2 MOUNTAIN VIEW SCHOOL SITE REDEVELOPMENT 1 WELCOME TO THE OPEN HOUSE FOR THE MOUNTAIN VIEW SCHOOL SITE WHY WE ARE DISPOSING OF OUR SURPLUS SCHOOL SITES THE PROJECT AGREEMENT WITH THE MINISTRY: The Project Agreement between the Board of Education and the Minister of Education sets out the funding plan for the Revelstoke Schools Project. The funding plan identifies a local contribution of $2.4 Million, to be raised through the disposition of surplus schools. The Board of Education now has the responsibility of raising $2.4 Million from the sale of surplus assets. The School District is now moving forward with the disposition of the surplus assets in order to fulfill the obligations contained in the Project Agreement. Surplus sites identified for disposition are: Big Eddy Elementary School site Mountain View Elementary School site Mt. Begbie Elementary School site We believe that the Farwell Elementary School site and improvements should be retained indefinitely, as the site may be a suitable location for an additional elementary school if elementary enrolments in Revelstoke increase significantly in the long term. Currently, the lease arrangements with the tenants cover the operating costs incurred by the school district. 3 MOUNTAIN VIEW SCHOOL SITE REDEVELOPMENT 2 MOUNTAIN VIEW ELEMENTARY SCHOOL BACKGROUND INFORMATION Existing Official Community Plan (OCP) Designation - T5O Mixed Use Urban Centre Land Use. This designation consists of higher density mixed use buildings that accommodate commercial and residential units. It has a tight network of streets, with wide sidewalks, street furniture, lighting fixtures, steady street tree planting and buildings set close to the sidewalks. Existing Zoning P3 Institutional. Allows for public or quasi-public uses of an institutional nature, cultural and recreational facilities, public service and utility buildings. The site would require rezoning for non-institutional uses but no OCP change. The existing OCP is very supportive of a mixed use development with a high standard of development and amenities. The existing OCP states that the Mountain View neighbourhood is primarily single-family residential with some larger apartment buildings, and tourist commercial services, such as motels and bed and breakfasts. The neighbourhood has many important heritage resources with the courthouse, and Mountain View School being the most identifiable. The redevelopment of the Mountain View school site has the potential to sensitively encourage density, while creating a more pedestrian-oriented node, anchored by an active public space that takes full advantage of views across the river, and proximity to downtown along a major transportation route. The Revelstoke Integrated Community Sustainability Plan identifies four necessary conditions for a sustainable society: a vibrant, healthy and inclusive community, a healthy environment, a responsible and innovative economy, and a strong leadership collaboration in government and the community (at all levels). Some high priorities in the Action Plan pertain to the Mountain View school site: Pursue opportunities for parks/green space associated with schools, including school ground greening programs. Require any development of the surplus school lands to include affordable housing. Seek community input about incorporating community uses in decisions about repurposing the surplus school facilities. Explore heritage conservation area designation for appropriate portions of the community including the downtown commercial core. Re-assess the feasibility of repurposing historic Mountain View school as a community cultural/interdisciplinary arts centre. Develop a better understanding of the built assets that could be repurposed (e.g., hospital grounds, old schools, older downtown buildings). Consider the opportunity of historic Mountain View School as arts center and conference center, and/or a condo conversion.
4 MOUNTAIN VIEW SCHOOL SITE REDEVELOPMENT 3 WHAT WE HAVE HEARD SO FAR: Mountain View Elementary is a very valuable heritage resource. This represents the last chance to save an early, historic school in Revelstoke. It is important to have mixed uses on the site. There is very little green space in the neighbourhood, so the provision of a park area is important. Consideration given to increasing the return on the land through the use of non-standard lots. Consider educational and/or community uses of the 1914 building. Investigate whether the original Home Economics / Manual Training Building, built in 1938, has heritage value. Consider having green space accessible to residents of Moberly Manor, between Second and Third Street. Overall, there are no major concerns regarding any of the proposed uses for MVE as long as the building is preserved.
5 MOUNTAIN VIEW SCHOOL SITE REDEVELOPMENT 4 HERITAGE ASSESSMENT OF MOUNTAIN VIEW ELEMENTARY SCHOOL, ORIGINAL 1914 BUILDING: A Statement of Significance (SOS) has been drafted for the building. Mountain View Elementary School is considered to be of very high heritage value. A summary of that heritage value has been provided below: Constructed in 1914 to meet the demands of the growing community Last remaining example of a large, masonry school built during the early years of the development of Revelstoke The school was a state-of-the-art facility when it opened, featuring four classrooms, an office, a typing room, and two areas in the basement for physics and domestic science The school was initially too large for the area but had reached capacity by the 1930s Excellent example of institutional Classical Revival-style architecture characterized by its tripartite facade division of base, shaft and capital, its projecting cornices, and its projecting front entryway featuring Doric order columns and a grand staircase Constructed by well-known local contractor, Otto William Abrahamson Mountain View School, circa 1930s, Revelstoke Museum & Archives #159 Class in front of Mountain View School, circa 1940, BCA B ASSESSMENT OF THE 1938 MANUAL TRAINING SCHOOL: The Manual Training & Home Economics Building demonstrates a lesser degree of community heritage significance The exterior of the building is in poor repair, with extensive cracking of the stucco and deteriorated paint and window frames The interior of the building has been extensively renovated, and no original interior features survive Restoration and rehabilitation costs would be significant: likely in the range of $200 per square foot or around $1,000,000 Building code upgrading would present some significant challenges and would also reduce available floor area Given the modest nature of the building, its utilitarian architecture, land opportunity costs and high costs of rehabilitation, it is not recommended that this building be retained as a heritage site.
