2 Project Overview The Site SA Government, through the Land Management Corporation (LMC), purchased 61 hectares of the former Mitsubishi manufacturing site at Clovelly Park on 1 February 2010 Strategic location: 10kms from the Adelaide CBD & highly accessible to the airport close to road and rail transport corridors close to the intellectual based Flinders University, Flinders Medical Centre and Science Park significant ifi land size in an area with a shortage of industrial i land MMAL provided with rent free accommodation for up to ten years that ensures its Head Office and corporate operations remain in Southern Adelaide

5 Project Overview Objectives Establish a world class mixed use, employment precinct accommodating quality and sustainable jobs, with a focus on: clean technologies, water and environmental services, health and medical associated advanced manufacturing, research and development and education and training, possible TOD or student accommodation and community facilities Clustering of advanced manufacturing and cleantech industries
6 Project Overview Objectives (continued) Demonstrate world s best practice in green building, showcasing recycling and low carbon footprint principles and state of the art technology and design for power generation and water recycling. Support the growth of the industrial and educational base of southern Adelaide Ensure the site is linked to the surrounding community and economic and social infrastructure. Ensure this site which is strategic to the south is not underutilised.

8 Planning and Development Process Changes to the Site will occur through a two stage process: Master Plan Development Plan Amendment (DPA) Tonsley Park site currently within a general industry zone in the City of Marion Development Plan Statutory Development Plan Amendment Process may be initiated iti t by the City of Marion or by the Minister i for Urban Development and Planning Seeking flexibility in policies to accommodate the nature of g y p possible mixed use on site
9 Planning and Development Process Governance structure: includes local stakeholders in a Reference Group Two Stage Planning Process Stage 1 - Policy Framework (August 2010) market analysis economic impact assessment (employment, GSP) CSF policy initiatives connectivity initial spatial layout and balance of site activities sustainability principles Stage 2 - Master Planning (early 2011) structure plan water, energy and infrastructure plans master plan urban design guidelines
10 Critical Success Factors Clear vision which fits broader government agenda and has buy in from stakeholders Take long term approach, with some clear early commitment t and activities Credible anchor tenants reinforcing the compelling site brand including scientific, research and educational tenants as magnets Take integrated approach to site development habitat for knowledge workers Provide soft infrastructure and support services Appoint professional site managers as active facilitators. Functional design incorporating green public spaces, good pedestrian linkages and functional building design and accessibility (transport) Preserve the character of the Park development guidelines strong marketing and branding
11 Lessons from other Parks An Eco-Innovation Park is a community of manufacturing and service businesses seeking enhanced environmental and economic performance through collaborating in managing environmental and resource issues. Design principles: p Incorporate natural synergies Energy efficiency often mixed use Re-cycling and waste minimisation Adaptable building design Optimal shared services and interaction Active brokering role for park management Diverse, vibrant working environment, predominantly medium density Presence of, or links to, research institutions.
