ADDENDUM/AMENDMENT NUMBER 5 (October 7, 2016) RIO RANCHO PUBLIC SCHOOLS PURCHASING DEPARTMENT 500 LASER ROAD NE RIO RANCHO, NEW MEXICO 87508 REQUEST FOR PROPOSALS: RFP#2017-002-IT TITLE: Fire/Security Alarm-Intercom/Clock/Bells-Audio/Video Systems DEADLINE FOR RECEIPT OF PROPOSALS IS AS FOLLOWS: DUE DATE: Friday, October 21, 2016 TIME: DELIVER TO: 2:00 PM MST Rio Rancho Public Schools Purchasing Room 120 500 Laser Road NE Rio Rancho, New Mexico 87124 The purpose of this amendment is to (A) extend the due date to Friday, October 21, 2016; (B) schedule a more in depth site tour as requested (C) to provide the buildings construction/fire Marshal Plans drawings requested at the September 16, 2016 site tour; (D) provide RRPS formal response to the questions that have been timely submitted; and (E) provide RRPS Points of RFP Specification Clarification/Elaboration by Individual School Site Locations.

All other RFP terms, conditions, specifications, requirements and criteria remain unchanged. AMENDMENT PART B: The second site tour/inspection is scheduled for Wednesday, October 12, 2016 at 3:00PM. All interested parties should plan to meet on site at the Enchanted Hills Elementary School, 5400 Obregon Rd. NE, Rio Rancho, NM 87144. (505)891-8526. AMENDMENT PART C: REQUESTED BUILDING DRAWINGS WILL BE POSTED AS AMENDMENT NUMBER 6 AND DISTRIBUTED AT THE October 12, 2016, 3:00PM site tour to be held at the Enchanted Hills Elementary School, 5400 Obregon Rd. NE, Rio Rancho, NM 87144. AMENDMENT PART D: Question #1: Will this bid be awarded to multiple bidders or to only 1 bidder? Response: It is anticipated that multiple awards will be made. Question #2: Will this be an All or None award by Part & Section of this bid or will this be awarded by Part & Section? For example, could a company bid just the Pricing Part A or Part B, or are they required to bid on both Parts? Response: RRPS has reserved the right to make multiple awards and will not be able to determine whether a single award or multiple awards will be in the District s best interests regarding Part A until after the receipt of proposals. With regards to Part B, we anticipate making multiple awards based upon the responses received for Part A. So, a contractor who may not receive an initial award for Part A could receive an award for Part B and become a pre-qualified contractor for future projects. Question #3: Will these Parts be awarded separately? Response: Yes Question #4: Will Part B be awarded by Section (i.e. 1. Intercom Integrated with Master Clocks, 2. Fire Alarm, 3. Security Systems, 4. Audio/Visual Systems) or as a whole? Response: RRPS has reserved the right to make multiple awards and will not be able to determine whether a single award or multiple awards by Section (i.e. Intercom Integrated with Master Clocks, Fire Alarm, Security Systems, Audio/Visual

Systems) will be in the District s best interests regarding Part B until after the receipt of proposals. Ideally, RRPS would like to identify 2 to 3 contractors for each category. Question #5: In reference to Part B (Proposed On-Call Price Agreement Rates) a. Labor Rates: Are we to quote Prevailing or Non-Prevailing Wage Rates? Response: In responding to Part B, it would be appropriate to respond with noprevailing wage rates. Any future project release awards greater than $60K will be subject to the then prevailing wage rates and awardees would be able to increase their rates accordingly. b. Parts Pricing: If we hold a CES contract can we just reference our contract number and provide a quote based on CES contract pricing? Response: Contractors are being asked to state the percentage discount off of the manufacturers current published price lists. Contractors are required to list all manufactures for which they anticipate utilizing throughout the term of a resultant award. Contractors are free to bid accordingly whether or not CES or any other discounting structure is to be offered is entirely up to each respondent. Question #6: Audio/Video Systems: Crestron, is this the only manufacturer listed. Is this an example or is this the only manufacturer you wish to have a discount for? Response: RRPS will consider offers of equal performance manufacturer products. Offerors my identify list multiple manufacturers in their proposal offer. Question #7: Can the cost of the Performance Bond if needed be added as a separate line item on the Pricing Part B quotes? Response: Yes Question #8: If a bidder is only bidding on Section B, do they need to provide a Bid Bond? If a Bid Bond is required, what amount do you want it made out for as there will not be a dollar amount total for this section of the bid? Response: If bidding on just part B, a bid bond will not be required. Question #9: This email is to ask that Sapling be considered of equal performance in regards to the synchronized clock systems portion for the SMS: Fire/Security Alarm- Intercom/Clock/Bells- Audio/Video Systems project at Rio Rancho. I would hope that Sapling can be named in the specification for upcoming Rio Rancho projects as well. Please let me know how I would go about getting that to be the case. Response: Sapling Clock Systems is an RRPS approved system. Question #10: Will Shining Star Pre-School remain as Bid Lot #8, or will it be considered

as an Option? Response: Question #11: Are there any known issues with the Clock Correction system? Our Teradon (now 360) rep mentioned that Raulands proprietary "Sapling" clock correction system was used for several years, and requires an additional expense associated with the CPU card. We don't want to add that in the bid, because we don't know if any of your schools have that (not likely). Will there be an allowance for this in the bid? Response: Most schools have Raulands Digital Clock systems and yes you will need to add into your bid a solution to sync existing clocks. Contractors will be required to confirm with their proposed Intercom Manufacturer what is needed for the interface and integration. Question #12: As for the Fire Alarm: Will we obtain floorplans, and is there a secondary walkthrough expected to take place? Response: The second site tour/inspection is scheduled for Wednesday, October 12, 2016 at 3:00PM. All interested parties should plan to meet on site at the Enchanted Hills Elementary School, 5400 Obregon Rd. NE, Rio Rancho, NM 87144. (505)891-8526. Question #13: Will the Intercom portion of the project bid as scheduled (Sept. 30), with an extension on the Fire Alarm? The reason this might make sense is to avoid delaying the main project, while determining what is needed on the fire alarm. Response: This proposal deadline has been extended to Friday, October 21, 2016. Fire Alarm and Intercom will both be due at the same proposal deadline. Question #14: Of concern on the fire alarm is the entire system will need to be upgraded (as discovered at the site walk), and the Horn/Strobes will also need to be replaced. However, (and some of the other contractors will probably mention this), the device placement is inadequate in the hallways, and possibly other areas. For example, there aren't strobes within 10 feet of corridor ends, and at the corridor intersections. When the fire alarm plans are submitted to the Rio Rancho Fire Marshal (they are very stringent), he will require these deficiencies to be corrected. Therefore, it most likely makes more sense to have all the contractors provide a complete bid on replacing the fire alarm, with corrected device placement. With that said, there isn't enough time to make the September 30th bid date for the fire alarm design. Please advise on that. Response: REQUESTED BUILDING DRAWINGS WILL BE POSTED AS AMENDMENT NUMBER 6 AND DISTRIBUTED AT THE October 12, 2016, 3:00PM site tour to be held at the Enchanted Hills Elementary School, 5400 Obregon Rd. NE, Rio Rancho, NM 87144. There will be a more detailed scope of work that will further define these

requirements and answer these questions. Please see the response to question 13 for bid deadlines. Question #15: Could we get a list by school of what type of intercom is existing? Response: Please see list presented within the RFP. Question #16: Does the intercom have two-way communication? Response: YES, the systems offered will need to accommodate 2-way communications. Question #17: Are there Correcting clocks? Response: All Clocks are correcting clock s. Question #18: What type of clocks are they, analog or digital? Response: Both analog and digital. Question #19: What type of phone system does each school use? Response: Phone systems that are currently being used are: Avaya IP Office Digital and Mitel VoIP systems. Question #20: Are all phone systems IP? Response: Phone systems that are currently being used are: Avaya IP Office Digital and Mitel VoIP systems. Question #21: To meet RRPS specifications for remote configuration, scheduling, and SIP integration, will RRPS: Be suppling server space with the following specifications? Windows server 2008 R2 Standard edition? SQL server 2008 R2 standard? Quad Core, Xeon E3-1225 V2, 3.2GHz or faster? 4 GB RAM? 100 GB hard drive space? NTP, DHCP, DNS network resources? Response: RRPS will be supplying rack space only. Question #22: What is the time frame for the completion of the work? Response: The services to be performed will need to be completed on or before the end of 2016-2017 school year. Question #23: What are the working hours? Response: Work to be performed after school hours or to be scheduled during

School days off. Question #24: The replacement of fire alarm devices is one for one using existing roughin and conductors, should we price new design or will Fire Marshals comments be addressed separately? Response: This needs to be priced as new design to NICET III Standards. Question #25: If additional FA devices required will plenum rated cable be acceptable? Response: Yes, to be installed away from other communications cabling. Question #26: When is the fire alarm walk-thru at Enchanted Hills Elementary scheduled for? Response: The second site tour/inspection is scheduled for Wednesday, October 12, 2016 at 3:00PM. All interested parties should plan to meet on site at the Enchanted Hills Elementary School, 5400 Obregon Rd. NE, Rio Rancho, NM 87144. (505)891-8526. Question #27: When can we expect drawings for Enchanted Hills? Response: REQUESTED BUILDING DRAWINGS WILL BE POSTED AS AMENDMENT NUMBER 6 AND DISTRIBUTED AT THE October 12, 2016, 3:00PM site tour to be held at the Enchanted Hills Elementary School, 5400 Obregon Rd. NE, Rio Rancho, NM 87144. Question #28: I am expecting a separation of the Fire Alarm System from the bid scheduled for Friday 10/7 from the intercom due to my understanding of more information required for design. I am ready to go on the Intercom proposal for the named seven schools. Is this your expectation concerning the fire system for Enchanted Hills? Response: NO, see response to question #13. AMENDMENT PART E: RRPS POINTS OF BID SPECIFICATION CLARIFICATION/ELABORATION BY INDIVIDUAL SCHOOL SITE LOCATION IHS: (Intercom System) -Re-use existing speakers to be tapped for 25 Volt.

-All speakers added to be home-run wired back to main system punch down block. -No 2-way Talk-back speakers required at this time. -This design was done in house. -No clocks are needed for this site. ERMS: (Intercom System) -Need to be able to sync existing Rauland digital clocks to new Head-end Intercom/Clock/Bell System. -Contractors can use rack-mount new systems in RRPS ITS provided rack space in existing enclosures in the MDF Telecom closets. PDSES: (Intercom System) -Central Page Only -All Page only. -Need to be able to sync existing Rauland digital clocks to new Head-end Intercom/Clock/Bell System. -Can rack-mount new systems in RRPS ITS provided rack space in existing enclosures in the MDF Telecom closets.

MCES: (Intercom System) -Need to be able to sync existing Teradon 12" analog clocks to new Head-end Intercom/Clock/Bell System. -New Head-end system to be racked in existing intercom rack. RRES: (Intercom System) -Can rack-mount new systems in RRPS ITS provided rack space in existing enclosures in the MDF Telecom closets. EHES: (Intercom System) -Need to be able to sync existing Teradon 12" analog clocks to new Head-end Intercom/Clock/Bell System.

-New Head-end system to be racked in existing intercom rack. SSPS: (Intercom System) -New Head-end system to be racked in existing intercom rack. EHES: (Fire Alarm System) -This work to be done by "NICET Level III for design and installation of Fire Alarm Systems" only. (RFP 1.3) -Design drawings shall be submitted to the City of Rio Rancho Fire Marshalls office for approval and inspected by this department when job is complete. -Remove FACP in main office, and relocate all devices, modules, and NAC circuits to existing FACP in IDF room 121. -Relocate Annunciator to main entry area. (Loops 1 and 2 = 45 D numbers and 45 M numbers) -Reprogram FACP with correct verbage for Devices, Modules, and NAC circuits and label all devices, modules, and NAC panels with correct addresses/nac Panel Circuit Number. -Provide Power and SLC Surge protection modules. -All fire alarm strobe/horns will need to be lowered and brought up to fire code.
