Ordinance/Resolution: Staff Recommended Motion: Background: Westward Park was established in 1999 as a stormwater detention area with passive park amenities to address the need for stormwater improvement within the Roosevelt Estates Community. In 2014 the City began an extensive restoration project. Comprehensively the project plan was to include fence replacement, fountain repair, canal and park clean up with landscape improvements. Custom Fence: Initially bid and awarded in 2015, the winning contractor was unable to fulfill the contract obligation resulting in a delay as the next qualified bidder was then contracted to complete the work. The fence component included removal and disposal of the existing fence and installation of a new, 42" high pre-galvanized, industrial grade steel picket fence railing system with powder coated finish of over one mile in length. The construction cost approximately $328,600. Clean up and Repair: In 2016, the Public Utilities/Stormwater, Park and Recreation and Public Works Departments invested significant staff time and budget to repair and clean the park. Improvements included extensive pressure washing of canal and park walls and sidewalks, sidewalk and curb concrete repair, major irrigation repair, canal and landscape area trash removal, and tree and landscape trimming. A bench was added for student and visitor use at the main entrance to the park next to Palm Beach Lakes Boulevard, as well as additional trash cans and new doggie stations. The approximate cost of these improvements is $94,300. Maintenance: Maintenance is now scheduled weekly for canal cleaning, trash removal, and potable water irrigation. The average monthly maintenance cost to the City is approximately $4,580 which equates to $54,960 per year.
AGENDA COVER MEMORANDUM Page 2 C.M. # Date: Planned Improvements: Fountains: $120,000 is earmarked from the Public Works Bond Fund for park improvements including the full replacement of the three aerators. The Engineering and Public Utilities Departments are working together on a design that will significantly eliminate fowling of the aerator pumps and allow Public Utilities/Stormwater to maintain the aerators, eliminating the operational problems that have plagued the fountains in the past. The engineering design is complete, the project is currently being bid and is expected to be completed in Spring of 2017. Planned Improvements: Landscape: A Florida Friendly landscape design has been developed which will add beauty to the park, while requiring limited maintenance and tolerating periodic flooding which is part of this working stormwater system. Estimated cost is $85,000 for plants and installation. Community Stewardship: The Community can play an important part in maintaining the new renovations. Fence damage, trash in the canal and park, and graffiti have been long standing issues. The City is working with Westward Elementary School and the Roosevelt Estates Neighborhood Association to reduce these impacts and maintain the beauty and security of the park. A security camera has been installed to help deter vandalism and Police patrols of the area have been increased. The Mayor s Office of Sustainability is working with Westward Elementary to produce and install anti-littering signs within the park that have been designed by students. A celebration will be planned with the community upon the project s completion including a tree give away and conservation programming, as well as on going communication and support for the neighborhood. In summary, $422,900 has been spent in 2016 with an additional $205,000 planned for 2017 and an estimated $54,960/year in maintenance costs to improve and maintain Westward Park.
