1 MASTERPLAN OBJECTIVES These are the Masterplan Objectives as agreed at Lambeth Cabinet (the council s decision making body) in October 0, and how the current proposals address these objectives. Proposed masterplan objectives What is currently proposed. Retain Wimborne House and redevelop the five low-rise Houses - Osmington, Sturminster, Broadstone, Verwood and Swanage (totalling 0 homes to be redeveloped). Re-provide those 0 homes plus the addition of a minimum 0 new homes. Work closely and communicate clearly with the South Lambeth residents and stakeholders on their aspirations for future proposals. Work with those resident groups with specific housing needs such as the elderly residents, or those with disabilities and ensure the proposals going forward reflect these needs. Create a masterplan with a distinctive character which responds to the existing local context of Albert Square, Bolney Meadow, Dorset and Clapham Roads 6. Create a safe and neighbourly environment (streets with front doors and an easily located address). Provide clearly defined pedestrian routes through from Clapham Road to Kibworth Street and Dorset Road 7. Provide a neighbourhood which is not dominated by vehicular routes or parking, only re-providing resident parking in defined areas, and dedicated wheelchair user parking adjacent to the homes which require it 8. Provide new homes which are energy efficient (cheaper to run), meet current space and design standards and which will age well, with limited maintenance 9. Provide new retail units onto Dorset Road, closer to Clapham Road 0. Provide safe and overlooked open spaces creating a variety of spaces and outdoor activities such as a tree lined park extending to Clapham Road and a new London square. Provide an accessible Community Space for South Lambeth residents adjacent to one of the openspaces This current masterplan maintains this objective This current masterplan maintains this objective, creating 0 reprovided homes and an additional 60 new homes Engagement, consultation and feedback on the future proposals has been continuing throughout the design process The Housing Needs Surveys reflect the current situations for those with disabilities or adaptations to their homes, and work is continuing with residents to ensure that their new homes reflect their current and future needs The current masterplan responds to the immediate context, in scale, layout and character. It has developed in response to feedback from neighbours and residents The current masterplan creates clear pedestrian routes, and a safe and neighbourly environment. There has been consultation with Secured By Design and the Lambeth Safer Neighbourhood Team on the proposals The current masterplan maximises the amount of landscaping and is not dominated by roads. There is parking for existing residents and wheelchair parking for wheelchair users in the new homes Lambeth and the team have been creating an efficient energy strategy for the new homes - looking at wall thicknesses, insulation, types of heating and hot water systems to maximise energy efficiency There will be commercial space on the ground floor of the Village, and also in the new neighbourhood square The landscape and play have been discussed with residents at a workshop and on a walking tour and includes a variety of spaces accessible to all In consultation with residents it was agreed that the preferred location for a community space would be under Wimborne House (replacing the caretaker s room) and opening up onto the landscape park

2 WHAT HAS CHANGED SINCE THE 9TH JANUARY CONSULTATION Since the 9th January 07 Consultation Event we have been developing the plans in more detail. This is the masterplan as discussed in January noting the main areas that we have been looking at. Benville House Lambeth planning officers requested that the taller element of Block B should be set back further from Dorset Road, similar to Benville House opposite DORSET ROAD Residents and Lambeth Planning Officers did not consider the link through the Block B courtyard to be a positive contribution to the layout The historic part of Clapham Road The Village is to be retained, as it is within a Conservation Area and is part of the historic fabric of the area. PREVIOUS MASTERPLAN AS DISCUSSED AT THE 9TH JANUARY CONSULTATION CLAPHAM ROAD Neighbouring residents and Planning Officers wanted the position of Block D to be moved further away from the rears of existing homes, in line with the existing Swanage House location. ALBERT AVENUE The regeneration also will improve the entrance and immediate mediate surroundings of Wimborne House creating a route through from both sides. 3 EMERGING MASTERPLAN Following feedback from the 9th January consultation with residents and discussions with key stakeholders, the masterplan has been further developed. This is the current masterplan with the key changes noted. Taller building set back from Dorset Road Building set back to provide a new neighbourhood square Shared resident courtyard with no through link Blocks linked together which improves the Melcombe Gardens Ground floor improvements to Wimborne House entrance providing access on both north & south sides Length of Block D reduced to minimise the impact to Melcombe House and Wilkinson Street Homes Block D moved to existing Swanage House footprint which maintains existing distances between buildings Block E aligns with newly setout Block D which increases the distances between the proposed and existing buildings Building Heights Key /6 6 Layout allows for access to existing bike stores for Albert Square residents Block D has been set back further from Albert Square / 8 6 Current Masterplan Layout, showing building heights.
