressive principles of sustainable street and mobility planning. The goal is to leapfrog over the automobile orientation of urban development in the 20th century directly into adoption and showcasing of all the innovations of 21st century mobility. In doing so, KTC will be a model for promoting these ideas to the whole region. In general, streets are no longer seen as the primary domain of the polluting automobile, but the domain of public life and active citizenry, who can chose to move in a variety of healthy and safe ways around their clean aired city. Not only will Konza s residents have options for transport, they will be supported to take advantage of new ideas like car and bike share, as well as ICT integrated transport options such as public auto and taxi systems. The key elements and strategies that will be instrumental in creating the sustainable streets and green infrastructure of KTC are: a) Accommodate all users including non-automobile options b) Promote safety and universal access c) Create dynamic and vibrant urban spaces that enhance cultural diversity while providing a unique sense of place d) Consider climate and comfort with the creation of inviting spaces for people of all ages and groups e) Align streets with proper land use to promote a wide range of typologies of economic vitality f) Prevent excess pavement and promote the integration of natural systems within the public realm g) Encourage physical activity with safe environments for pedestrians and bicyclists The basic principles of KTC s street and mobility plans are expressed by the concepts of people and community centered streets, transit choice, Transit Oriented Development, Multi-modal Interface, Complete Streets, Living Streets, Green Streets, all coupled with a vibrant and animated Public Realm. 2

3 KTC Phase 1A is currently planned to include 168,000 m 2 of buildings on 34 hectares (~ 1/7% of total land). This is intended to be sufficient critical mass to demonstrate the type of high quality physical environment and attractive business environment that will catalyze subsequent development on the remaining 2,000 hectares of KTC land. Due to the distance from Nairobi, Konza will be a stand-alone city and will include all segments of Kenyan society. It will represent the type of open, inclusive and vibrant social environment that will attract the best Kenyan and international technology experts and businesses. KTC will demonstrate many aspects of smart city planning for energy, water, transportation, landscaping, wastewater, drainage and water quality, security and entertainment. Significant attention has been paid to studying what will attract businesses with an emphasis on reliable, high quality, and low cost utilities and public spaces. KTC intends to be an affordable, clean, and vibrant community where residents walk, ride bicycles or ride clean and fast public transportation. Success indicators for KTC Phase 1A include construction of a new, high quality Hospital, a Science and Technology University Annex, and a small number of high quality technology anchor tenants. Success will also include the creation of a diverse and vibrant city which currently includes: 3

4 104,000 m 2 of residential 58,000 m 2 of commercial office 6,400 m 2 of public facilities Phase 1A will include 4 hectares of urban parks and promenades. The design of the urban parks and promenades are not included under the Phase 1A Streetscape design but will be designed through a separate Request for Proposal at a later date. These spaces will be critical to creating an attractive community which will attract entrepreneurial technology leaders and businesses. All Road reserves have been established. KoTDA will lead the development of the project by creating the physical infrastructure and public space including business incentives and regulations. KoTDA will ensure high quality roads, parks and utilities are the foundation for Phase 1A. The key functions of KoTDA include: Ensuring capital budget allocation from government in order to build the public roads and parks. KoTDA will coordinate with government ministries and county governments for services such as Schools, Police, Fire, Postal Service and others. KoTDA will be responsible for ensuring sufficient space and budgets for development of affordable and construction housing for all segments of Kenyan society. 4.0 INFRASTRUCTURE REQUIREMENTS KTC represents a strategic opportunity to spur the growth of economic activities in Kenya. The Government s vision for the city composition in its present form includes preparing the streetscape infrastructure for: Transportation infrastructure Commercial office space Hotels and Convention centre Residential developments of varying densities Community support services, including health clinics, green space, educational institutions, houses of worship, etc. Design of the infrastructure for these facilities will be governed by Master Delivery Partner 2 Design Guidelines and the Envision Sustainability certification criteria. A brief description of the infrastructure design follows. 4.1 STREETS Streets for the Phase 1A area consist of the entrance to Phase 1A and approximately 8 km of varying local, arterial and transit streets in the immediate Phase 1A area. An existing construction road has been built through the Ministry of Transportation and the Phase 1A Access Roads grading has been tendered for the rough grading of the roads to facilitate the Streetscape project. The street design aspect will bring in a sustainable streetscape design including both motorized and nonmotorized uses. Street Guidelines being prepared for the site will be the basis of the design effort and include criteria for setbacks, access to parcels, and aesthetic elements such as paving and materials suggested for the corridor. Sustainable drainage though the incorporation of Green Streets along with vehicles and pedestrians. All infrastructure will be designed and constructed to Envision Sustainability Certification Criteria. 4

5 Konza will be a walking, biking, and transit-friendly city. A bus transit network will provide service along the main east-west axis in Phase 1, and will be extended in future phases. A transit hub next to the A109 interchange will be the primary station for Konza, with interim capacity to accommodate bus passengers and future capacity to accommodate commuter rail service to Nairobi. 4.2 UTILITIES INFRASTRUCTURE The Utility infrastructure for Phase 1A consists of: 10 Km of sewage collection lines 15 Km of water distribution lines 15 Km of power lines 15 Km of fibre 6 Km of storm drainage 7 Km of reuse lines All of these components are associated with the Streetscape design. 4.3 WATER DISTRIBUTION, WASTEWATER COLLECTION AND REUSE Phase 1A water distribution lines will connect to existing water system boreholes and water distribution system lines that exist on site from previous Ministry of Water Work. The ultimate system will be designed under a separate future contract. Wastewater collection systems for Phase 1A will require full design of a collection system to a new wastewater treatment facility that will be procured separately from this design effort. Water reuse represents KTC s deep environmental commitment. Being located in an area with scarce water access, KTC will lay out a reuse water system for future treatment where treated water will be used for irrigation, non-potable in-house uses and cooling. In addition, all buildings in Konza will be required to incorporate the latest water management systems in their designs. Future sources will require the system design to account for water supply sources from different locations. 4.4 POWER Residents and businesses located at KTC will enjoy a steady and reliable electrical supply to be provided by independent power sources. The City will ultimately be connected to two independent transmission lines through Ketraco and KPLC, the first being a 400kV line running 40 kilometres west of KTC and a 132 kv line running adjacent to KTC. KPLC is providing the design services for the Phase 1A portion of KTC. The consultant will be required to coordinate their design effort with KPLC as part of the process and dictate physical locations of distribution through Phase 1A. 4.5 COMMUNICATIONS KTC s strategic location will allow the city to be directly connected to all four fibre optic cables in Kenya. These high capacity lines will ensure high connection speeds, allowing companies and residents to enjoy video, data, and voice internet capabilities. The city s location also ensures access to any further improvements in Kenya s 5

6 fibre optic infrastructure. Design of the conduit system based on technical guidelines will be required of the design consultant. 5.0 SCOPE OF CONSULTANCY SERVICES The scope of design works will include: Roads and streetscapes, Pedestrians walkways, sidewalks and facilities, Non-motorized vehicle facilities, Temporary Parking Facilities Public transport alignment of roads and stations, Sidewalks and streetscapes, Utility collection and distribution facilities, Street lighting, Infrastructure for high quality public spaces. Environmental & Social Impact Assessments Preparation of Bills of Quantities and Cost Estimates to be incorporated into the Contracts. Tender Services Construction Administrative Services for installations Construction Village Design In summary, the surface improvement to the streetscapes will require geometric design and layout of streetscape improvements, material types, street lighting, furniture and audio visual facilities design. All design will require incorporation of smart city concepts throughout the street system. Primary water distribution and sewage collection facilities, ICT network ducting, lighting, reuse lines and storm drainage facilities networks are expected to be designed along with coordination efforts with the Kenya Power and Lighting Company (KPLC) for the electric design. The Consultant will not be responsible for any vertical building construction as the current implementation plan outlines a strategy to lease parcels to building developers who will be responsible for designing, funding, constructing, leasing and operating the buildings. Service lines to individual parcels will be required of the consultant as part of the design effort. The Consultant will be responsible for developing a strategy for phasing the design packages so that design and construction will be completed as quickly and efficiently as possible. 6.0 CONSTRUCTION SUPERVISION FOR PUBLIC INFRASTRUCTURE A large component of the assignment will be to supervise the construction of Phase 1A infrastructure as the Engineer of Record. This component of work will begin with planning a strategy to divide the construction work of Phase 1A infrastructure work into a logical effort which can be tendered through a competitive tender process. 6

7 7.0 SCHEDULE The design schedule is critical piece of the success of the Phase 1A portion of KTC. The ability of the design consultant to meet a tight design schedule will be part of the evaluation process. Design efforts are anticipated to start in July 2015 and be completed in September 2015 to meet the schedule for a November construction start. 8.0 INFORMATION REQUIRED FROM BIDDERS In order to assess their capacity and qualification, bidders are required to provide the following information: 8.1 LETTER OF EXPRESSION OF INTEREST The cover letter containing the Bidder s full address, contact details for a single point of contact dealing with their submittal and stating the areas of expertise the firm(s) is able to offer and apply.to the project. 8.2 FIRMS COMPANY PROFILE The Bidders should provide a brief description of the Consultant s organization/ team organization and an outline of the recent experience of the Consultant that is most relevant to the assignment. The profile should contain a summarized listing of the relevant projects completed within the last 5 years, indicating the type of expertize offered and value of Consultancy services provided and completed. 8.3 ORGANIZATION OF PROJECT TEAM/DESCRIPTION OF TEAM MEMBERS AND RESPONSIBILITIES Considering the complexity of the assignment, it is assumed the Consultant will be required to draw upon staffing and knowledge resources from around the world. Bidders should demonstrate their ability to mobilize staff from 7

8 global resources quickly and efficiently so that global insight can be provided into streetscape concepts. Knowledge of local tender processes and material specifications will be critical in matching international design concepts with local construction. Bidders will be scored favorably if the composition of the project staffing contains a significant proportion of Kenyan staff, either through existing staff which will be transferred to the project, or through a hiring and training program. Expected disciplines include Streets Planner and Landscape Architect, Sustainability Certification Specialist, Streets and Transportation Engineer, Civil Engineer, Structural Engineer, Material Engineer, Surveyor, Environmentalist, Mechanical Engineer, Electrical Engineer, Water and Sanitation Engineer, Hydrologist/Drainage Engineer, and Resident Engineers for Streets along with associated Infrastructure experience. 8.4 CV S OF KEY PERSONNEL In order to demonstrate the availability of qualified personnel, the Bidders are required to provide CVs of the key personnel in the various disciplines within their organization to be engaged in the provision of design and supervision services for the execution of the project. Only CV s of personnel specifically working on the project should be submitted with an organizational chart showing their anticipated role and time anticipated on the project. 8.5 RELEVANT PROJECT REFERENCES The Bidder should demonstrate a global expertise in the design and construction supervision of large urban expansion projects of similar scale and complexity to KTC. Bidders will be scored based on experience with projects over 81 hectares mixed use development, and over 1 million square meters in overall project development area. Project experience in developing countries, and in Africa, will be beneficial. However, it is understood that very few projects with these characteristics have taken place in developing countries and that the main experiences will come from developed economies. In this context, the Bidder must demonstrate how they expect to transfer effectively the experiences to an environment and location such as KTC. Scoring will include project experience coordinating the design and construction implementation of high quality, mixed use communities around the world. Experience with infrastructure development requirements for not only commercial and residential development, but also social amenities such as schools, parks, and other community development components will be scored favorably. Phase 1A of Konza is currently planned with more than 8 km of roads and 5 hectares of parks to be built within the first two years. Both design and construction supervision by the Consultant will be required. Bidders should provide a list of recently completed streetscape projects, including nature of work, value, location and any testimonials from clients or consultants. This shall include at least three projects that are of similar nature and complexity to the Works and have been completed in the last five years. List the location of the project and the personnel who worked on that project. List the items of work which that person was responsible for on that project. 8

9 9.0 EVALUATION CRITERIA Each submission will be scored according to the following point allocation. A maximum of 100 points will be possible and the top five to six teams with the highest score may be invited to submit a full proposal. KoTDA selection committee will evaluate each EOI according to the criteria set forth above. Consultants scoring below 75 points will be excluded from consideration. Consultants scoring above 75 points will be ranked from highest to lowest and 5 to 6 scoring the highest may be shortlisted.
