MUNICIPAL CAPITAL PROJECTS TOWNSHIP OF HOWELL ENGINEERING PROJECTS STATUS REPORT MAY 30, 2018 1. 2016 CDBG Program West Farms Road Sidewalk This project includes the construction of sidewalk, curbing and minor drainage improvements along the north side of West Farms Road between North American Drive and the Home Depot Shopping Center. The sidewalk will provide a safe walkway for commuters and residents that rely on public transportation on Route 9. There are 580 manufactured homes and apartments that will benefit from the pedestrian walkway connection to the businesses on Route 9. This project was chosen by the Community Development Block Grant Committee as a good use of grant funds as evidenced by the worn dirt pathway that exists along West Farms Road. The Township received $141,928 in CDBG grant funds for this project. UPDATE 05/25/2018: MNC Construction started the work in the late fall of 2017 and completed final pavement restoration on May 24, 2018. Work is substantially complete and the contractor will perform final punchlist work over the next few weeks. 2. Enhancements to Aldrich Lake The Lake Restoration & Wildlife Committee has requested that the Township consider dredging all of the Township Lakes to improve the health of the water bodies and recreation options for the residents. In 2015 the Council authorized the design, permitting and soil testing required to obtain permits from the NJDEP to dredge Lake Louise and Aldrich Lake. Based on initial surveys, the amount of material to be dredged from each lake and the anticipated costs and impact to the Capital Budget, we decided to reduce the scope of the project to include Aldrich Lake only. After an extensive permitting process we received approval from the NJDEP to dredge roughly 60,000 cubic yards of material from Aldrich Lake and install a dock for public recreation access. UPDATE 05/25/2018: Precise Construction Inc. has been working on the project since late November 2017. The numerous snow events and constant rain this spring has delayed the project extensively. The last month has proven to be the best progress on the project and the dredging is almost complete. We expect all excavation work to be wrapped up in early June and the lake will be refilled shortly thereafter.

Page 2 of 8 3. 2017 Driveway & Intersection Improvements NJAW Transmission Main New Jersey American Water is planning to install a transmission water main from their treatment plant on Squankum Yellowbrook Road down to Lakewood to improve service and reliability. After much discussion on the impacts to traffic on Route 547 vs. local roads, NJAW has decided to utilize Township roads to install their pipeline. While the detours will impact local traffic, we felt that was a better option than taking all of the commuter traffic on Route 547 and putting it on local roads. NJAW has agreed to install fire hydrants along the route to potentially reduce homeowner insurance premiums and increase fire protection. The Township will also get all of the roads along the route repaved after the main is installed. The overall project includes roughly four (4) centerline miles of township roads that will be fully repaved (8 lane-miles). The roads included in this project are Maxim-Southard Road from Maxim to Oak Glen; Oak Glen Road from Maxim-Southard to Route 547; and the intersection of Alexander and Lanes Pond Road. The water company will mill and pave each road but the Township is responsible to make any other improvements along the route that may be necessary to create a complete project. This includes repairing and replacing driveway aprons, improving intersections with curb, repairing or modifying drainage facilities to reduce roadway ponding and making any other necessary improvements. UPDATE 05/25/2018: PM Construction Corp. of Hillside, NJ has completed most of the curb and drainage work for the project. The water company s contractor, Pioneer Pipe will start milling Oak Glen Road on Monday, June 4 th. The roadways will be closed to traffic once again to allow for final paving. 4. 2017 Capital Program #2 Preventorium Road (NJDOT Municipal Aid) Howell Township in-house engineering staff prepared a grant application in 2017 and the Township was awarded $210,000 under the 2017 NJDOT Municipal Aid program. The project will include minor drainage improvements, pavement repair, overall pavement resurfacing and miscellaneous restoration. The overall limit of construction will be from Squankum-Yellowbrook Road to the Farmingdale Borough border. UPDATE 05/25/2018: The project was awarded to Earle Asphalt Company of Farmingdale, NJ on May 1 st. Based on their initial schedule, major construction will begin on June 4 th. The roadway will be closed to traffic daily unless otherwise posted. 5. 2017-2018 Curb and Apron Program This program will allow the Department of Public Works and Department of Community Development to address emergency repairs to curb, ADA ramps and driveway aprons within the Township right-of-way. This will be utilized in areas not planned for major capital paving improvements.

Page 3 of 8 UPDATE 05/25/2018: Precise Construction, Inc. of Freehold, NJ has begun work by replacing ADA ramps and sidewalk along Bergerville Road in anticipation of the repaving work that will start there on June 4 th. They have moved to Nicklaus Lane and will be working there for the next week or two replacing ADA ramps and broken driveway aprons ahead of the water company repaving. We anticipate that they will move to Salem Hill Road to continue the work in mid-june. 6. 2018 Capital Program #1 Cranberry Road NJDOT Municipal Aid Capital Program #1 is currently under design and is scheduled to be resurfaced /reconstructed in the early fall of 2018. The project will be publically advertised for bid in July with an award anticipated at the August 14 th council meeting. Construction should begin around early September. The project will utilize traditional mill and overlay processes to resurface the roadway. The project will be coordinated with the following other projects that are on-going; the intersection improvements at Colts Neck Road, the water company work between Nicklaus and Asbury, the paving work by Equestra and the sewer pipe installation proposed by Eosso Brothers. The overall project will go from Yellowbrook Road to the limit of the paving project in 2012 (house #302) and then again from Colts Neck Road to Asbury Road. 7. 2018 Capital Program #2 Mill & Overlay Capital Program #2 is currently under design and is scheduled to be advertised in July and awarded on August 14 th. Construction should begin around early September. The project will utilize traditional mill and overlay processes to resurface the roadways. Freewood Acres & Route 9 Sewer Project The purpose of this project is to provide sanitary sewers within Freewood Acres & Route 9 in an effort to improve the health, safety and welfare of the residents and businesses in this region. This will be the largest capital project ever undertaken by the Township. The plans are complete and have received all final approvals from the New Jersey Department of Environmental Protection (NJDEP) and New Jersey Environmental Infrastructure Trust (NJEIT) for low interest financing. We are expecting to go out to bid on June 11 th. The project will include Freewood Acres on both sides of Route 9 and also Route 9 northbound from West Farms Road to Casino Drive. 9. Bear Swamp Pond Dam Replacement When the Township acquired the Van Shoik property as an addition to Bear Swamp, we inherited the pond, dam and outfall structure as well. Based on a regular inspection of this dam, the NJDEP is requiring the full replacement of the dam and outfall structure. The Township has hired consultants to perform the design and submit it to NJDEP within their required timeframes. The plans are complete and awaiting review by the NJDEP. Once we receive their final comments and make any requested changes, we will go out to bid for construction. 10. Lake Louise Dam & Bridge HL-73 Replacement The Township has been negotiating with Monmouth County for nearly two (2) years to come up with a reasonable agreement to replace Lake Louise Dam and County Bridge HL-73. The result was a cost share agreement that was signed by both entities in late 2016. This agreement estimates the total project cost to be $3,100,000 with the Township responsible for roughly 32% of that total or $988,000. The Township also agreed to sell the County our dredge machine for a credit towards this project of $319,000. Design is underway and the permit work is being performed right now. Permitting is expected to take the next few months before it gets submitted to the

Page 5 of 8 NJDEP for review. Once approvals are received the County will go out to bid for replacement of the structures. B. MONMOUTH COUNTY LEAD PROJECTS 1. County Route 524 (Adelphia Road) and Ketchum Road The County will be realigning this intersection to remove the sharp curve and create a smooth transition into and out of the intersection near Our House Restaurant. GPI is currently working on the design plans for the County. The Township notified the County of a flooding problem that exists on the westbound lane in front of house #448. The County stated that they would review the situation and incorporate any additional drainage installation that may be necessary. UPDATE 05/25/2018: The County has run into problems with the drainage system and is working out the details with the NJDEP Green Acres section. We are awaiting notification from them as to timeframes for bidding and construction. 2. County Route 524 / 524A / 547 Intersection Improvements The County will be reconstructing the approaches to improve overall traffic flow at the intersection. The northbound and southbound approaches will have 2-lanes in each direction. The east and west approaches will have dedicated left turn, through lanes and dedicated right turn lanes on each side. UPDATE 05/25/2018: The project has been awarded to Green Construction and initial work has begun. Drainage improvements and roadway widening will occur over the next few weeks. Partial lane closures will be used during construction however heavy traffic is expected. 3. County Route 549 / 21 / Newtons Corner Road Intersection Improvements The County has resurrected a plan to reconfigure the 3-prong fork intersection to improve safety and traffic flow. The redesigned intersection will include a traffic signal and will make Route 549 the through movement. County Route 21 will be realigned to intersect Route 549 in a tee formation. Newtons Corner Road will widen out at the intersection to include dual left turn lanes onto Route 549 northbound. The lanes will merge back to one-lane approximately 1,000 feet north of the intersection to allow a reasonable merge at speed. The work will continue down Route 549 to include the intersection of Easy Street in Wall Township. This intersection will be widened on all 4 sides to include dedicated left turn lanes on each approach. Plans are complete at this time and final negotiations are underway with the adjacent property owners.

Page 6 of 8 4. County Route 549 / 21 / 547 Intersection Improvements The County has awarded a design contract to reconfigure this heavily congested intersection just south of Interstate 195. While all of the details are still being worked out, there is a potential for dual southbound left turn lanes and a realigned Route 549 passed the Bear Swamp Brook. 5. County Route 21 (Southard Avenue) Crosswalk at Howell High School The Board of Education has requested that a crosswalk be installed near the football field over to the Middle School property. We have started the process by introducing a mid-block crosswalk ordinance and will create a shared services agreement with the County for future maintenance. The crosswalk will include concrete curb, ADA ramps, pavement striping and flashing beacons to alert motorists of the potential for pedestrians. 6. County Route 524 & Halls Mill Road Realignment Monmouth County has finalized the plans to realign Halls Mill Road further east to create a 4-way intersection with Edinburg Drive. The new alignment will create 4-lanes of traffic and a dedicated center turn lane between Bar Harbor Road to east of Edinburg Drive. Edinburg Drive will be widened to 4 full lanes with a center boulevard from Route 9 to Route 524. Halls Mill Road will be relocated to include 4 full lanes with a center boulevard all the way to Route 33. The project will potentially go out to bid later this year. C. NEW JERSEY DEPARTMENT OF TRANSPORTATION (NJDOT) PROJECTS 1. Route 33 Business Resurfacing Kondrup Way (Freehold) to Fairfield Road The NJDOT will be resurfacing Route 33 in both directions between the areas listed above. UPDATE 05/30/2018: There has not been an update provided recently by NJDOT. D. NEW JERSEY AMERICAN WATER COMPANY (NJAW) PROJECTS 1. Howell to Lakewood Transmission Main Project See project A-3 listed above. 2. Eagle Oaks Water Main Project During routine maintenance and inspections of their infrastructure, NJAW found deficiencies in the pipe thickness on Nicklaus Lane. Therefore they are proposing to eliminate a 16 water main on Nicklaus Lane and replace it with a new 12 plastic main. They will reconnect the 16 main by installing it down Cranberry Road to

Page 7 of 8 Asbury Road and tie back into their system at Tinton Falls Road/Turley Lane intersection. The Township will be required to replace ADA ramps, broken curb and driveway aprons as necessary prior to NJAW resurfacing those township roads. UPDATE 05/25/2018: Precise Construction, Inc. of Freehold, NJ has begun work by replacing ADA ramps and sidewalk along Nicklaus Lane in anticipation of the repaving work that is expected to start in early July. We are waiting for at least 90 days of trench settlement prior to allowing the water company s contractor to repave the roadway. 3. Wyckoff Mills Road Sewer System Improvements A third NJAW project that is proposed is their replacement of a sanitary sewer main on Wyckoff Mills Road from the rear entrance to the park-n-ride then south to the Manasquan River adjacent to Route 9. This project will eliminate infiltration of groundwater into the system in this area. Since the project will occur within the roadway, NJAW will be required to resurface that section of Wyckoff Mills Road. Once again Howell Township must replace ADA ramps, broken curb and any other concrete work that is needed prior to NJAW resurfacing those roads. UPDATE 05/30/2018: Plans were submitted to NJDEP and approved. The consultant has provided NJAW with the bid plans and specs and NJAW will be going out to bid for the project shortly. Construction is expected to start by the end of the summer. E. NEW JERSEY NATURAL GAS (NJNG) PROJECTS 1. Bergerville Road Transmission Main Project NJNG has proposed to install a new 16 gas main on Bergerville Road to improve their service and reliability to the region. The work will include transitioning the existing 12 transmission main to a distribution main and abandonment of the existing 8 distribution main that is no longer needed. Once complete NJNG will be responsible to repave the entire roadway from curb to curb. UPDATE 05/25/2018: NJNG has completed most of the work related to the transmission main and transfer of the other mains. The Township replaced ADA ramps and curbs on the corners in preparation of the repaving work. At this time, repaving is scheduled to begin during the week of June 4 th weather dependent.

Page 8 of 8 2. Howell Township Main Renewal Program NJNG is proposing to replace numerous existing steel gas mains with new plastic gas mains under their continued Main Renewal Program. Work has progressed over the last two years as the main on Lakewood Allenwood Road was replaced in 2016. The next section of replacement is to continue that main down Randolph Road and connect into Route 547. UPDATE 05/30/2018: NJNG has started directional drilling work on Randolph Road and is approximately 40% complete. Since most of the work is off pavement they will not be repaving the roadway under this project. Traffic detours are expected for one lane only during construction. Work is scheduled to be completed by mid/late June. This update is being provided as a very broad overview of the Capital projects that are on-going throughout the Township at this time.
