1 WELCOME Welcome to our public exhibition on London Square s plans to redevelop the B&Q site on Smugglers Way. Members of the project team are available to answer any questions you have. Please do take the time to complete a feedback form to let us know your thoughts on our current plans. All of the information as presented, as well as a link to the online feedback form, will be available on our website from Monday 10th October 2016.

2 THE TEAM London Square Upper Richmond Road Founded in 2010, London Square continue to grow quickly with more than 15 developments across the capital including the Royal Star & Garter on Richmond Hill, Farm Lane in Fulham as well as Upper Richmond Road in Putney. London Square focus on delivering homes in locations where people want to live, fulfilling our role as one of London s leading homebuilders. By focusing solely on the capital and its surrounding areas, we invest in local communities and are specialists in developing homes that are worthy of this magnificent city and the demands of its residents. We know Wandsworth well through our recently completed Upper Richmond Road development in Putney. We are working with award winning architects Hawkins\Brown, who worked on the refurbishment and remodelling of the Grade II listed Ark Academy in Putney and the design of the St. John s Peabody Estate in Clapham Junction. Hawkins\ Brown s approach to design is responsive; listening and understanding challenges and the cultural and social context, before developing a solution that fits. 3 THE SITE The site is located in Wandsworth with the Thames Path to the north and Wandsworth Town Station and Old York Road to the south. The site was identified for redevelopment by Wandsworth Council in 2010 and is also a part of the Wandsworth Thames Policy Area. Wandsworth Town is currently seeing a number of new developments coming forward including plans for the one way system, Ram Brewery, Battersea Reach, Osiers Road and the Schoolyard. The area will see further development following the decommissioning of the gas holders site. Plans for the Homebase site on Swandon Way to create circa. 300 new homes were turned down by Wandsworth Council s Planning Committee earlier this year. A revised application is due to be submitted before the end of the year. Our proposals will be sympathetic to the existing local area and complement the wider regeneration of Wandsworth Town. 4 DESIGN APPROACH The development team have considered a number of options. The current design aims to break up the site into smaller blocks and create activity at ground floor level along Swandon Way and Smugglers Way as well as a visible link through the site from north to south. The proposals have been inspired by the traditional mansion block design. Our current plans are for a variety of mansion blocks with shared raised garden areas for residents above commercial units at street level. Diagram showing design options for the site FILL THE SITE The base condition considered was to create mega block with a raised podium connecting all the dwellings and commercial units. A SINGLE ROUTE THROUGH THE SITE Option was to create a single route through the site to connect with the River Thames. TWO ROUTES, THREE BLOCKS Option to break the site into three distinct blocks, however the direct visual link to the River is then lost. Diagram showing block massing options for the site 1. 5 OPPORTUNITIES The redevelopment will provide a mix of uses that will make a positive contribution to the local area with outstanding architecture and a mix of new buildings ranging from 8 to 15 storeys. Our proposals will deliver: Around 490 new and affordable homes. Public realm improvements and high quality landscaping. New connections from Wandsworth Town to the River Thames. Business space, shops and cafes that will reprovide jobs on the site and help support existing businesses and shops in the local area. Potential for affordable workspace or space for community use. 6 NEW HOMES London Square has a proven reputation building high quality homes across the capital and creating exceptional developments where people want to live and work. Around 490 new homes in a mix of one, two and three bedroom apartments. Much needed affordable housing for the local area. Through innovative design all of the apartments will be dual aspect and have either a balcony or winter garden. Private gardens for residents to enjoy including children s play space. 7 NEW COMMERCIAL SPACE A key part of our proposals is to create an active ground floor with new shops and commercial spaces that will reprovide jobs on the site for the local area. Approximately 30% increase in commercial space 5,500m 2 of commercial business space. 1,000m 2 of retail space for new shops and cafes. Our proposals offer varied, flexible workspaces to accommodate a mix of different businesses and encourage new tenants to the area. The new businesses, shops and cafes will support existing businesses on Old York Road and Wandsworth High Street and generate more trade and investment in the area. Wandsworth Council is currently consulting on proposals for Wandsworth Town to become a new Business Improvement District (BID). 8 PUBLIC SPACE Our development includes the creation of wide streets and exciting new public spaces open for the local community to use. The proposals have been designed to step back from the site boundary and create new public spaces and courtyards across the site. The plans will contribute to wider public realm improvements across Wandsworth Town. New pedestrian connections will be created through the site linking Wandsworth Town Station and Old York Road to the River Thames. There will be no net loss of trees, all healthy trees will be retained and any removed trees will be replaced. There will be high quality landscaping plans including new trees, planting and outdoor seating to create an attractive and pleasant community space. 9 KEY ISSUES Relationship with neighbours The Waste Transfer Station on Smugglers Way presents some design challenges. The proposals seek to ensure any potential disruption from noise or odour is kept to a minimum for local residents. Our site is also in close proximity to Riverside West and until the gas holder is decommissioned there will be a restriction on when new residents can move onto the site. Environment and sustainability We are committed to creating sustainable and environmentally friendly developments. The Development has been designed to encourage the use of public transport and promote walking and cycling, as well as minimising the use of private cars, which will reduce the impact on local air quality. The impact will be assessed through air quality modelling. A full energy and sustainability report will be submitted as a part of the planning application. Construction management A detailed construction management plan will be agreed with Wandsworth Council in advance of works starting on site. London Square sign up to the national Considerate Constructors Scheme on all of our development schemes across London and are committed to working with the local community to reduce disruption as much as possible while construction works are taking place. We appreciate that there is a large amount of development taking place in the area and will work closely with neighbouring landowners to ensure that construction works are coordinated with other sites. 10 TRANSPORT AND PARKING Approximately 100 car parking spaces will be provided at ground floor level. Access for servicing will be created from two fully recessed loading bays to the north on Smugglers Way and one on street loading bay to the west on Smugglers Way. We are in discussion with Wandsworth Council s planning officers about servicing and access for the site. The local area benefits from good public transport connections with regular bus services such as the 28 and 44 and the nearby Wandsworth Town National Rail Station. The station has recently undergone improvement works to extend the platforms and we are consulting closely with TfL and LB Wandsworth to ensure the impact of our development is managed sensitively. The proposals open up the site along Swandon Way. The development team is exploring opportunities to make the area more pedestrian friendly with new crossings. In particular, improvements will be made to the pedestrian connections with the site from Osiers Road. TfL is also currently consulting on its plans for the Wandsworth One Way system. 11 NEXT STEPS View of proposals looking east along Swandon Way Summary of benefits The plans for the redevelopment of the B&Q site on Smugglers Way will: Provide much needed new business space suitable for a variety of uses, creating jobs for the local area. Deliver new homes including affordable housing. Create new public realm and connections through the site to the river. Create new flexible workspaces and community spaces. Reduce overall car vehicle movements in and out of the site and promote sustainable travel. Timescale The earliest start on site would be January 2019, unless the gas holders are decommissioned earlier, and the scheme would take approximately three years to complete.
