Call to Order Vice Chairman Anne Elsenboss called the regular Board of Fire Commissioners meeting to order at 7:35 PM in the Radio Room of the Emergency Services Building. 2. Minutes of the Previous Meeting September 15, 2016 Regular Meeting MOTION: Jim Trompeter moved to accept the regular meeting minutes of September 15, 2016 as presented. Tom Woodward seconded. UNANIMOUSLY APPROVED. 3. Privilege of the Floor No one came forward. 4. Correspondence There was none. 5. Fire Marshal's Report Fire Marshal Morgan commented that one business in particular in Town always had numerous violations every year. This year it had none! MOTION: David Mirabilio moved to accept the Fire Marshal's Report, attached to these minutes, dated October 2016, as presented. Tom Woodward seconded. UNANIMOUSLY APPROVED. 6. Chief's Report Because an obsolete part failed in the Fire Alarm panel at the ESB the whole unit needs replacement and will be replaced next week. A recent, serious motor vehicle accident on Flanders Road was discussed.

MOTION: Jim Trompeter moved to accept the Chief's Report, attached to these minutes, dated October 2016, as presented. David Mirabilio seconded. UNANIMOUSLY APPROVED. Deputy Chief's Report Deputy Fire Chief Frank Morgan gave his report orally. In September the SCBA drill was done by playing "dodgeball." In October truck checks were done paying particular attention to small power tools. On October 17 th a ropes and knots drill took place, an elevator class scheduled for October 29th may have to be postponed. It was noted there are 14 elevators in Town. MOTION: David Mirabilio moved to accept the verbal Deputy Chief's Report as given. Tom Woodward seconded. UNANIMOUSLY APPROVED. 7. Old Business New Truck Update The new brush truck is almost finished. The existing equipment was taken off the current truck to find placement on the new one then brought back to the old one temporarily. On Wednesday, November 2, 2016 the Department will hold a special meeting at 7:00 PM to accept the new truck. It was decided the Board of Fire Commissioners would also hold a special meeting directly following the Department's meeting to also accept the truck. Emergency Services Building Roof Update The new roof is nearly finished. Because the gutters are to be custom made, as they have no seams, there was a delay. The contractor has nine days left to complete the job timely. 8. New Business The Board had none but Chief Morgan stated the Department would also be holding the annual Halloween party at the ESB on Monday night despite the Trick or Trunk at the Hollow. 9. Clerk's Bill MOTION: David Mirabilio moved to accept the clerk's bill for 3 hours and approve for payment. Tom Woodward seconded. UNANIMOUSLY APPROVED. 10. Adjournment MOTION: David Mirabilio moved and Tom Woodward seconded to adjourn the meeting at 7:50 PM. UNANIMOUSLY APPROVED. Most were corrected during the inspection visit. A small plaster replacement patch is needed in the Shove Building and that is being addressed. Meetings / Mies / Conference's / Complaints Weekly meeting Thursdays Zoning, Building and FM. Violations, projects, complaints and other inter-department issues review and discussed. These meetings continue to help us promote good public relations with potential new business interests in town. We have several need people interested in opening spaces in town. NEW 2016 CONNECTICUT FIRE SAFETY CODE The new code was adopted officially this month. There is a lot to review so, again, this month we gave many hours to going through the new draft changes and will continue to review and make changes to our inspection check lists. 577 Main Street S. Anna's Diner I have reviewed the hood plans and have had an on-site meeting with the Building Official, Scott's Rep. and the renter. The pass piping has been tested and passed. This office continues to wait for a formal letter from the hood inspection the ceiling area to the roof top system need to be signed off that it is in good working condition. Max's is still under renovation Received technical sign off on interior wall finish. Old hood will have to be taken out and a new one installed waiting on plans. Also waiting on extinguishment plans. This project appears to be on hold, as no work has gone on is several weeks. NHS Building Project I am sitting on this committee as the Fire Marshal. There are 2 meeting a month and will provide updates as available. The project is still in design and the function stage but the meeting is interesting to see how the code will be used as renovate to new. Burn Permits Limited burning was allowed this month. With the weather being so unseasonably warm it has been hit or miss with allowing burning to take place. Fire Investigation Luckily we have had no incidents to investigate this month. Respectfully,

This is slightly down but it always is this time of year. Apparatus and Equipment Fire 2 Rescue & Emergency 6 Hazardous Condition/No Fire 3 False Alarm / False Call 12 Service Call/Good Intent 7 Annual truck checks are moving right along. Tanker 9 is the final truck out. Chief Engineer Harris will give an update Buildings Roof Update - The roof is moving along as planned. We all need to remember this is a unique commercial roof not a residential roof. Board of FC liaison, BPC Pacilio and I met with the job manager and owner of the roofing company. The roof is going on as designed. We are now waiting on the gutters. Capt. Lampart is painting all the door jams and hardware on the exterior of the building. The striker on the back door for the key fob entry is worn out and is being replaced. The fire alarm power supplied has decided to have out lived its usefulness. It was just serviced in September and this month, it died. We have received the quote for the new panel and it will be installed within the week. This is a proprietary system to simplex. In order to go out to bid we would have to replace the entire system from panel to heads to wiring, this would be big $$$. By staying with simplex we can just upgrade the current items in need of replacing. The quote is just under $3,000.00 The door to the meeting room from the standby room was repaired. The lock was broken.

Department Calendar of Events The Chief continues to send out "Monday Morning" emails on the week's upcoming events and announcements are made at 12:10 and 6:27. The Chief has added a Friday Week-Wrap-Up and Weekend Reminder Email. Remember these are just reminders of events and additional communications to help us function better. Budget Any request for the 2017-18 budget need to be given to your company Captains by November 1s t. A want is different that a need. Only needs will be reviewed for inclusion into the final budget. Truck Committee B7 & R3 B7 - The truck is moving right along and if you look on our website or Facebook we post picture regularly. We expect to receive it before our next meeting. We will call a special meeting if necessary to review and accept the truck. The sealed bid for old B7 has gone out. The opening is the 25 th. The new truck will be here by month end, or just after November 1 depending on the final installation of odds and ends and the radio's.
