I. PURPOSE: The purpose of this document is to establish the procedure for activating the Unified Government Sirens. This standard operating guide (SOG) is for activating the sirens for an actual Tornado Warning. This procedure assumes that the siren control program is running and the map window is on screen. II. III. KEY WORDS: Emergency Management, Siren. DEFINITIONS AND SPECIFICATIONS: Activate To activate all sirens IV. DOCUMENTS: The Federal Commander DIGITAL TELEMETRY SYSTEM SPCDWARE Software Reference Manual. V. OUTSIDE SIREN WARNING ACTIVATION FOR TORNADO WARNING: A. There are four criteria for activation of the Outdoor Siren System: a. The National Weather Service issues a Tornado Warning for any portion of Wyandotte County, b. A county trained and certified weather spotter reports a tornado, c. A tornado is reported by a local public safety official, or d. At the discretion of the Duty Officer B. Tornado Siren Zones The Emergency Management Duty Officer has the option to activate all the tornado sirens, or sirens in one or more of 5 zones in the county. These zones are: a. East third of the county. b. Middle third of the county. c. Western third of the county. d. Northern half of the county. e. Southern half of the county C. Zone Activation Decision Making The decision to activate any particular portion or all of the outdoor warning sirens is an attempt to limit over-warning of the public while still providing the maximum amount of warning time to the public prior to the onset of threatening weather conditions. The Duty Officer s decision to activate the sirens within the entire county or particular zones of the county is based on but not limited to information from: a. The National Weather Service. b. Radar Interpretation c. Law Enforcement, Fire Department, and Weather Spotter reports. 1

Once the activation criteria have been met, the Duty Officer will then use their best judgment as to which zones to activate based on the threatened area, the direction and speed of travel of the threat and the likelihood of the development of other threats. Whenever there is no clear delineation of the threat ALL sirens will be activated. Sirens will be sounded for 3 minutes every 10 minutes until the threat has diminished. No all clear indication will be given. D. Initial Tornado Warning Activation 1. Determine that any one of the conditions in Section C Zone Activation Decision Making have been met requiring the activation of the Outdoor Warning System. 2. On the Siren Activation computer command line click on Activate. To activate all sirens, next click on the red button for the desired zone only once. After 3 minutes the sirens will automatically stop sounding. (The zones are approximate with overlap.) Activates all sirens county wide Activates from East Border TO 50 TH ST Activates from 50 TH TO 90 TH ST(s) Activates from I 435 to the West Border Activates from I 70 north Activates from Parallel south Activates sirens within the City of Bonner Springs 2

E. Continuing Tornado Activation 1. Click on the selected activation buttons once every 10 minutes until directed to stop by the EOC Duty Officer. Continue siren activations based on the criteria in Section C. Zone Activation Decision Making until the threatening conditions have moved out of the county and / or the warning has been canceled or expired. 2. After each activation continue to section VII to log the activation in WebEOC. West Siren Zone East Siren Zone Bonner Springs Siren Map Mid Siren Zone North Siren Zones South Siren Zones 3

VI ALTERNATE METHOD TO ACTIVATE THE OUTSIDE WARNING SIRENS FOR TORNADO WARNINGS: A. Alternate Method for activating the Sirens. 1. In place of the activation method outlined in Sections V.-D through V.-F the following method can be used to activate ALL Outside Warning Sirens for a Tornado Warning. 2. Determine that any one of the conditions in Section V.-C Zone Activation Decision Making have been met requiring the activation of the Outdoor Warning System. 3. On the siren control box turn the key clockwise to the ON position. Turn key full clockwise to ON 4. Press the SIREN BUTTON Once. Press SIREN BUTTON Once 4

B. Continuing Tornado Activation Click on the siren button once every 10 minutes until directed to stop by the EOC Duty Officer. Continue siren activations based on the criteria in Section V.- C. Zone Activation Decision Making until the threatening conditions have moved out of the county and / or the warning has been canceled or expired. VII. Logging Siren Activation in WebEOC. A. Each Siren Activation is to be recorded in the WebEOC Siren Activation Board. 1. After logging into WebEOC click on the Board Pulldown Menu button then click on Siren Activation. 5

2. Click on the New Record button. New Record Button 3. Click on the Reason for Siren Activation pulldown menu. Then Click on All Sirens or the Siren Zones that were activated. Click on the Reason for Siren Activation pull down menu. Click on All Sirens or the Siren Zones that were activated. 6

In the Red Box type in a comment on why the sirens were activated Type in a comment on why the sirens were activated. Recommended comments are located near the bottom of this board. 7

5. Click on the Save button to enter the siren activation on to the WebEOC board. Click on the Save Button to post the activation on the WebEOC board. 6. After each 10 minute siren activation during the Tornado Warning period update the WebEOC siren board by: a. Click on the Update button on the siren activation in the Siren Activation board. 8

Update Button b. Click on All Sirens or the siren zones that were activated. Click on All Sirens or the siren Zones that were activated. c. Enter the siren activation continuation update message. 9

Type in a comment on why the sirens were activated. d. Click on the Save button to enter the siren activation on to the WebEOC board. Click on the Save Button to post the activation on the WebEOC board. VII. SOG Complete 1. This completes the SOG. 10
