1 HARDWICK GREE, King s Lynn Welcome to our Exhibition Welcome to our exhibition, which is being held to provide you with the opportunity to understand and comment upon our proposals for new residential development to the South East of King s Lynn. Hopkins Homes invites you to find out and talk to us about the proposed development at Hardwick Green. Community consultation is extremely important to Hopkins Homes and we welcome your thoughts. About us Hopkins Homes is an established and well respected local house builder with its roots based in East Anglia. Its head office is at Melton Park House near Woodbridge, on the site of the former St Audry s Hospital where Hopkins Homes has created a new community of 200 new homes in a parkland setting. Founded in 1992, Hopkins Homes has grown from a small local company into a significant builder of quality homes. The foundation of Hopkins Homes is based on commitment to excellent design and quality, which reflect the tradition and character of each individual site. Hopkins Homes is a responsible developer with an enviable reputation for developing award winning homes and its aim is to transform the site into an attractive and sensitive development. Hopkins Homes has recently won awards in the ational House Building Awards and the orwich Society Design. Introduction to the site and proposals Hopkins Homes takes great pride in the design of its developments, and its aim is to transform Hardwick Green into an attractive and sensitive development. The residential-led mixed use scheme will be traditional in appearance to reflect the character of the locality. The site is located to the south east of King s Lynn, to the north of West Winch and to the north west of orth Runcton. It covers some 50 hectares, 125 acres, and is adjacent to the Hardwick roundabout. The site forms a roughly triangular area between the A10 and A47. The aerial image opposite shows the site boundary outlined in red. Our proposals will constitute the first stage of the wider development of new housing and associated facilities in the area. The proposals could comprise a mix of up to 1,300 homes, primary school, local centre, public open space, landscaping and highway access onto the A47. It could also include sections of the proposed West Winch link road. 2 HARDWICK GREE, King s Lynn South East King s Lynn: The Context for Growth South East of King s Lynn forms one of three significant locations for development around the town, with 1600 homes envisaged as a phase one to be delivered within Kings Lynn and West orfolk Borough Council s Core Strategy plan period up to The Core Strategy was adopted by the Council in July This level of growth in the area is therefore a formal commitment. Furthermore, it has been suggested that the area, including land around West Winch and orth Runcton, could take additional growth in the long-term of up to 6000 homes. WEST WICH COMMUITY PLAIG WORKSHOP The West Winch Community Planning Workshop - The Prince s Foundation for Building Communities A three-day community planning workshop facilitated by the Prince s Foundation for Building Communities took place in February Through this consultation, the local community developed a response to these long-term growth pressures. As part of our work, we have reviewed the work undertaken by the Princes Foundation. The headlines from the study have helped to inform the development of our site and include: West Winch and orth Runcton have their own distinct character. Any proposed development would need to recognise, define and strengthen these. The importance of the link road and highway improvements to the existing local community. Opportunity to address the lack of existing community infrastructure. The diagram opposite sets out the indicative framework plan set out by the Princes Foundation community workshops. 3 HARDWICK GREE, King s Lynn The Hopkins Homes Approach To ensure that we create the right development in the right place, we have considered the context in three scales: Our aspirations From this initial analysis and informed by the findings of the Princes Foundation, we have established a number of development aspirations for the proposals at Hardwick Green. The development offers the opportunity to introduce a quality residential development which will enhance the local area of West Winch and orth Runcton. This will be achieved through implementing the following objectives: Development of up to 1,300 new, high quality homes Providing a section of the new link road between the A47 and A10 Internal network of streets and footpaths that connect to King s Lynn and the wider area etwork of open spaces providing a strong green infrastructure and retaining areas of existing vegetation where appropriate Enhancing the western boundary of the site to protect the amenity of adjacent existing homes Town scale building up a picture of how the Growth Area relates to, complements and enhances the form and function of the wider town. eighbourhood scale building up a picture of the Hopkins site in context to King s Lynn south, West Winch and orth Runcton area Local site scale building up a picture of the site conditions including issues of topography, land use, views in and out, movement, hydrology, utilities, noise, archaeology and heritage. 4 HARDWICK GREE, King s Lynn The Proposals at Hardwick Green Our design principles Building on the development aspirations for Hardwick Green and detailed technical studies, a series of diagrams for the development of the site are set out below, which together form a framework for the development of Hardwick Green. The resulting indicative layout outlines how the site can be developed in a sensitive manner, which respects existing features and the surrounding residential properties. 1. Site boundary: The area shown falls within Hopkin Homes ownership. 2. Topography and building line: The existing building line and topography forms the development edge. 3. Retained site features: ponds and vegetation: The vegetation has been retained along the boundaries along with ecological sensitive ponds. 4. oise buffers (30m): A maximum 30 metre buffer has been set aside from both the A10 and the A Buffer to the woodland (50m): A minimum 50 metre buffer has been set aside from the existing woodland. 6. Proposed retention ponds: The water attenuation ponds required for the development have been removed from the developable area. 7. Main access: orth south access, is located to the far east. East to west access, cuts through the southern portion of the site. 8. Green space: Open space has been provided within key areas for formal sport pitches and children s play areas. 9. Streets and block structure: The streets and blocks relate and respond to the existing topography. 10. Key frontage/gateway/corners: Gateways define the entrances both into and at key points within the development. 5 HARDWICK GREE, King s Lynn Detailed Considerations Movement and access Surface water drainage Hopkins Homes understands the communities desire for improved highway infrastructure and the benefits of improving pedestrian and cycle access towards King s Lynn Hopkins Homes has undertaken a hydrology study which has concluded that the land is located within Fluvial Flood Zone 1 as defined by the Environment Agency Flood Risk Mapping and therefore is deemed to have a low risk of flooding. The development at Hardwick Green will enable a section of the link road to be built, with the remainder coming forward as part of the wider development proposals. Access will be provided off the A47 and a secondary route will be provided from the A10 through the site. These new accesses will be designed to safely accommodate any vehicle movements entering and exiting the site, in accordance with highway authority requirements. Pedestrian and cycle links will provide safe routes through the site and into King s Lynn. KEY Attenuation ponds Primary road In accordance with best practice guidance, the development would seek to utilise sustainable drainage (SuDS) comprising of attenuation ponds to capture and control surface and storm water discharge from the site. The use of these features will improve water quality in the catchment, providing a positive impact on the groundwater and watercourses within King s Lynn. Design and appearance Environmental commitment Hopkins Homes has a reputation for developing award winning homes, and its aim is to transform the site into an attractive and sensitive development. Hopkins Homes is proud of its green credentials and strives for continuous improvement in this area. Development at Hardwick Green will be traditional in appearance to reflect the character of the locality. Hopkins Homes takes great pride in the design of its homes, with landscaping a key part of creating an attractive and welcoming environment. Careful consideration will be given to the landscaping proposals to introduce a pleasant and visually appealing development. Each of the new homes will accord with the latest Building Regulations that reflect improving standards and requirements of the Code for Sustainable Homes. The homes will meet and exceed current standards of insulation and incorporate measures to minimise energy use. Hopkins Homes has adopted a number of environmental initiatives within its developments and looks to ensure that proposals have minimum impact upon the environment and deliver a sustainable and enduring development.
