1 01 Introduction Introduction Gladman Developments Ltd have successfully invested in communities throughout the UK over the past 30 years, developing high quality and sustainable residential, commercial and industrial schemes. These panels illustrate our emerging outline proposals for a new residential development on the site to the south and east of Aylesford, Kent. The ite The site is located at the eastern edge of Aylesford. The site comprises a single field of approximately hectares. The south east boundary is defined by the railway line, Barming station and a large depot to the south, with London Road and Hermitage Lane bordering the north and west. Residential areas in Aylesford and Allington lie to the west and south east. The Need for New Housing ite Location lan Every ouncil is required by the Government to boost significantly the supply of housing and to make planning decisions in light of the presumption in favour of sustainable development. The Application Gladman Developments Ltd intends on submitting an outline application for approximately 840 homes to Tonbridge and Malling Borough ouncil in This would establish the principle of development and determine the access arrangements. All other matters would be considered under separate reserved matters applications. The outline application proposes to deliver the following: Approximately 840 new homes; rovision of new link road to encourage traffic away from the Hermitage Lane / A20 junction; Access from London Road and Hermitage Lane; New areas of public open space including tree and hedgerow planting, habitat creation and children s play areas; otential primary school / nursery; otential doctors surgery; New pedestrian connections; ustainable drainage basin designed to provide habitat for wildlife; Enhancement of existing landscaping; Land for junction improvements at Hermitage Lane / A20 junction; and Highway improvements to the oppy Fields roundabout. The ouncil has a demonstrable need for more housing and additional deliverable sites are required in order to meet this demand and maintain a five year housing land supply as required by National olicy. 2 02 ervices and Facilities A ustainable Location The site enjoys good links to surrounding towns. Aylesford is located to the north-west of the site and provides local amenities and services. Maidstone is a large town which provides numerous amenities, leisure and retail opportunities. A number of primary and secondary schools are located nearby. Barming railway station, to the south of the site, enjoys direct trains into London and a five minute connection into Maidstone. 3 03 Historic ontext Historic Development The historic maps below show the application site in the context of the growth of Aylesford and Maidstone since the mid-nineteenth century. The 1865 map shows the proximity of the site to the historic reston Hall, which dates back to the twelfth century. The historic village of Aylesford is located along the banks of the River Medway which has been a key influence on the development of the town. Aylesford railway station, opened in 1856, is on the Medway Valley Line that runs to the south of the river. During the Victorian period, major residential construction took part in the original riverside settlement to provide housing for workers at the nearby quarry but it wasn t until the mid-twentieth century that Aylesford rapidly expanded, predominantly to the south of the river. The 1947 and 1966 maps illustrate the further development of the reston Hall during the inter-war period when it became the Royal British Legion Village. Aylesford continued to develop during the latter half of the 20th century and included modern housing and industrial estates to the immediate west of the site and reston Hall, and to the southeast of the site at Allington in Maidstone

4 04 Views and Local haracter Viewpoints The land around Aylesford is typical of the Wealden Greensands Landscape Type due to the sloping topography, with land sloping down towards the River Medway. The site itself provides a relatively open character and comprises one large field. The neighbouring residential development and adjacent main road infrastructure together with the arable farm land combine to create an urban fringe character. Among the medieval remnants are a five-arched fourteenth century bridge over the River Medway, and monastic house Aylesford riory. ome traditional and modern styles are evident locally and these include brickwork and timber, stone and combinations of these materials. Adjacent to the site are mainly 20th century buildings of brick and timber cladding. The area would benefit from housing that reflects the local history and vernacular.

5 05 onstraints and Opportunities onstraints and Opportunities lan The assessment of the site and its surroundings has identified a number of features which should be protected, retained and enhanced as part of the development proposals for the site. These considerations provide the opportunities and constraints for development and have been used to inform the preparation of the Framework lan. The houses will include affordable properties for rent, shared ownership and low cost purchase. The layout also makes provision for a new link road connecting Hermitage Lane with the A20 London Road, a new doctor s surgery, primary school, nursery and equipped children s play areas, footpath connections and accessible green space. 7 07 Highway Improvement Works The provision of a new link road from the oppy Fields roundabout to Hermitage Lane will alleviate existing traffic congestion between the oldharbour Roundabout and A20 / Hermitage Lane junction. The oppy Fields roundabout will also be improved in order to significantly increase current capacity. ongestion at the A20 / Hermitage Lane junction will also be reduced by land being safeguarded to allow Kent ounty ouncil to carry out the much-needed highway improvement works. As a result of these highway improvements and a reduction in congestion from that experienced currently, there are also expected to be improvements to air quality in the vicinity.
