Multiple bid of single OEM will not be accepted. EoI Clause no. 8: Bidder (OEM and or OEM Authorized Partner) must submit a declaration that bidder has never defaulted or black-listed regarding poor performance/delivery or declared ineligible for corrupt and fraudulent practices in any department of Government of India or State Govt. or any agency in India or abroad. No. FOR Refers to Para 2 of Part II of RFP (Page No.-93) READ AS TECHNICAL SPECIFICATIONS OF INTEGRATED PERIMETER SECURITY SYSTEM (IPSS) OPERATIONAL REQUIREMENTS 2. The IPSS shall consist of four layers of sensors for intrusion detection as given below: OPERATIONAL REQUIREMENTS 2. The IPSS shall consist of five layers of sensors for intrusion detection as given below: (a) Layer-1. Electrical Smart Power Fence (ESPF). (b) Layer-2. Visual/ Near-IR cameras with IR illuminators and inbuilt video analytics and automatic intrusion detection capabilities. (c) Layer-3. Combination of Radars and Thermal cameras with automatic intrusion detection capabilities. (d) Layer-4. Underground Vibration Detection System (UVDS) connected with dedicated Optical Fibre Cable (OFC). (a) Layer-1. Electrical Smart Power Fence (ESPF). (b) Layer-2. CCTV (Visible/Near-IR) cameras with IR illuminators and inbuilt video analytics and automatic intrusion detection capabilities. (c) Layer-3. Combination of Radars and Thermal cameras with automatic intrusion detection capabilities. (d) Layer-4. Underground Vibration Detection System (UVDS) connected with dedicated Optical Fibre Cable (OFC). Addition (e) Layer-5. Dual PTZ (Thermal & visible Cameras) Note: Sensors may be either in mounted in same or different boxes on a platform. 5. The above mentioned system shall be 5. The radars shall be fixed wherever clear detection areas (1000 m) are available to utilise the complete range of the radar. The areas where the full range of the radar cannot be utilised are to be covered by fixed thermal cameras to ensure gap free coverage by at least one of the two sensors. While selecting the thermal cameras, special attention is to be paid towards the detection ranges during cross over timings. The detailed specifications of the Fixed Thermal Cameras and (a) Two Main and Stand by Silent DG sets (along with dedicated 3 phase power line laid exclusively for IPSS load) to cater for standby power supply at each base.total No. of DG sets are to be calculated by the seller to provide standby power supply @ 1.2 times of the entire load of the IPSS. 8. Dual PTZ Cameras (Thermal & Vis). Dual PTZ cameras with wavelength coverage in visible and thermal radiation must be provided all along to ensure gap free coverage. The required specifications are given at Annexure-IV. 9. Radar. Radar must be installed all along the perimeter of the 23 IAF bases to ensure gap free coverage. It should have capability as mentioned in the Annexure-V.

The seller shall provide camera system for tracking the intruders in case of an intrusion detected by any layer of the sensors mentioned at Para 2 above. Tracking system shall have Pan Tilt camera system with combination of Visible/ Near IR and Thermal sensors. The seller shall provide the detailed plan for the installation of such cameras. The detailed specifications of visible/ thermal multi-sensor Pan- Tilt cameras system is given at Annexure VII. 13. Power Supply including Standby Power Supply. All the sensors and associated equipment shall be powered using a dedicated 3-phase power line laid exclusively for the IPSS by the seller. The power line shall be connected to the MES/ commercial power supply provided by the buyer using appropriate isolation transformers provided by the seller. The seller shall provide earthing protection as per IS 3043/1987 (latest revised edition) for all the equipment connected to the power line. The power line shall be laid underground by the seller as per the CPSB norms. The seller shall provide standby power supply for the entire IPSS to cater for power failure. The seller shall estimate the power requirement for the operation of the entire IPSS for each base and submit the same along with the Technical Proposal. Each standby generator shall be able to supply at least 1.2 times the maximum power required to energize the entire IPSS. Additionally, UPS consisting of batteries is to be provided to cater for 30 min backup power supply (unless specified) for the entire IPSS load. Detailed specifications of the standby power supply are given in Annexure X. 10. Camera System for Tracking. The seller shall provide dual PTZ (Thermal, visible) camera system for tracking the intruders in case of an intrusion detected by any layer of the sensors mentioned at Para 2 above. Tracking system shall have Pan Tilt camera system with combination of Visible/ Near IR and Thermal sensors. The seller shall provide the detailed plan for the installation of such cameras.
