2 Town of Oakville Name Official of Plan public Review meeting/open house etc. What is an Official Plan? An official plan is a legal document containing goals, objectives, and policies intended to guide land use, development and growth within a municipality. Oakville s official plan is comprised of the Livable Oakville Plan and the North Oakville Secondary Plans. To view these documents, visit oakville.ca.

We are required to review and update the town s official plan policies every five years. We are now planning to the year The town s policies must be updated in conformity with the 2014 Provincial Policy Statement, the 2017 Growth Plan for the Greater Golden Horseshoe, and Halton s Regional Official Plan (also under review). The town s Official Plan review projects include: Urban Structure Review Main Street Growth Area Reviews (Bronte Village, Kerr Village and Downtown Oakville) Employment and Commercial Review Speers Road Corridor Study North Oakville Secondary Plans Review Primary Growth Area Reviews (Midtown Oakville, Uptown Core and Palermo Village) Residential Policy Review Transportation Policy Discussion Paper

4 Town of Oakville Name Official of Plan public Review meeting/open house etc. Urban Structure The town s approved Urban Structure shows how and where we re accommodating growth to the year The Urban Structure: protects natural and cultural heritage features and open spaces maintains the character of residential areas directs growth to an identified system of nodes and corridors

As part of the ongoing Official Plan Review, we are updating the policies that guide development-related decisions in all of the town s growth areas. The growth area policies were adopted as part of the Livable Oakville Plan in 2009, and approved by the Ontario Municipal Board in Main Street Growth Areas Reviews completed in 2017 Bronte Village (OPA 18) Kerr Village (OPA 19) Downtown Oakville (OPA 20) These areas are intended to develop as mixed use centres with viable main streets. Primary Growth Areas Reviews launched in 2018 Midtown Oakville Uptown Core Palermo Village These areas are intended to accommodate a higher intensity or scale of development.

Node for further study the area at the intersection of Bronte Road and Dundas Street West one of the town s primary growth areas, also identified as a node for further study in the town s approved urban structure Palermo Village intended to be a pedestrian-oriented, transit-supportive, urban community with a mix of residential, commercial and offices uses the oldest remaining settlement in present-day Oakville first settled in 1806 home to a number of properties with listed or designated cultural heritage resources (e.g., houses, churches, school house)

7 Town of Oakville Name Palermo of public Village meeting/open Growth Area Review house etc. History 1990s s: Palermo Village was planned as an area for higher density development. Halton s Regional Official Plan identified the intersection of Bronte Road and Dundas Street as a node. In keeping with this, the town s Official Plan identified the lands as the Palermo Major Transit Node Special Study Area. 2001: Council received the Palermo Area Land Use Study, which provided a transit-supportive land use concept for the area. The study informed the Bronte Road Environmental Assessment Study that proposed the Bronte Road realignment. Image: 2001 Land Use Concept by MGP Ltd. 2003: Council endorsed the Palermo Village Centre Land Use Study, which updated the land use concept on the south side of Dundas Street, and directed staff to implement the accompanying secondary plan through an official plan amendment.

8 Town of Oakville Name Palermo of public Village meeting/open Growth Area Review house etc. History : Council approved the Palermo Village Centre Secondary Plan (OPA 228), putting in place a land use framework for growth and development in Palermo Village, south of Dundas Street. Work on the North Oakville West Secondary Plans, pertaining to the lands north of Dundas Street, was underway. 2009: Council approved the North Oakville West Secondary Plan (OPA 289), which identified a special study area intended to develop as a mixed use, pedestrian-oriented and transitsupportive area. A study was to address the areas cultural heritage features and how they can be integrated with new development. Image: Official Plan 2006 Palermo Village Centre Land Use Plan 2009: Council endorsed the Palermo Village Heritage Resources Review and Strategy.

9 Town of Oakville Name Palermo of public Village meeting/open Growth Area Review house etc. History 2009 Current 2009: Council adopted the Livable Oakville Plan. It includes policies for Palermo Village south of Dundas Street that are based on policies from the previous Official Plan. The Livable Oakville Plan was approved by the Ontario Municipal Board (OMB) in : Council adopted OPA 306 for the Palermo Village North Urban Core Area, north of Dundas Street. It is consistent with the Palermo Village policies in effect on the south side of Dundas Street. However, OPA 306 was appealed to the OMB (now known as the Local Planning Appeals Tribunal) and the appeal has not yet been resolved. 2012: Council endorsed the Old Bronte Road / Khalsa Gate Streetscape Plan, informing how streetscape improvements should occur. 2018: The Palermo Village Growth Area Review is launched as part of the town s Official Plan Review.

10 Town of Oakville Name Palermo of public Village meeting/open Growth Area Review house etc. Existing Policies Development-related decisions in Palermo Village are currently guided by two separate official plans: North Oakville West Secondary Plan north of Dundas Street Livable Oakville Plan south of Dundas Street North Oakville West Secondary Plan Area A broad area, including the Palermo Village North Urban Core lands (OPA 306), is subject to appeals at the Local Planning Appeals Tribunal (formerly the Palermo Village North Urban Core OMB). OPA 306 was adopted in lands under appeal 2011 to enable the redevelopment of the Palermo Village North Urban Core lands as a pedestrian-oriented and transitsupportive mixed use area. Land uses are limited until the appeals are resolved or replacement policies come into effect.
