Outline Proposal Proposal Summary The proposal seeks to redevelop the application site (identified adjacent) to provide new purpose built student accommodation for Cardiff University. The existing buildings on site will be demolished under a separate consent. The proposal will broadly comprise of 3 buildings (to be known as the north building, south building and east building) with a total of 18,279sq.m. The development will range in height from 4 to 7 storeys and be connected by a series of landscaped courtyards. A total of 645 study bedrooms will be provided in 6, 7, 8 and 9 bed cluster flats. Communal and ancillary facilities (including laundry, reception, cycle store, common room and plant) will be provided to the ground floor of the south building. Purpose and Scope This Design and Access Statement (DAS) has been prepared by Stride Treglown on behalf of Cardiff University to support the planning application, which seeks detailed planning permission for the proposed development described in this statement. The purpose of the DAS is to support the planning application by illustrating the process that has led to the development of the design proposal and explain the design development in a structured way. This DAS should be read in conjunction with all supporting consultants reports and planning drawings. Site Location Application Site Address Excelsior Rd, Cardiff, CF14 3AT Project Reference New Talybont Halls Location The proposed application site is located in the Gabalfa area of Cardiff to the north of the city centre. The application site currently forms the Brickyard Business Park and a vacant depot to the north-west of the existing Talybont student accommodation development. The site is bounded to the north-east and east by existing retail units. Wider location plan (nts) 7
Cardiff University Talybont residences The development will form the northern most point of the Cardiff University Talybont residences, which currently comprises a number of individual student accommodation buildings as well as university sports, maintenance and social facilities. The development has a total of 2914 bedrooms across the following buildings identifies adjacent. 01 - Talybont Gate 179 single occupancy en-suite study bedrooms 6-10 bed cluster flats with shared kitchen / dining / lounge. New Talybont Halls, Cardiff University / Design & Access Statement Site Context Context Access The site context is characterised by a mix or retail, light industrial / commercial, and residential buildings of varying heights and character. The site is accessed via Excelsior Rd which currently provides access to the adjacent retail park and the Talybont campus to the south-east. Access to the Talybont campus is via a secure gated entrance adjacent Talybont Gate. To the immediate east of the site is Talybont Gate student accommodation and the Cardiff University hockey pitch. Talybont Gate is 6 storeys with a setback roof plant, primarily a mix of brick and HPL cladding. The rest of the Talybont campus is located further to the west. To the north is Booker Wholesale and associated depot, which splits the application site from the Cardiff University greenhouses to the north-east. To the west of the site are a number of retail units, including a large 24hr Tesco Extra to the south-west. Excelsior Rd is accessed via the A48 (Western Ave), a key route through Cardiff. MAINDY The river Taff is located to the south of the site which lies adjacent the Taff trail, a designated cycle and walking route which provides good access links to the south-east. The railway line is to the north of the site, however there are no railway stations within the site vicinity. McDonald s and Halfords are located within an island in the centre of the application site for which existing access must be maintained. The site is generally flat with a localised rise in level of approx 2.5m to the adjacent hockey pitch and existing Talybont Residences. The A48 and railway are located in close proximity to the site and will be a source of noise and air pollution. A number of existing mature trees are to the immediate south of the site.
