1.0 MEASUREMENT LOCATION THE BUILDING FOR NEWPORT ELEMENTARY SCHOOL IS LOCATED AT: 15872 W. 21 ST STREET WADSWORTH, IL 60083 2.0 DESCRIPTION OF MEASURE SUN NUCLEAR 1027 CONTINUOUS RADON MONITOR The Model 1027 continuous radon monitor is rugged, easy to use, and less expensive than its competitors. The technology employed in the Model 1027 has been used commercially since 1986. The Sun Nuclear Corporation, Model 1027 is classified as a Continuous Radon Monitor (CRM) testing device, is US EPA verified, and NEHA-NRPP listed. Making its debut in 1997, the popular Model 1027 Continuous Radon Monitor is still the industry s most widely used and respected radon monitor. Utilizing a patented diffused junction diode detector, the 1027 provides a simple digital display of the measured radon value as well as a report that is stored in the monitor. The 1027 can complete a professional report on-site with the optional compact thermal printer or with the included PC software at a later time. Using line power, the 1027 includes a 9-volt battery to provide backup power to continue measurement in the event of power failure as well as an internal motion sensor that detects and reports movement. The unit is completely reusable; simply clear the memory and it is ready for a new test Page 3
3.0 FACTORS AFFECTING MEASUREMENT CONDITIONS Description of Permanent Vents: The heating, ventilation and air conditioning system was set to operate under normal operating conditions for the duration of the test period by building staff. No other vents were noted that would affect the results of Radon Measurement. Description of Variations: No variations from required testing conditions were noted during the screening measurements. Non-Interference Controls: Closed building conditions were verified by staff for the duration of the measurements. Daycare staff was informed of the need to ensure the detectors were not disturbed until they were retrieved. No evidence that the testing conditions were violated or evidence of tampering was noted 3.0 MEASURMENT RESULTS NEWPORT ELEMENTARY SCHOOL HAS NOT PASSED THE RADON TEST. THE RESULTS WERE HIGHER THAN THE EPA ACTION LEVEL OF 4.0pCi/l. PLEASE SEE RESULTS TABLE BELOW. Measurements were started on JANUARY 9 TH TO JANUARY 12 TH FOR GYM AND CAFETERIA AND REST OF BUILDING WAS STARTED ON JANUARY 16TH, 2014, around 3:10 PM and concluded on JANUARY 23TH, 2014, around 9:27 AM. Measurements results are provided in Table 1. The results indicate that the areas tested in the building did exceed the USEPA and IEMA Action Level of 4.0 picocuries per Liter (pci/l). 4.0 QUALITY ASSURANCE RESULTS One duplicates measurements were performed. The Relative Percent Difference (RPD) of these measurements were within the 36% RPD limit specified by the IEMA regulations and Quality Assurance Project Plan (QAPjP). 5.0 RECOMMENDATIONS In accordance with the Illinois School Code (105 ILCS 5), if the results of a Radon screening test are found to be 4.0pCi/l or above, the school district may hire a licensed Radon professional to perform measurements before any mitigation decisions are made. If Radon levels of 4.0pCi/l or above are found, it is recommended that affected areas be mitigated by a licensed Radon mitigation professional with respect to both design and installation.
5.8 RADON TESTING IN DAYCARES Sec. 5.8. Radon testing of licensed day care centers, licensed day care homes, and licensed group day care homes. (a) Effective January 1, 2013, licensed day care centers, licensed day care homes, and licensed group day care homes shall have the facility tested for radon at least once every 3 years pursuant to rules established by the Illinois Emergency Management Agency. (b) Effective January 1, 2014, as part of an initial application or application for renewal of a license for day care centers, day care homes, and group day care homes, the Department shall require proof the facility has been tested within the last 3 years for radon pursuant to rules established by the Illinois Emergency Management Agency. (c) The report of the most current radon measurement shall be posted in the facility next to the license issued by the Department. Copies of the report shall be provided to parents or guardians upon request. (d) Included with the report referenced in subsection (c)shall be the following statement: "Every parent or guardian is notified that this facility has performed radon measurements to ensure the health and safety of the occupants. The Illinois Emergency Management Agency (IEMA) recommends that all residential homes be tested and that corrective actions be taken at levels equal to or greater than 4.0 pci/l. Radon is a Class A human carcinogen, the leading cause of lung cancer in non-smokers, and the second leading cause of lung cancer overall.
