REALIZE ROSSLYN: OVERVIEW Most comprehensive look at Rosslyn planning in last 20 years Intense community planning effort with broad public participation to help shape plan vision, framework, and recommendations Effort to produce Rosslyn Sector Plan Update with strategies to: Create an enhanced urban design framework Enhance and improve transportation options Refine a building heights strategy for the district Develop a more cohesive, functional parks and open space network This Plan Update will help guide billions of dollars of private and public 10
REALIZE ROSSLYN: PROGRESS, STATUS, and SCHEDULE Six Rosslyn Process Panel Meetings since June 2013 (eight additional prior meetings) Three large community workshops/forum events in December 2012 and March and October 2013 Extensive community input from October workshop informing development of a draft framework summary as the next deliverable Framework summary to serve as foundation for developing complete Sector Plan Update, with a target first draft spring 2014, potential adoption later in the year Ongoing consideration to possibly expand planning to include air rights; may have implications on process and schedule 11
COLUMBIA PIKE PLAN IMPLEMENTATION Status of Current Work: November 16, 2013: County Board Adoption of planning/zoning tools (GLUP, MTP, TDR Policy, and Neighborhoods FBC) December 14, 2013: County Board considering TDR zoning Ongoing: preliminary discussions for FBC proposals & amendments Rappahannock Coffee block; Arlington Pres Church; Days Inn Hotel; Carver Homes; Wellington apartments; Arbor Heights apartments Evaluating possible FBC amendments Projected Columbia Pike work plan items: Staff will evaluate these items for the FY15 Work Plan; timing, duration, and process details will need to be prepared Revisit Commercial Nodes/FBC amendments FBC applications and related amendments 12

COURTHOUSE: PROPOSED STUDY Purpose: To develop a refined vision in the form of a illustrative Conceptual Plan and policy and implementation recommendations for the government center of Arlington. Conceptual Plan and other recommendations to guide future development within the study area, potentially including changes to the General Land Use Plan (GLUP) and Master Transportation Plan (MTP). 22

LEE HIGHWAY COORIDOR VISIONING Build on the relationship-building and educational efforts of the Lee Highway Civic Association (CA) President s Breakfasts Program Identify and evaluate key questions/assumptions regarding future planning parameters (e.g. overall goals, public investment, transportation/land use relationship, density, geography, process) Develop a strategic vision that will serve as the basis for one or more specific plans future planning efforts (FY2016), employing planning techniques/studies that may include: Develop a corridor briefing book to support the visioning effort and future plans Organization and facilitation of a visioning charrette(s) in partnership with the Lee Highway CA s Definition of potential focus areas, including a commercial area that could serve as one of the pilot study areas as part of the Neighborhood Commercial Study Stakeholder identification 27
