1 0 WELCOME INTRODUCTION Gladman Developments Ltd have successfully invested in communities throughout the UK over the past years, developing high quality and sustainable residential, commercial and industrial schemes. These boards illustrate our emerging outline proposals for a new residential development on the Site located on land east of Sudbury Road, Halstead. The purpose of the public consultation process is to outline the details of the draft scheme and seek comments from the local community which will be considered before the outline planning application is lodged with raintree District Council. The Site The Site is located adjacent to the north eastern edge of Halstead, immediately to the east of Sudbury Road (A), and to the north and east of the existing houses on Churchill Avenue. It presently occupies two arable fields to the south, a large area of grassland with scattered trees to the north, two smaller areas to the northwest and northeast containing trees, and a wooded linear strip of land running alongside the eastern boundary. The Application Gladman Developments Ltd intends on submitting an outline application for up to 0 new dwellings to raintree District Council. This application will establish the principles of development and determine the access arrangements. All other details would form part of subsequent detailed applications if outline planning approval is granted. The outline proposals currently indicate the following: Up to 0 new homes of varying sizes, types and tenures, consisting up to 0% affordable housing. A new vehicular access point off Sudbury Road. A proposed secondary vehicular access point off either Tylneys Road and Winston Way. New areas of public open space incorporating the existing trees and hedgerows, together with new landscaping and recreational footpaths. New children s play areas. Sustainable Drainage Systems (SuDS) in the form of a new attenuation basin designed to manage flood risk and provide habitats for wildlife. A ROAD SITE SUDURY WINSTON WAY TYLNEYS ROAD CHURCHILL AVENUE Application oundary HALSTEAD Site Location Plan The Need for Housing Every Council is required by Government to boost significantly the supply of housing and to make planning decisions in light of the presumption in favour of sustainable development. The Council has a demonstrable need for more housing and additional deliverable sites are required in order to meet this demand and maintain a five year housing supply as required by National Policy. A Sustainable Location The Site is located in a sustainable location with convenient access to the public transport network. The nearest bus stops ( Hail and Ride ) are located approximately 0 metres away from the south western corner of the Site on Sudbury Road. These bus stops, which are located to either side of Sudbury Road, are served by a number of bus routes which provide services to a number of nearby settlements, including Sudbury, raintree and ury St. Edmunds.

2 0 HISTORIC DEVELOPMENT HISTORIC MAPS The following historic maps show how Halstead has grown over the last 6 years. As illustrated by the 88 map, the town originally developed along the route of High Street and Trinity Street to the south west of the Site. The map also shows how the now former railway line bisected the town in a broadly north west to south east direction, following the route of the River Colne valley. A number of streets lined by terraced houses were also built by 88 to south of the railway, forming a distinct cluster of development in the south western part of the town. The 9-98 map illustrates how Halstead experienced significant growth during the first half of the 0th Century, growing primarily to the east and west from High Street and Trinity Street. The map shows how the town continued to grow in the intervening years, the construction of a number of residential developments infilling gaps within the settlement form and the development of the housing area located directly to the south of the Site. The map also illustrates how the large employment area to the east of Colchester Road had been constructed by 99. The modern day map of the town shows how Halstead has continued to grow since the 990s, which has seen further development within the vicinity of the Site and the northerly expansion of the employment area at Colchester Road Modern Day

3 0 THE SITE To aid the description of the Site, it is referred to as Areas A,, C, D, E and F below. Area A consists of a small irregularly shaped area of land on the north western edge of the Site and is bound by Halstead Cricket Club to the north. It comprises mainly unmanaged vegetation and has a pond located on its eastern side. Area consists of a large area of grassland, with scattered mature trees, many of which are covered by Tree Preservation Orders (TPOs). Area C comprises a small triangular, undulating area of land planted with trees and bound on all sides by hedgerows. Area D consists of a roughly rectangular arable field bound to the west by Sudbury Road and to the south by the existing housing on Churchill Avenue, Tyleneys Road and Honeywood Road. Hedgerows define the boundary of Area D to the north, west and east, including a double hedgerow along the Sudbury Road frontage which has an informal footway running between the two hedgerows. The southern boundary of Area D is defined by a mix of garden fences of varying heights. Area E also comprises a roughly rectangular arable field and is bound by Coggeshall Pieces Wildlife Area to the south. Hedgerows mark the western and northern boundaries, while woodland associated with the Wildlife Area and the woodland in Area F marks the boundaries to the south and east respectively. Area F consists of a low lying linear strip of land with a mix of willow trees and semi-natural woodland. 4 04 EXISTING LOCAL CHARACTER VISUAL ENVIRONMENT The Site falls from the north west at approximately 7m Above Ordinance Datum (AOD) to the south east at approximately 6m AOD, with the eastern side of the Site becoming more undulating from the north to the south. The topography of Halstead is dominated by the Colne River valley, with the town situated on either side of the rising valley slopes. The river runs through the town at approximately m AOD, with the slopes rising steadily to 7m AOD to the south and 80m to the north. The Site is partially visible from the immediate area, from public vantage points and from some residential properties. The main views are restricted to the public footpaths that run through the Site, and beyond the Site, to partial and often filtered views from the higher elevations of the public footpath network to the east, south east and north west, and to the roads in the immediate vicinity of the Site. eyond these near distance views, the wooded grounds of the properties along Star Stile, the woodland in the wider landscape, and the undulating topography within the wider landscape and within the rest of the town prevents views of the Site. The town centre itself is designated as a Conservation Area and its appearance owes much to the rich variety of architectural forms and styles, which include a number of medieval timber framed buildings that sit side by side with a mix of taller Victorian and Georgian buildings. The town centre also exhibits a rich range of building materials, including red and buff brick, render in a mix of shades, red/brown plain tiles and slate tiles. The housing immediately to the south of the Site was built in the late 960 s, with the modern development to the south east of the Site, along Coggeshall Way and eech Avenue being built in the last years.

5 0 SITE ANALYSIS LOCAL FACILITIES Halstead is one of the three main towns in raintree District and provides a number of employment, retail and community services. The focus of the town s retail offer is along ridge Street and High Street, whilst the town s principal employment areas can be found to the south and west of the town centre and on the eastern side of Colchester Road. Halstead is also home to a number of schools, including The Ramsey Academy, which is co-located with Halstead Leisure Centre. 6 06 SITE ANALYSIS KEY CONSIDERATIONS We have undertaken a thorough assessment of the Site and its surroundings in order to identify the features which should be protected, retained and enhanced as part of the development proposals. These considerations provide the opportunities and constraints for development and have been used to inform the preparation of the Development Framework Plan. The Site presents the opportunity to create a sensitively designed new development in a location that is closely related to the existing settlement edge of Halstead. Our analysis of the Site finds that the proposed development should be located in the two larger southern fields. This approach will allow for the retention of the fields in the northern parts of the Site in order to form an integral part of the proposed development s public open space and to respect the countryside setting to the north and the listed building at Star Stile House. Equally, the presence of the underground gas main that runs through the northern part of the Site is an important consideration for the area to the north. Our analysis of the Site also highlights the opportunity to retain the existing landscaping along the eastern boundary to maintain a green edge to the Site. This approach to the design of the development means that the new homes will benefit from sitting within a strong framework of green infrastructure. The outline proposals provide for up to 0 new homes, including a mix of house types, sizes and tenures. A number of design principles have influenced the development proposals for the Site. These principles are: The new homes will consist of a mix of detached, semi-detached and terraced homes, limited to storeys in height. The development will be set within an attractive framework of open spaces, which will create an attractive setting for the new homes. These areas of open space will contain new landscaping, existing and new routes for walking and a new equipped children s play area. The main vehicular access to the development will be from Sudbury Road. The loss of a small section of the existing double-hedgerow will be mitigated with new hedgerow planting within the adjacent areas of public open space. A potential secondary vehicular access to the development will be to Tylneys Road or Winston Way, creating an integrated development. A new attenuation basin located within the south eastern corner of the Site will be provided as an integral part of the development s green infrastructure. The basin will store water during periods of heavy or persistent rainfall in order to maintain run-off from the Site to present day conditions. The attenuation basin will be designed to create an attractive new landscape feature which complements the ecological objectives of the development s wider areas of public open space.
