1 WELCOME Today s event provides an update on the proposals for a vibrant new city centre destination on the 2.36 hectare site in Holbeck, in the heart of the South Bank. Over 80 people attended our consultation events in Holbeck and on site/at Holbeck WMC & Holbeck Gala in summer 2016, completing comment forms at our exhibitions and on our website. 2 ABOUT US At CEG, we don t just build houses, shops, schools and offices; we build communities. We make space for lives to flourish, for neighbourhoods to grow and for businesses to develop. We build the amenities that turn an area from somewhere many people simply live, into a vibrant village. We give people a place to start their stories or to continue them. We re not just property developers. We re place makers. OUR APPROACH Kirkstall Forge We believe community-led planning is vital. At our 400million Kirkstall Forge scheme in Leeds we are regenerating a 57 acre brownfield site to deliver a vibrant new community of 1,050 new homes, offices, cafés, bars, restaurants and leisure facilities. Here, we have invested in and opened a new railway station on site and we are currently constructing the first office development, which will create more than 1,000 jobs when it completes. CEG was held up as exemplar by Leeds City Council for its consultative approach on the Kirkstall Forge project. This approach helped CEG to secure a national placemaking award. Thame CEG was the first developer to work with a Town Council to successfully deliver a Neighbourhood Plan. We provided support from site identification stage, community consultation through to the referendum to ensure that a new neighbourhood could be delivered on the edge of Thame, in Oxfordshire. The cooperation which we have received from CEG has contributed significantly to the radical new approach of Neighbourhood Planning. The work we have done with them has been a refreshing and important part of the process and presents a model of how to run an inclusive and responsive consultation. Mike Dyer, Thame Town Councillor Maldon CEG worked alongside ATLAS and Maldon Borough Council in preparing a Strategic Masterplan Framework (SMF) document for a Garden Suburb to the south of Maldon. The SMF set out a vision and development framework for the Garden Suburb and was endorsed by Members. Close engagement with the wider community was a fundamental part of this process. We work closely with local communities to masterplan developments that existing and future residents can be proud of. Through stakeholder workshops, liaison groups and extensive community consultation and engagement we deliver locally-led design and placemaking.

3 OUR PROPOSALS The proposal to invest 350million in the regeneration of this brownfield site could deliver: 550 new homes (including a mix of 1, 2 and 3 bed properties) 315,000 sq ft of office space which could foster over 2,000 new jobs 38,000 sq ft of vibrant ground floor cafés, restaurants, bars and other leisure spaces Inspiring landmark buildings ranging from 4 up to 40-storeys Bus service improvements New training and job opportunities Around three acres of new open spaces, walking routes and public plazas, linked to the waterside, in a safe, appealing and family-friendly place to visit and walk through Inspiring architecture in flagship tall buildings to mark this gateway arrival point to the city from the south west it will be an exciting destination for Potential for a new primary school A better connected area making it easier and more attractive to walk or cycle from Holbeck to Leeds City Station our site is a crucial link between Holbeck/Beeston and the city centre residents and visitors to Leeds Commensurate dedicated on-site car parking provision for residents and businesses to ensure the development does not increase off-site parking demand in the area Indicative artist s impressions

4 HOLBECK DESIGN INSPIRATION AND PLACEMAKING Existing South Bank view Inspiration KEY: Holbeck is one of the cradles of the Industrial Revolution and has developed as a place apart from the conventional understanding of the city centre. Public Realm Residential Office Residential/Office The place reflects the spirit and ambition in the city for progress and prosperity that was shaped by pioneering entrepreneurs in the 18th and 19th Centuries. Active Ground Floor Uses Hol Beck Pedestrian Connectivity Hol Beck Promenade Soverign SquareIndicative Size The essence of Holbeck is not just in the fabric of its industrial past, but in the ingenuity and creativity that sparked such dramatic change during the Industrial Revolution. Sense of place The masterplan proposes a series of public open spaces of varying size and character that respond to their historic and emerging context. Internationally award winning Landscape Architects Latz + Partner has woven railway infrastructure, water courses and the listed bridge over Hol Beck into streets and squares to create a place that is both progressive and distinctly Holbeck. Low and mid-rise mill style buildings are punctuated by taller, modern chimneys that reference distinctive architectural moments in the area to reimagine the skyline of Holbeck for the 21st Century. Holbeck has the potential for such a change in the future, creating a setting that respects the past whilst enabling an environment for the new to happen. The masterplan proposes a material palette that references brick mill buildings, terracotta pottery, industrial metalwork and the history of textiles and making evident in the local area and in Leeds. Principal design moves The palette will provide variety, robustness and a high quality finish, creating a collection of buildings that are ordered and carefully tailored to their context The masterplan is established around a series of key linkages that thread Holbeck together reinforcing routes north- south to the existing city centre as well as east- west to the emerging future of Leeds South Bank. Innovation A variety of uses are to be combined across the site, creating a vibrant mixed use community. These pedestrian friendly routes provide a new network of walks and promenades that weave this emerging creative, residential and working community together into an open and progressive place. Opportunities for community facilities, integrated with residential, commercial and creative industries will create a new model for city centre living and working. CEG: South Bank will be developed as a healthy neighbourhood, encouraging healthy lifestyle choices through design to improve health and wellbeing. While it will stitch into the historic character, the masterplan will also allow for special moments that are brave and bold additions to the city. Buildings of varying scale are proposed that respond to the city centre location, the emerging architectural context and the historic character and grain. The masterplan proposes the creative re-use of the 1899 main printworks building on Water Lane, which will be set within new public realm to provide a gateway to future development south of this site. 5 TRANSPORT AND ACCESS Delivering an integrated development that is accessible, makes improvements to sustainable travel, creates better opportunities for walking and cycling and minimises traffic generation is at the heart of our proposals. A package of transport improvements is proposed for this city centre regeneration opportunity. These are under discussion but could include the following: Walking and Cycling Delivery of a new walkable neighbourhood Improved, safe and attractive routes from Holbeck, through the site to Leeds City Station Walking routes that connect a network of landscaped spaces and public plazas and the waterfront We have committed 300,000 towards the Leeds Flood Alleviation Scheme. This will make sure that, alongside safety from flooding, the Grade II listed bridge can remain in its place. In addition, further bridge crossings over Hol Beck can then be provided at ground level, to enable pedestrian access for all as part of an attractive and more open and integrated Hol Beck environment Parking Commensurate dedicated on-site car parking provision for residents and businesses to ensure the development does not increase off-site parking demand in the area Buses Bus routes on Whitehall Road and Neville Street already provide good access and we continue to explore the potential for further bus services, increased frequency and extended hours of operation of existing services We are exploring improving bus links with neighbouring communities Trains Better and safer walking and cycling connections to the new southern entrance to Leeds City Station, which is within six minutes walk of the site Connections to station improvements and new rail services coming forward as part of proposed HS2 and HS3 (Northern Powerhouse Rail) Travel Planning Electric vehicle charging points Access to quality car club vehicles High quality facilities for cyclists / cycle hub Personal travel planning for new residents and employees Travel Plan Co-ordinator to promote sustainable travel options Highways We have built an Aimsun Micro Simulation model to assess the effects of development-related traffic on the local road network. Our focus is on minimising the use of the car, and if modelling demonstrates that road improvements are required these will form part of the development proposals Example Leeds bus

6 DELIVERING COMMUNITY BENEFITS CEG takes pride in transforming places through our developments and local commitments. At Holbeck South Bank this could include: Open spaces and public plazas Characterful and vibrant spaces integrating waterfronts and a new linear route along Hol Beck Linked by attractive new walks/cycle routes which connect the public realm, waterside and any future routes along the disused viaduct Overlooked and well-lit environments, providing Indicative Example Images natural surveillance alongside active street frontages, with cafés and shops designed to encourage feelings On site education and training of safety In addition to providing on-going opportunities for New education provision We are looking at the potential to include a new primary school as part of the proposals and continue to liaise with the authorities and local schools young people working with the Skill Mill, we will link to the Kirkstall Forge skills campus, Forging Futures This will provide local schools, such as the South Leeds Academy and the Ruth Gorse Academy, the opportunity to provide vocational work experience within a construction environment. 7 SUSTAINABILITY Energy & Carbon Initiatives Putting People First Low carbon buildings Building materials with fabric performance and high efficiency services systems Minimising energy and carbon usage through considered design before reviewing the inclusion We want to set a new benchmark for healthy neighbourhoods on this South Bank site We will focus on the physical environment, health and wellbeing, strengthening family relationships and social engagement through good design of low and zero carbon technologies The scheme will focus on recognising that technology and energy mix is going to change in the coming decades with the move away from fossil fuels alongside climate change issues The development will include resilient design to maintain flexibility and provide adaptability Setting a New Benchmark for CEG South Bank RESILIENCE EMPLOYMENT HEALTHY HOMES NOISE AIR QUALITY built in through sustainable drainage systems and permeable surfaces to mitigate flood risk; and passive cooling techniques to minimise urban heat island effect accessible for all, with business networks and training opportunities that promote physical health, mental wellbeing and good family relationships controlled through sound insulation and site planning minimised and monitored from traffic and energy generation EDUCATION ACTIVE DESIGN COMMUNITY HEALTHCARE access with options at primary, secondary and tertiary levels with walkable neighbourhoods that encourage walking, cycling, car clubs, and the use of public transport to reduce car dependence and improve levels of physical activity facilities and engagement to create a sense of pride, ownership and cohesion and supporting services with access for all HOLBECK SOUTH ACTIVE LIFESTYLES BANK MIXED-USES through access to a range of leisure, sports, fitness and recreational facilities to encourage regular physical activity and exercise with well-integrated and easily accessible mix of homes, shops, schools, services, cultural venues and local businesses SAFETY & SECURITY ACCESSIBLE ART & CULTURE BIODIVERSITY PLAY SPACES with strong community engagement, an active and well-maintained public realm, safe and well-lit pedestrian routes and traffic calming measures that make neighbourhoods feel safe and secure and inclusive neighbourhoods that support independence and empowerment through access to public art and cultural venues through improved existing habitats, green roofs and living walls providing a range of safe and secure play provision for children and young people HEALTHY FOOD PUBLIC SPACES CONSTRUCTION with access to fresh, nutritious produce, local shops, farmers markets that are diverse and well-maintained to promote community interaction, fitness and mental health impact minimised including reduction of waste, noise, dust, vibration and emissions

8 TIMESCALES AND NEXT STEPS We are working on a planning application for this exciting development and hope to prepare this for submission in spring We welcome your input into our evolving masterplan. Subject to planning permission the development could commence in late 2017 with first occupation on the site by 2018/19. CEG has invested in developments in Leeds for almost two decades. We manage a successful office campus at Thorpe Park and other buildings in the city centre. We are delivering the 400million Kirkstall Forge scheme which includes: 1,050 new homes and 400,000 sq ft of offices, shops and leisure facilities and a primary school A dedicated new railway station Prime office space the first of which completes in autumn 2017 and work is planned to start on residential development later this year Forging Futures an innovative skills campus which will help to train the next generation of architects, builders, developers and engineers in Leeds We have been recognised and commended for our approach to masterplanning and community engagement, securing a Gamechanger Award Support for the Skill Mill project which is providing new skills for vulnerable young people in Leeds and a national Placemaking award for our Kirkstall Forge scheme in Leeds. Kirkstall Forge, Leeds I can t tell you how important this project is to Leeds; we are on a mission to get out and tell the world what a great place our city is. We have a project here bringing together regeneration, skills and training, jobs, houses and sustainable transport. This is exactly the sort of scheme we want to encourage in Leeds. This scheme is a great example of the way the public and private sectors can work together using innovative new ideas to regenerate brownfield sites into places which will attract people to live, work and visit so we very much look forward to seeing the development progress.
